ASCENSION ISL   The BBC today issued the following statement regarding
disruption to BBC SW services to West and Central Africa.

During the morning of Wednesday 11 June, the BBC shortwave broadcasts in
English, French and Hausa to West and Central Africa were affected by
problems with the electrical power supply at the transmitter station on
Ascension Island. The power was lost at 00:40 UT, and some services were
moved to other transmitter sites that regrettably cannot offer the same
quality of service.

Broadcasts on a few frequencies could not be transmitted at all between
05:30 and 06:30 UT. Since then, the BBC has been able to restore some
services so that they are again being broadcast from Ascension. These will
continue to be broadcast through the weekend, and the BBC plans to re-
instate the full service on the afternoon of Monday 16 June. We very much
regret the loss of service to the audience caused by this major fault.

ASCENSION ISL/UAE/UK   BBC winter solstice broadcast to British Antarctic

BAS - June Christmas broadcast

I don't have anything new to report about this so far. I sent the PR
fellow in the Survey a very detailed message around 10 days ago, e.g. with
samples of QSLs as attachments, and with plenty of email addresses for DX
clubs that could spread the word if he gave them a word to spread, but he
didn't reply. I thought that was rather odd.

I had the impression too when I talked to him that he wasn't fully tuned
in to what this was all about, and that it might take quite an effort to
tune him in. Well, let's hope for a last-minute miracle.

Last year they ran a test a week earlier on 5 frequencies. The broadcast
on June 21 was on 3 of those frequencies. I'm guessing they will do the
same this year: test a week before. I have an inquiry out to get the
schedule, but I suspect it's a bit early for them to have it worked out.

BBC Antarctic Mid-Winter broadcast 21 June 2014.

BBCWS have confirmed the annual mid-winter broadcast to British Antarctic
Survey bases in Antarctica is taking place on Saturday, but that shortwave
frequencies are yet to be confirmed according to this email received this
morning (18 June):

"Dear Mr Pennington
Thank you for your email with regrets for a slightly belated reply. The
BBC Mid Winter Antarctica broadcast will go ahead this year as previously.
The date of the broadcast is 21 June 2014 at 2130 UT.

However, we have still not determined the frequencies of the broadcast.
We'll let you know what they are as they are.
I regret not being in a position to give you 'complete' details...

Am Samstag, den 21. Juni 2014, uebertraegt der BBC World Service von 2130
bis 2200 UT sein diesjaehriges "Antarctic Midwinter Broadcast" auf 5875
kHz (Woofferton, UK), 5985 kHz (Dhabayya, VAE), 7350 kHz (Ascension Isl.)
und/oder 9890 kHz (Woofferton, UK).

Das Programm, das nur einmal im Jahr zur Mittsommerwende am 21. Juni
ausgestrahlt wird, beinhaltet vor allem Grussbotschaften von Angehoerigen
an die Ueberwinterungsteams der britischen Forschungsstationen in der
Antarktis.

Im vergangenen Jahr hatte die Sendung offiziell ein 41-koepfiges
Zielpublikum, das sich auf die Forschungsstationen des British Antarctic
Survey (BAS) auf Suedgeorgien, Bird Island, der Antarktischen Halbinsel
sowie dem Brunt-Schelfeis verteilte.

Laut Dan Ferguson, K4VOA (Kurzwellenhoerer-Liste "DXplorer") werden von
den genannten Frequenzen nur die drei mit der im Zielgebiet besten
Empfangsqualitaet zum Einsatz kommen.

BOLIVIA   4716.64  approx., on June 16 at 0103 UT, R. Yura with better
signal than usual in music. The DX-398 on the porch pulls it better than
the PL-880, but I'm using a longer antenna too on the '398. USB mode
improves readability. 0129 UT with nice Andean music; 0133 UT some
yelling; 0134 DJ in Spanish with timecheck, more music; 0135 more DJ,
seems a bit overmodulated on mike, mixing with song by YL; 0136 UT
mentions "hasta las 10 de la noche". Retune at 0200 UT, sign-off ID
including frequency starting with "47" but can't tell if announcing "17"
after that. 0201 UT a bit of music and modulation stops, but carrier stays
on past 0205 UT. Had been QRM free but now some lite 2-way mixing in.

6134.8, on June 16 at 0105 UT, R. Santa Cruz about the best I've heard
them, rating a good signal, pop music with only lite het from Aparecida.
Recheck 0200 UT, music playing right thru ToH, 0203 UT "Radio Santa Cruz"
ID and more music. Probably to sign off a few minutes later.

