ARGENTINA   I want to share this story referred to our Broadcast Abroad
Argentina. From next November 1, 2012, is the following revisions in the
transmission scheme of RAE Buenos Aires:

Between 10 and 15 UTC, programs in Japanese, Portuguese and Spanish will
be broadcast on the frequencies of 6060 kHz (49mb) and 15345 kHz (19mb).
This implies that the emission in Spanish added in its emission frequency
of 6060 kHz, while the transmissions in Japanese, Portuguese and Spanish
will change the frequency of 11710 kHz currently transmitted by that of
15345 kHz.

Belarusian language from 0530-0659 UT the frequency 11930 kHz.

The Chinese language will become the language of broadcasting of the radio
"Belarus" in 2013.

According to the information of the Internet-site of the BelTA:

on October 12, 2012. The eighth language broadcasting radio "Belarus" in
2013, will be Chinese, BelTA learnt from the press service of
Belteleradiocompany.

Now the station with half a century of history broadcasts in seven
languages. Radio "Belarus" short and medium frequencies are taking in more
than 20 countries of Eastern and Central Europe. Initially, programs were
only in the Belarusian language. From 1985 the year began broadcasting in
German, and in 1998 the radio to hear in Russian and English languages.

Since 2006, began broadcasting the Polish language, and in 2010 the air
started to come out of the program French and Spanish. Broadcasting grid
radio today is 16 hours of broadcasting seven languages, as well as 10
hours of Internet broadcasting in real time in the English language a
daily basis.

In the programs of news and information - analytical issues; with the
state, political, public and religious figures; scientists, writers and
musicians, masters art and folklore; sportsmen; programs about history,
culture, spiritual values of the Belarusian people.

Dear Wolfgang,
Regarding the recent publication(s) in wwdxc, and specially the items
listed under Bulgaria wich all all wrong, we can not undesrtand why
someone would speculate with Spaceline Ltd's, Bulgaria current schedule.

Maybe it is some kind of advertising for our stations that we can not
understand, as we can not imagine a famous dx-er to go confused of what is
currently being aired from the blgarian HF transmitter sites and publish
that under his name and on behalf of his competences. So, big thanks to
him, everyone would be pleassed to have such a scehdule as mentioned by
Mr. Ivanov from Kostinbrod, Bulgaria, BUT the reality is:

The only broadcasts we to be originating from Kostinbrod transmitter site,
as we ran these, are The Mighty KBC test transmissions, and RTR2 radio
transmission  on 9400 / 9500 kHz, and 5900 kHz respectively, both proven
very efficient for our "very very old  transmitters" as Mr. Ivanov states,
although he surely knows that most of the transmitters we operate there
are renovated by our company and equipped with latest technology. These
were been kept from closing as the only remaining outlet(s) from Bulgaria
available worldwide with good quality.

But we will leave the results of our transmission(s) as a subject to
listeners reports judgment, wich we believe will come over and will be
published along with this posting in the next issue of wwdxc.

We want to be correct, so it would be wrong to the leave dx community with
wrong imaginations about the origin of the broadcasts we currently
operate.

The others, wich we do not know about- hopefully, this message puts at
least a candle of light of what is definitely right from the first hand
and what's wrong from second. Surely, the ones listed under Bulgaria/Other
listed as SOF  in wwdxc's last posting are not correct besides the ones
mentioned afore and that is going to be proven with the time and
circumstances.

We remain open for your questions, and we will keep you updated about
Spaceline Ltd. regular B12 transmission schedule as soon, as it is
available. More is coming. We keep rising partners oprating thernamsitters
worldwide, and surely we will expand, and you will be amongst the first

CANADA/KOREA Rep of    6045  Oct 23 at 0613 UT, KBS in Spanish with the
usual "clacking" accompanying all their program feeds to CANADA. Another
transmission going away in a few days with the demise of Sackville, and
nothing known to replace it. KBS has not registered anything at all with
HFCC for B-12. And checked Oct 23, still has nothing on own website about
B-12, just A-12 schedules.

