FAIRBANKS The U.S. Air Force gave official notice to Congress Wednesday
that it intends to dismantle the $300 million High Frequency Active
Auroral Research Program in Gakona this summer.

The shutdown of HAARP, a project created by the late Sen. Ted Stevens when
he wielded great control over the U.S. defense budget, will start after a
final research experiment takes place in mid-June, the Air Force said in a
letter to Congress Tuesday.

The University of Alaska has expressed interest in taking over the
research site, which is off the Tok Cutoff in an area where black spruce
was cleared a quarter-century ago for the Air Force backscatter radar
project that was never completed. But the school has not volunteered to
pay $5 million a year to run HAARP.

Responding to questions from Sen. Lisa Murkowski during a Senate hearing
Wednesday, David Walker, deputy assistant secretary of the Air Force for
science, technology and engineering, said this is "not an area that we
have any need for in the future" and it would not be a good use of Air
Force research funds to keep HAARP going. "We're moving on to other ways
of managing the ionosphere, which the HAARP was really designed to do," he
said. "To inject energy into the ionosphere to be able to actually control
it. But that work has been completed."

Comments of that sort have given rise to endless conspiracy theories,
portraying HAARP as a superweapon capable of mind control or weather
control, with enough juice to trigger hurricanes, tornadoes and
earthquakes.

Scientists say all of that is nonsense, and that the degree of ionosphere
control possible through HAARP is akin to controlling the Pacific Ocean by
tossing a rock into it.

Built at a cost of more than $290 million, the site has 180 antennas on
30 acres that are used to direct energy into the ionosphere, which is
55 miles to 370 miles above the Earth, and monitor changes in the flow of
charged particles. Stevens was the godfather of HAARP, which he helped
start two decades ago with annual earmarks slipped into the defense
budget.

At the hearing on defense research and innovation, featuring six
representatives of the Pentagon, no one said HAARP has a future in the
defense budget.

Walker said the Air Force has maintained the site for several years and
the last project is one by the Defense Advanced Research Projects Agency
(DARPA). Once completed, the site will close.

DARPA Director Arati Prabhakar said, "The 'P' in DARPA is projects. We're
not in the business of doing the same thing forever, so very naturally as
we conclude that work, we're going to move on. It's not an ongoing need
for DARPA despite the fact that we had actually gotten some good value out
of that infrastructure in the past."

Walker said the Air Force would like to remove critical equipment this
summer to avoid the expense of winterization.

Alan Shaffer, assistant secretary of defense for research and engineering,
said HAARP is a "world-class facility," but the department does not need
it anymore.

"With all the other issues and problems and challenges facing the
department at this time, we just don't see that that investment, over a
long-term period, is where we would prioritize our investment," said
Shaffer.

"No one else wants to step up to the bill, ma'am," Shaffer said to

Welche Station das sein koennte, ist mir nicht bekannt.

16 May checked for R Cairo, and found programming at normal times and so
unaffected by change to DST. ie: French on 9410 kHz at 2015 UT tune-in and
(re-checking later) off around 2110 UT. English signing-on at 2115 UT on
9895 kHz. Both transmissions suffering from usual atrocious audio. At
around 2125 UT was a short feature called (I think) "Guess the Answer",
but intelligibility was so poor that perhaps "Guess the Question" would
have been more appropriate. It's such a shame - R Cairo has a great range
of programmes, but it's just impossible to follow them.

Egypt just started DST of UT+3hrs on May 16 (more light for evening
demonstrations?) but only until Ramadan *June 29 (maybe will resume a
lunar month later when there will still be plenty of summer?). This could
have confused studios and transmitter operators, but some frequencies
should still be on air even if programming one real hour earlier by
mistake.

On May 16 monitored some logs in eastern Thailand from 1745 to 19 UT.

         Thailand. Kirghiz Republic National Anthem heard playing at
         1757-1800 UT, finished the daily operation schedule.

         in 18-19 UT slot, but CRI Beijing on air at different times
         of the day ... jamming parked here against NOTHING?

