to China as US officials raced to find a solution to a sensitive row over
a top dissident reportedly holed up at the US embassy in Beijing. A bomb

CANADA   Ladies and Gentlemen! April 6 Canadian Radio International (RCI)
announced the closing of broadcast in Russian. We, the undersigned, ask
you to reconsider this decision because we believe in the need to maintain
programs in Russian from Canada.

Russian Section of RCI is practically the only reliable source of
information about Canada in Russian, it provides for the Russian-speaking
community, and especially for Russia and CIS countries. RCI Program is for
us the only primary source of information about Canada's position on
various international issues, its political and cultural life, social
trends, etc. We believe that the cessation of broadcasting RCI will result
in loss of interest in your country, and as a result will reduce the
amount of political and economic cooperation, investment attraction and
tourist flow.

Canada and Russia are in the northern part of the globe and the countries
still have much to learn from each other. We also draw your attention to
the importance for the international broadcast of the various platforms
(terrestrial and broadcast vneefirnogo) to broadcast programs.

We urge the CBC to cancel its decision to close the Russian section of RCI
because of its strategic importance for Russia and Canada.

On April 6, Radio Canada International announced that its Russian section
will be closed on June 26. We the undersigned beg you to reconsider that
decision as we firmly believe that RCI's excellent programming in Russian
language must be preserved.

RCI's Russian service is almost the only authoritative source of
information about Canada in Russian language, providing it to Russian-
speaking people, primarily to those in Russia and other countries of the
CIS. RCI's programming is the only first-hand source about Canada's
position on various international issues, as well as its domestic
political and cultural life, social trends and so on. We believe that the
cessation of RCI's broadcasts in Russian will adversely affect interest in
Canada, thereby resulting in lower political and economic cooperation,
reduced investment attractiveness and a decrease in the inflow of
tourists.

Russia and Canada share a position in the northern part of the world and
continue to have a lot to learn from each other. We also bring to your
attention the importance of using diverse distribution platforms for
international broadcasting, ie traditional radio broadcasts on short wave
as well as programming online.

To attract an online audience in Russia it will be necessary to retain
some radio transmission or there will be no motivation to visit the RCI
site. This is the only way to retain the audience of RCI's Russian
service.

We call upon CBC to overturn its decision to terminate the Russian Section
of RCI and find ways to increase its resources due to its strategic
importance to Russia and Canada.

with popular music. An earlier check was very poor, however after a half
hour's wait the signal faded in nicely. The music continues with no
interruptions until 1033 when a female comments in Indonesian language
comments.

signal here with an occasional comment fading in over the noise. No other

Voice of Korea mid-2012 schedule.
North Korea's international shortwave broadcaster, the Voice of Korea,
will use the following schedule for English language broadcasts from
April 30, 2012.

The radio station broadcasts two programs a day, each around 57 minutes
long. Program one is carried on broadcasts aimed at South East Asia, the
Middle East and North Africa, South Africa and Central and South America.
Program two is carried on broadcasts for Europe, North America and North
East Asia.

Each of these programs includes the same core features: the news,
editorials and the reminiscences of Kim Il Sung. Music and other features
sometimes differ between the two broadcasts.

They broadly follow along these lines:

:03 Song of General Kim Il Sung

The Voice of Korea has traditionally refreshed these programs, including
the news, once a day during the daytime in Korea.

The news output follows closely the text of English-language stories from
KCNA with minor editing. It's generally a day behind the news being put
out on the domestic service in Korean.

The schedule is expected to remain current until late October or November
this year.

Many of the news items can be found on The Voice of Korea's website. The
station also broadcasts in French, Spanish, Arabic, German, Chinese,
Japanese and Russian.

into another language, Vietnamese? No, Cambodian, per Aoki, AWR via
Trincomalee, 125 kW, 65 degrees, at 1300-1400 UT mixing Malay, Cambodian,
Laotian, and Thai depending on which half-hour and which day of week. This
is one of those temporary substitutes for KSDA while in partial
maintenance, schedule effective until June 30 only; so don't delay if you
want to QSL this station/site.

I was listening April 29 from 0445 on 15725 kHz, and caught a full ID in
English, as in attached audio clip. It's a little quiet, but can
definitely make out "This is the Voice of South Sudan Revolutionary Radio
at 20 seconds in.