Petition to save RCI Sackville from being dismantled.

Dear DXers,
Interested in a good cause?  We're working hard to stop the RCI Sackville,
NB, Canada transmission site from being completely dismantled.

I've been communicating with the Canadian press and the Departments of
Heritage and Public Safety. It's difficult if not impossible to stop a
political process that has already been initiated, but some of us are
making an attempt nonetheless because this transmission site is so vital.

So I started a petition it's only been two days, but we have already
received over 200 signatures from around the globe. Clearly, we're not the
only ones who believe that sacking Sackville is a foolhardy plan, and want
Canadian powers-that-be to reconsider.

Could please take a few moments out of your day to sign this petition and
have your say? It takes less than a minute. This will automatically email
the appropriate Canadian politicians who could, at the very least, put a

nights, and at this time announcing some frequency changes effective Oct
28, without giving any sites, but I insert the old ones, presumably the

not going to work or really be used over that path. I suppose at other

Has Radio France silently started to switch off their MW-transmitters?
This question was asked by Atlantic 2000 in their latest transmission last
Sunday.

In regard to various stations unannounced shutdowns in France in October,
the big Selestat medium wave station 1278 kHz was brought into the
conversation, as well as radio broadcasting program window Bleu Alsace.

On direct request designated supervising editor of this Alsatian program
of post as "a false rumor! We are there and stay there! Say they
continue!"

In the event of a shutdown would be France Bleu Alsace, which has no FM
frequencies for the Alsatian program, fell back on the Internet. France
Bleu Alsace has the following special programs on medium wave 1278 kHz:

Im Zusammenhang mit verschiedenen unangekuendigten Senderabschaltungen in
Frankreich wurde im Oktober auch die Grossmittelwelle Selestat 1278 kHz
ins Gespraech gebracht, die als Fensterprogramm auch Radio Bleu Elsass
ausstrahlt.

Auf direkte Anfrage bezeichnete der Redaktionsleiter des elsaessischen
Programms dieses postwendend als "ein falsches Geruecht !! Wir sind da und
bleiben da !! Sagen sie es weiter !!!"

Frequenzen fuer das elsaessische Programm hat, auf das Internet

Soeben um 0930 UT auf MW 1278 kHz die gleiche Programm Mischung wie seit
vielen Jahren, viel Elsaesserditsch. Telefongespraech 80% in Franzoesisch,
20 % in Elsaesserditsch.

GUINEA   Radio Familia (ex-4900 kHz & FM) ceased operations in February
2011 after a dispute between manager and director. The 1 kW transmitter
still is inside the country, but will not be reactivated there. There are
plans for shipping it to a neighbouring country, but nothing definite yet.
This according to direct communications with the former management of
Radio Familia.

Haj Pilgrims AIR Urdu sce also heard here in Germany this morning.
15209.982 odd frequency coming from Goa Panaji site, S=7 fair level, also
via Bangalore tx site strongest on 15770 kHz around S=9+5dB, accompanied
by a feeder BUZZ signal, the audio from Bangalore was NOT CLEAN.

{sorry, Jose told me as reply that 15770 kHz was coming from Aligarh site
instead... not from Bangalore site. wb.}

And third sce from Delhi Khampur site on 17845 kHz, latter which was
heavily hit by US Radio Farda in Persian from Iranawila Sri Lanka relay on
next door 17840 kHz.

11711  RAE has heavy noise QRM, Oct 26 at 0125 UT but unlike last night
this time it's really coming from DRM centred on 11715 kHz, which must be
India's Nepali service.
(Wow, Nepal must be a really modern country full of DRM receivers!!),
as scheduled in Aoki 0130-0230 UT from Delhi/Khampur:

Strangely enough, HFCC has this transmission starting at 0115 UT but

4860 kHz at around 1800-1828 UT. Fair signal noted at my location.