Jamming from CHN or KRE origin ?
UNID  -  5985 log in eastern Thailand remote SDR unit.
The only jamming on 5985 kHz that I am familiar with is the NoKorea
jamming of Shiokaze (1330-1430 UT) when that clandestine is on that
frequency, but presently Shiokaze is on 6135 kHz (last time I checked), so
there should be no N. Korea jamming on 5985 kHz now. The jamming of
Shiokaze (on whatever frequency they are on) can start and end long before
and after Shiokaze actually signs on and off, but 18-19 UT would not seem
possible for anything related to Shiokaze jamming!

So sorry I have no other ideas for the 18-19 time frame.

Re: 7315  Radio Echo of Europe.

Die sendeten doch schon mal Ende 2012 / anfangs 2013 (testweise?) und
verschwanden sehr rasch wieder im Radio-Nirwana. Brachten damals (wenig
interessante) Kurznachrichten in Englisch und Franzoesisch, betreffend die
EU-Administration. Damals via IRRS, auf einer KW-Frequenz und der MW 1368
kHz (auf der sie damals hier in Tirol gut reinkamen).

Auf einen RR direkt an die "Station" kam zunaechst eine freundliche eMail,
in der vollmundig eine "zeitnahe" QSL-Karte angekuendigt wurde, die aber
leider bis heute nie kam, auch nicht nach 3 Anfragen; obwohl der RR nach
strengsten EU-Richtlinien abgefasst war :-))

Ich glaube nicht, dass der Programminhalt (sollte er sich aehnlich wie
damals praesentieren) dazu geeignet ist, die EU-Wahl zu unterstuetzen.
Ziemlich farblos und ohne jegliches Format das Ganze.

Es praesentiert sich auch die homepage eher "sehr nuechtern", wie eben
nahezu Alles, was mit EU/Bruessel zu tun hat.

Mich wuerde das Gesuelze nicht vom Hocker reissen und zum Gang zur Urne
animieren. Hab meine Stimme eh schon mittels Briefwahl abgegeben. Alles
quasi vom Schreibtisch aus, ohne jeglichen Aufwand.

Aber vielleicht sind sie jetzt (aus wahlwerberischen Gruenden) etwas mehr
hoererorientiert und freigebiger mit QSLs. Der geneigte Hoerer moege es

KOREA REP OF    6135  Voice of Freedom, via South Korea. Will attempt to
summarize what is now known about this station, based upon my own
observations and the valuable input from Sei-ichi Hasegawa, Mauno Ritola,
Hiroshi, S. Aoki, Bill Harms and several online sources.

Voice of Freedom is a clandestine operated by the Republic of Korea's
Defense Ministry which is new to SW (in past years was on FM) and
established to provide propaganda broadcasts into the Democratic People's
Republic of Korea. Seems that portions broadcast are made up of VOF
programs and other portions are perhaps KBS programming. ID and helpful
comments from Bill Harms after listening to a recording made by S. Aoki:

"Isang-eulo Jayuui Sori Bangsong-eul machigessseubnida. ... Jayuui Sori
Bangsong-eun ... danpa" (This is a liberal transliteration.) It roughly
translates as "and now the Voice of Freedom broadcast comes to a close.
The Voice of Freedom Broadcast ... on (Shortwave) ...". The word "Danpa"
is indistinct.

The sentence in between the rest were wiped out by interference. I
occasionally heard them in Seoul on 103.1 MHz when we lived there. I had
understood that they had stopped broadcasting on FM and were using
loudspeakers along the DMZ. But that was several years ago. If I remember
right, they played the Voice of Freedom program for three or four hours
per day, and regular KBS programming the rest of the day, but my memory is

blocking VOF. My local sunrise was at 1305 UT.

On May 11 at 1044 UT totally covered by pulsating jamming for Shiokaze and

(Philippines), May 17. Seems that RFS is now jammed? Heard in the clear
with pop songs at 1055 UT; intro IDs at 1100 UT; at 1102 UT hit with non-
stop noise; still covered by noise at 1123 UT. As the noise started just
after RFS signed on and was non-stop, have to think about the possibility
that the noise is in fact jamming. Would appreciate receiving other
opinions regards this noise from people more knowledgeable about jamming

Connecting train cars in the network Wi-Fi, Moscow subway passengers are
automatically granted access to information and entertainment portal "In
Metro" - vmet.ro, where in the "Live Radio" and placed radio PMBC.