(Finland) has reported this with 0358 UT sign on. Tuned in 0403 to African
music; 0405: ID as reported by others: "The Voice of South Sudan
Revolutionary Radio stands for freedom, justice, equality, and human
rights"; OM in vernacular with some musical bridges till tuned out
0421 UT; poor to very poor with heavy QRM from 15720 kHz, so best in USB.
Sorry I was not recording when ID given in English, but on my audio check
just after the music, at 0:35, for what sounds like "South Sudan Radio".

Checked again at 0501 UT to find weak signal, but no QRM; OM talking in
English with many mentions of "Sudan" and "South Sudan"; too weak to make
out much; 0504 marching band music; into vernacular till 0511 tune out.

TANZANIA   [ZANZIBAR]  Zanzibar reactivated {also} on 6015 kHz.

Radio Tanzania Zanzibar. With the reactivation of 11735 kHz, I had hoped
to find 6015 also reactivated, but not so. April 24 checked from 0256 to
0320 UT and heard nothing on this clear frequency, even with good timing
for Greyline reception; Monterey sunset at 0249 and Zanzibar sunrise at
0324 UT. Bill Bingham (South Africa) and I last heard them on 6015 kHz
back in September 2011.

Zanzibar. Radio Tanzania Zanzibar. 6015 kHz Dole. April
25, 2012. Wednesday. 0250- ?? on now. Something there at 0255, but below
noise level and unreadable. Gradually faded in to Koran at 0306 UT, then
at 0308 UT an OM talking Arabic, quickly changed to Swahili. Kept fading
below noise level, but at 0317 UT a YL singing Arabic song then id
"Zanzibar". Into OM making speech, with crowd applause, mentioned
"Tanzania" at 0320 UT, then other mentions of "Tanzania" and "East Africa"
after that. "Dar es Salaam" at 0324, YL singing again 0324-0329 UT then
another YL talking. Still on air as I send this, with id "Tanzania
Zanzibar" at 0341 UT. Very poor. Jo'burg sunrise 0429 UT. [Surely this was
their first day of reactivation on 6015 kHz!]

April 26 - After receiving Bill's email yesterday, I checked again today.
Heard transmitter turned on with test tone on 6015 kHz at 0252 UT.

0257-0259: end of test tone and start of repetitive xylophone or marimba
sounding IS.
0300: OM, but too weak to make out language.
0301-0308: Qur'an.
0308-0315: OM monologue.
0315: some type of music.
0316: OM monologue.

April 26, 2012. Thursday. 0353-0416 UT. Woke up later today, but found
Zanzibar there again, more readable today but quite QRN'y (atmospheric
noise). YL and OM talking in Swahili. From 0358 UT, various snippets of
afro and Arabic music, followed by 5+1 time pips at 0400 UT then YL
talking, sounded newsy. Mentioned "Pemba" at 0404, "Tanzania" at 0408 UT.
OM shouts "Zanzibar" at 0410 UT, now sounds like brief snippet of
politician talking with crowd response, then back to studio YL. Reception
now fading as our local dawn approaches. ID at 0416 UT "Radio Tanzania
(Zanzibar ??)". Better propagation than yesterday, but still noisy and
hence with little entertainment value. Jo'burg sunrise 0430 UT.

The English ID at 1800 UT is "Zanzibar Broadcasting Corporation". This is
now the official name of the broadcaster (ex Voice of Tanzania-Zanzibar).
The change to ZBC apparently took place in 2010 according to this Media
Network report:

Zanzibar 11735 kHz 15-21 UT. Zanzibar heard from s/on just before 1500 UT
today with ID and news in Swahili. Fair to good reception here until past
1700 UT.

On recheck at 1800 UTC the transmitter is off the air - so no news in
English today.

Enjoyed listening to Mark's audio clip of yesterday's news in English at
1800 UT and noted the station now IDs as Zanzibar Broadcasting
Corporation. The confirms a Media Network report in March that Zanzibar TV
and Voice of Tanzania-Zanzibar had been merged into a new organisation
called Zanzibar Broadcasting Corporation (ZBC) in 2010. As 11735 kHz has
been off the air for much of the past 3 years its only now been possible
to confirm this new station ID.