4860 kHz will replace their morning/evening/night time frequency of
4965 kHz from tomorrow. (starting of B-12 season). The sked is
0025-0200, 1235v-1730 (Sat, Sun 1741) UT.

Look out on 4860 kHz for tests today 27 Oct 12 also at around 1745 to
1830 UT.

all 9 frequencies, although 2 faded out before the broadcast ended
(Singapore 9695 kHz at 1210 UT and Uzbekistan 15735 kHz at 1410 UT). I was
again pleasantly surprised to receive 8 e-cards-one for each transmitter
site.

But I was unpleasantly surprised when, after waiting a few days to install
a new color ink cartridge, I discovered the e-cards had disappeared. I
apparently made a wrong click somewhere. From now on I'll immediately save
e-cards to Word.

5 level. In Spanish at 0453 UT Oct 23, symphonic trumpet music played,
looks like a childrens girl asked some questions relating to symphonic
music examples. An elderly man answered the correct answer. All
interspersed by symphonic orchestra music. ID and productions data and
executive staff names given at 0502 UT, and ID by girl child as "La Voz de
Angela... or / Voz del angel ..." something like this at 0503 UT, then
followed by some 30 seconds drums and flute mx.

Sudden TX cut OFF at 05.04:05 UT, Oct 23.

MYANMAR   Myanmar Radio stations.

It appears that the station in Pyin U Lwin is off the air since yesterday.
Nothing heard on 6030, 7110, 9460 and 9590 as well as 7345 kHz. Defense
Forces station on 5770 kHz has been off for at least a month or more.
Myanmar Radio continues as usual though on 5915, 5985, 5985.68, also
7200 and 9730.85 kHz. Must be a power problem in Pyin U Lwin.

Thazin Radio this morning - 7110 kHz was a very quiet frequency today.

RUSSIA   11930  QSL report. TWR India via Novosibirsk, full data letter on
TWR India letterhead (PDF) and full data eQSL of Bonaire mediumwave towers
in 829 days!

This started off with an English airmail report to their India address
with US $2 return postage, with a follow-up in English with US $5 via
registered email, and three (!) follow-ups via email to TWR HQ with the
QSLs finally arriving via email 24 hours after my last email follow-up.

I guess in the long run, perseverance does pay off with QSLs. I am
astounded that it took so long for the TWR India office to cough up this
QSL. I had also filed numerous reports on their online form on their
website without result.

I also have some bad news about KNX newsradio 1070 in Los Angeles, CA. I
submitted a report in October of last year with return postage since I had
picked them up while on a trip to Nevada. After several email follow-ups
and promises of looking into the matter, I finally received an email from
a gentleman named Steve Niemczyk
<spniemczyk (at) sbc (dot) com>
informing me "KNX dropped the QSL program. Sorry." I has also asked if
they would consider doing eQSLs which would cut down on man-hours
required, postage, etc., but received no answer to that. So it seems that
one of our AM broadcasters has followed the path of a lot of the
internationals who now refuse to verify transmissions.

and was surprised to see that they QSLed for someone as recently as 2009,
so I gave them a try. This is the same card that was used then; see
attachments. Studio photo on front; date, fqy, "Rep. of Somaliland"
handstamp, signature, details about Somaliland on back, where power is
shown as 10 kw., a holdover from the old days. Fqys printed on the card:
6390, 6860, 7120 (underlined), 7530, 11640 kHz. Rcvd in one month by
postal mail for a postal rpt, US$1 and audio CD of my rcpn.

7120  Radio Hargaysa. As Roger pointed out in dxldyg, their English
program announces "..... 4-20 pm ..." (??) 16:20 local time, 13:20 UT ...
hm ....?,"; Oct 22 was able to hear them at 1321 UT, but at threshold
level and unable to confirm English for their 20 minute show; by 1345 was
able to make out what sounded like Somali language and HOA music till
1401* UT. Heard again at 1501 UT with fair reception with reciting from
the Qur'an (qira'ut); probably had *1500 UT.