Project to provide the Moscow metro passengers wireless Internet access
was launched late last year. First began Kakhovskaya and Ring line and
then free Wi-Fi at the Kalinin and earned Sokol'nicheskaya lines.

All lines of the Moscow subway system will be equipped with Wi-Fi by the
end of 2014. It is expected that in the second quarter of 2014 with free
Internet access will provide passengers Lublin-Dmitrov, Zamoskvoretskaya,

TAIWAN   RTI Huwei - Goodbye ... Huwei Substation: Passing into History.

In 1967, the government drew up a plan to install shortwave broadcasting
equipment in order to extend radio broadcasts into China and to meet US
global strategic requirements. In 1969, under the "Dingyuan Project",
Huwei Township in Yunlin was chosen as the site for a new substation. The
project took three years and was completed in March, 1972. Broadcasts
officially began on May 20 of the same year, offering coverage of Northern
China, Central China, South Korea, Russia and India.

The Huwei substation sent its last signal at the end of 2013. Thinking
back on its past, among the trees and flowers of the delightful station
grounds, the station staff could not help but feel a sense of loss and
sadness at parting.

Yet they continued to go about their work with the usual vigour and sense
of duty. Future programs would be transmitted by state-of-the-art digital
transmitters and high-gain antennae that would improve efficiency and

TAIWAN/SRI LANKA   15680 {not 11765}  On May 1, Keith Perron notified us
that the first tests of PCJ Radio's own 20 kW transmitter in Taiwan would
be Sunday May 18 at 13-14 UT on 11765 kHz; so we were looking for it: at
1257 UT, JBA carrier, probably end of RTI Vietnamese as scheduled; after
1300 UT and some further chex, zero, but could be on and not making it
here, also heavy RHC on 11760 kHz.

Later we learn that the test frequency was changed to 15680 kHz, but Keith
never told us, just put it on F_B. Too late for us to check 15680 kHz.
Before posting a reminder of the "11765" test, I had looked for any update
at

but found nothing at all about it (nor any link to F_B). Info limited to
F_B does NOT reach everyone in the DX world, including yours truly. Alan
Pennington in UK pointed out that 15680 kHz was occupied by Radio Farda,
via Lampertheim, Germany TX site.

Sei-ichi Hasegawa in Japan was able to hear PCJ fair to good on 15680 kHz,
not Lampertheim, and he adds, "Probably 15680 kHz is thought to be the
same transmitter and antenna in QSY from 11765 kHz Paochung-TWN
100 kW 205 degrees" which would not be PCJ's own unit.

On May 18th 2014 we will be doing the first test from our own site.

Frequency: 11765 kHz  -  now 15680 kHz !

To cut down the bureaucratic process of registering the frequency with the
NCC. RTI will be letting us use one of their frequencies for the test.

Re the PCJ Radio test targeting SoEaAsia from their own site in Taiwan
scheduled for today 1300-1400 UT - the original frequency mentioned

1230-1330 UT today May 18 on 13720 kHz.

This is what the 20 kW from PCJ Taiwan's own station's first test sounded
on 15680 kHz in Colombo. The signal for 20 kW was great. It was better for
me than Trincomalee as I am 200 kms from the Trinco station and I get a
mix of ground wave and backscatter as opposed to Taiwan beamed towards
Colombo and SoIndia.

VATICAN STATE   In the morning of May 08, the four towered directional MW
antenna which used to be operated on 1530 kHz from Santa Maria di Galeria
by Vatican Radio have been demolished. MW 1530 kHz went off air in 2011,
but antennas and transmitter were still on site. The demolition abruptly
occurred 13 years after accusations of electromagnetic pollution were
formulated. Vatican R MW covered Europe and the Mediterranean with a very
good signal at night. The end of MW broadcasts deeply affected travellers
as well as everyone not having a access to the Internet, but also
dramatically reduces any opportunity to make the Pope's message reach the
world independently from other operators and connections.

The demolition does not affect MW 585 kHz serving Greater Rome area and
1260 kHz covering the Vatican and limited sorrounding areas, whose
antennas are located within the walls of the Vatican City (so called
Leonine City). Santa Maria di Galeria, a rural area 30 km north of Rome,
continues its SW services. Another piece of radio history is cracking.