Editorial - Somaliland: RADIO HARGEISA; WHAT IS IN A NAME?

"If we may borrow the title from the late Ahmed Dedaat's 'Atnaantu?' our
answer in our context is 'A LOT!'

Yes, there is a lot in a lot in a name.

By thus we mean whoever flouted the idea on the change of name for Radio
Hargeisa was/were quite right.

As we hail the President and the government to make believe of the pledge
on the establishment of a national radio which would releigh to a wide
ranging area, we are as happy as all Somalilanders are (hence ought to
be)- happy on the realization of the real radio.

It reminds us that at the late 80's and early 90's, the then SNM Radio
Halgan was very vividly heard in East Africa.

Given that the mobile radio's power was far reaching, one wonders what
happened over the past 20 years that we retrogressed so much as far as
radio coverage was concerned.

Now we clearly see that it had all along been a matter of priorities. It
is what you put high on your agenda that really matters.

In this case H.E. President Silanyo put the radio issue as a priority one
factor hence made it the reality it has now become -the beast thing the
nation has had for a long while.

Next to it is to give the priority the respect it deserves, again for
nationality and nationhood purposes.

It is known that radio Hargeisa basked on the glory of its name for two
ironic purposes.

One is that, as an appeasement, it was "Radio Hargeisa of the Voice of
Republic of Somalia" In other words it was part and parcel of the then
national radio, VOS.

Secondly, in our re-asserted national Radio Hargeisa continued to bear its
name whereas it was supposed to be the voice of (all) Somaliland.

It indeed ironically remained a technical Hargeisa radio (in name) and a
practical Hargeisa radio (by service).

Now that it is to serve its real purpose hence convey and portray the
image of the country, SL, the radio's name technically and practically
should, and must be what it is or what it is supposed to be: Radio
Somaliland, Voice of Somaliland etc.

Thus its nationhood status should and must be PRIORITIZED too.

As such, a lot is in a name. Just as Dedaat was trying to justify the
Uniqueness and all magnificence enshrined, depicted and entailed in the
Creator's name, we concur that A LOT is at STaKE where a name, and
especially a NATIONAL name as such, is concerned.

It is incumbent upon the government do the necessary.

In equal terms, those charged to run the facility at the information
department should from now henceforth know of the reality.

That the wider audience cutting across national and international social,
educational and political stratus would definitely be critical to whatever
we air.

In other words we should be both as propped up and apt as professional
expectations would require.

Radio Hargaysa, 1310-1400* and *1501 UT on Oct 25. Am now able to
definitely confirm they have an English program; probably started in
English at 1320 UT, but I was unable to confirm English till 1328 UT with
YL; after 1330 UT OM still in English; 1336 UT announcement for the end of
the program; played filler pop song (not HOA type music) till 1340 UT;
ended English segment with an IS type music that I have heard before on
their English audio streaming at their website; 1340 UT clearly switched
over to what sounded like Somali language with local news (many mentions
of "Somaliland") and international news (several mentions of President
"Obama") till 1350 UT; followed by HOA music; 1359 UT ID still for "Radio
Hargaysa" (so no name change yet!); started out poor with intermittent QRM
from strong OTH radar and improved to almost fair by sign off. Another
sign on noted at 1501 UT with HOA music; weak; 1504 UT a big boost to the
audio output with reciting from the Qur'an (qira'ut). With better
conditions it might be possible to actually hear some specific details of
their English program.

UKRAINE   On October 19, received QSL from the Ukrainian radio station
"Radio Mayak" from Odessa, for reception 05.10.2012 at a frequency of 765
kHz. Card sent from the Czech Republic.

Thanks to observations of the foreign colleagues finally became clear that
SW-broadcast of a broadcasting stations the territory of Ukraine ceased
31 August.

Broker Broadcast Belgium (TDP), the last customer air time the sending
centre in the Luch (Nikolaev region), suffered a program Denge Mezopotamya
and Miraya FM (for Kurdistan and Sudan respectively) the transmission
centres in Bulgaria (Sofia) and Bosnia-Herzegovina (Bijeljina). Note that
we are talking about "Dnieper wave" of Zaporozhye is not in the bill,
don't even know what her status is likely that something else is.

P.S. SW-broadcasts from other centers cancelled in 2010-2011, MW-
broadcasting from there at the moment of the present.

Red (Lviv region). SW-broadcasting terminated by July 1, 2011 (with
January-July from there only "Voice of Russia" English and German
languages, broadcasting Radio of Ukraine to the North America was
abolished 1.01.11)

(Kharkov region). SW-the broadcasts were suspended in may 2011 year in
connection with the decision to close the Ukrainian Department of the
world Radio Ukraine. The decision was soon abolished, but the broadcasts
the SW was never resumed.

Brovary (Kyiv region). Broadcasting of UR-1 the 5970 kHz terminated
22 February 2010.

Today we are announcing distribution changes for the World Service as part
of Year 3 Comprehensive Spending Review savings. As I said last week,
these changes will deliver £4.8m of the required £12m savings that need to
be achieved in the final year of Grant-in-Aid funding.

The changes are in line with our overall strategic aim of ensuring that we
are able to respond to changing audience needs and invest in the way
audiences consume news. In recent years, as alternative means of accessing
media have proliferated, short wave audiences have declined. Audiences
increasingly rely on medium wave, FM, television and digital media.

This is especially so in the Arabic speaking world, where satellite
television is widely available and is complemented by radio services on
medium wave, FM as well as the internet. Over the years, we have responded
to these changes through our network of FM relays, a 24-hour television
channel, and the bbcarabic.com website.

From the end of March 2013, we will implement the following distribution
changes:

Short wave
The English short wave service will continue to all regions, but will be
reduced from between seven and 19 hours per day, depending on region, to
six hours per day across all regions.

Arabic short wave to the Middle East will stop. However, in Sudan, where
there is a strong need for humanitarian information and limited access to
other media, we will continue to provide a short wave service.

Medium wave - Middle East
The Arabic medium wave service to Syria and Lebanon will continue, but
will be reduced from eighteen hours per day to eight hours at peak times.

The Arabic medium wave service to Egypt will be reduced from 17.5 hours
daily to six hours per day. Medium wave to the Gulf States will remain at
six hours per day.

The English medium wave service to Israel, Lebanon and Jordan will be
reduced from 16-18 hours daily to four hours per day and will be broadcast
on a new frequency.

We estimate that the changes being announced today may result in a loss of
up to 2.5 million listeners, an overall loss of 1% of the total Global
News audience across all platforms. Any loss of audience is of course
regrettable but we are not in a financial position to continue to
distribute our services on all frequencies.

As a result of these changes, the shortwave transmitting station in
Cyprus, which is managed by Babcock and staffed jointly by them and local
Foreign and Commonwealth Office (FCO) staff, will close with the loss of
26 posts. This site has delivered BBC broadcasts for over 70 years and I'd
like to thank staff, past and present, for the service they have given the
BBC during these years.

Whilst today's distribution changes will not result in any post closures
for the BBC, we will of course be working with FCO and Babcock colleagues
to assist the team in Cyprus through these changes.

while the Cyprus short wave relay station will close, some MW broadcasts

Zygi Cyprus will obviously be closed altogether, including the 1323 kHz
transmitter, as the Horrocks statement "the English medium wave service to
Israel, Lebanon and Jordan will be reduced from 16-18 hours daily to four
hours per day and will be broadcast on a new frequency" confirms. The
separate Lady's Mile 639 / 720 kHz facility will continue, at least with
one transmitter.

BBC closure - Cyprus. In fact this post is not related directly to the
photos of Cape Greco.

The latest DXLD from Glenn points to the closure of the SW transmitters at
Zygi and the reduction in hours of the MW station there or perhaps at
Zakaki as well. This is supposed to take place from April 2013.

No details at all have come to light about what effect will take place to
639 kHz Zakaki World Service in English, 720 kHz Zakaki BBC in Arabic,
and 1323 kHz Zygi World Service in English.

This will leave an awe inspiring hole in the Meyerton shortwave site
schedules. Currently the BBC WS is running some 19 hours of English daily
on 3255 and / or 6190 kHz, and assorted extra time on another seven
frequencies. They are without doubt Sentech's largest foreign shortwave
client, by far. It is difficult to see how Meyerton can continue with
Channel Africa and Radio Sonder Grense (both cash-strapped SABC) as its
main customers.

The other users remaining are a handful of international broadcasters for
a few hours a day each, and a handfull of stations specifically targetting
Zimbabwe or other countries further north.

on Pilatus and Barabas bible feature, S=8 in Germany.

Both WWRB outlets very tiny here Germany this morning, noted on little
ODD 5049.995 and even 3195.0 kHz, latter little stronger S=7 of "wonderful
lights of live ... heard of God", mentioned "...listen from Talahoma
Tennessee ....". Tiny level compared against RHC 5040 kHz next door, which
did bcast an extended speech to crowd in Spanish // 6000 kHz, or R Rebelde
5025 kHz which propagate well into Germany.

7506.379  But heard with pop music instead, no religious matter. WRNO
distorted audio at 0300-0305 UT Oct 26, on S=8 level here in Germany.

WRNO is back on 7506.4 kHz, Oct 26 at 0124 UT, strong signal with gospel
huxter, very distorted modulation. Latest absence still did not improve
anything.

WWRB is on both 5050 and // 3195 kHz at 0125 UT, so WORLD OF RADIO at
0330 UT probably will be too this week.

USA/TAIWAN    5950  Oct 23 at 0513 UT, RTI in English, usual VG signal via
WYFR, M&W chatting rather than significant programming; 0524 UT finishing
and next program to be 'We've Got Mail', but then it starts and there they
are chatting again. Maybe we will not be missing much:

Ever since we had a look at the WYFR B-12 frequency schedule a couple
months ago, we have been apprehensive that the RTI relays would be
terminated, as 5950 and/or 9680 kHz are no longer on the schedule at the
long-established times yearound for RTI English, 0200, 0300 and 0500 UT.
There are still some earlier transmissions which must be RTI relays, but
how about English?

Less than a week before B-12, RTI has finally made public its plans: there
will be only one English relay via WYFR and it will be at the new time of
22-23 UT on 15440 and 6115 kHz; tnx to dxldyg member Ashik Eqbal Tokon,
Rajshahi, Bangladesh, who found that on the RTI website. 15440 kHz is
registered as 285 degrees, and 6115 kHz at 355 degrees.

VATICAN STATE   CBC Radio One on 11905 kHz at 0530 UT. On 23 Oct at 0500
UT on 11905 khz and again, it's CBC One starting off with news at the top
of the hour followed by a program produced by WBGH in Boston. Signal is
poor making it impossible to listening cleanly to the program, nothing
interfering either.

Dear Wolfgang, Thanks for the info. We are aware of this problem and
trying to get it solved. Recent jamming by Iran and Syria targeting
satellite feeds have been causing problems.

This 1611 kHz item seemingly deleted in July 1st and inexplicably put back
to the B-12 xls format schedule file and RV Website again.

Was a small 5/50 kW local mediumwave service around Vatican / Rome area
for pilgrims and tourists locally. Not the former 600 kW unit of 1530 kHz
previously, also in drm mode used a limited power unit previously on