This was a VG Bolivian night; see also R. Yura. However, no signal at 0129
UT from 5952.4kHz R. Pio Doce nor from 6155+ kHz, R. Fides, apparently
already off by 0100 UT.

transmission, "Guajira Guantanamera" popular song presented at 1315 UT on
June 13, rather less strength at S=6-7 level into Japan remote unit.

FRANCE/TAIWAN/USA   As I advised Jeff White today June 16:
"Jeff, This morning at 1238 UT check, CCI from France relay still on 9955
kHz, but now the frequency has been adjusted to within a few Hz of WRMI,
rather than an audible het. NOT GOOD ENOUGH!

Looking thru Aoki list, there is NO need for them to be on 9955 kHz, with
all these unused frequencies nearby in the 11-13 UT period: 9940, 9945,
9950, 9965, 9970 kHz. Cross checking HFCC, lacking all the Taiwan usage,
agrees except has T8WH on 9950 kHz (but probably not active).

Perhaps you can get with the RFI frequency manager if not Taiwan's".

time on my checks this morning, around 0941 UT, so seemingly real
operation starts at 1000 UT on their English sce.

For the past week NoKorea has not bothered to use the strong white noise
jamming; instead has daily had the much weaker Shiokaze type jamming
(pulsating noise). As today was Friday, the English and Chinese language
lesson (which I call  "H?o H?o English") was a review of this weeks
lessons; "How are you feeling?", "Can I go to the doctor?", "I need a
place to hide," "Can I take a quick nap," with fair reception.

As long as the DPRK only uses the pulsating noise jamming (a la Shiokaze),
reception of VOF will be fine. Unlike 6015 kHz (KBS Hanminjok Bangsong 1),
which continues to have the normal strong non-stop white noise jamming.

On June 19 rather on even 15120 kHz around 0910 UT news in English about
Nigerian church, some string instrument jingle. S=9+20dB -54dBm here in
Europe, seemingly at 007deg azimuth outlet. There appears to be a txer
fault here with a loud high-pitched whistle tone accompanying the audio in
their 15120 kHz service.

Article 1
The Federal Law of June 3, 2011 ? 107-FZ "On the Calculation of Time"
(Collected Legislation of the Russian Federation, 2011, ? 23, p. 3247)
as follows:

1) Paragraph 2 of Article 11 shall read as follows:
"time zone - part of the territory of the Russian Federation, on which a
single time established by this federal law";

2) Edit Article 4 part 5 as follows:
"5. Daylight Savings Time is not implemented.";

3) Article 5:
Part 1 shall read as follows: "On the territory of the Russian Federation
established time zones whose boundaries are formed based on the borders of
the Russian Federation, the territories forming each time zone, and the
manner of time in time zones.";

Part 2 deemed null and void;

Part 3 shall read as follows:
"3. Moscow time is the starting time when calculating local time in time
zones. Moscow time corresponds to the time zone in the third national time
scale of the Russian Federation UTC (SU) +3. Numerical values ??of the
local time in different time zones differ by an integer number of hours.
Local while in the Russian Federation the same time zone equally. Scores
minutes and seconds in all time zones of the same.

In cooperation with the local partner Techway Engineering Ltd, Ampegon
will manufacture, install and commission a total of ten 300 kW DRM
shortwave transmitters and twelve rigid dipole broadcast antennas
HR2/2/0.3 securing low and efficient maintenance works.

At the first site near Taipeh four transmitters and two antennas will be
installed, at the second site six transmitters and ten antennas. The new
infrastructure is partially on air since May 2013 with two most modern
transmitters and antennas and planned to be completed in several steps
until autumn 2014.

"A" and "C" are no longer in use by the IBB.

Currently Greenville broadcasts using 5 different transmitters. Any of the
transmitters can be routed to any of the antennas through a massive switch
matrix covering about 12,000 square feet. The matrix is designed to handle
as many as 11 transmitter inputs with 39 antenna outputs. One transmission
line feeds two adjacent antennas via a remotely operated switch.

Using GE and Bing, I've examined the 2700 acre antenna field. I count 40
separate shortwave antennas; 20 rhombics, 16 curtains, 2 log periodics,
one tuned dipole with a tuned reflector and one dipole without a
reflector. Eighteen different azimuths are covered. One terminated rhombic
apparently is reversible. Most of the antennas were part of the original
construction in the early '60s. However at least two TCI curtain antennas
were added later. The dipole with reflector may have been added because it

The two TCI AHR(S) 4/6/0.5 curtain antennas have a primary azimuth of 160
degrees, roughly crossing South America along a Caracas-Montevideo line.
In addition, the TCIs can be slewed plus or minus 12 or 24 degrees
horizontally with three different angles of fire so that near, medium or
distant targets can be selected. For example, Radio Marti selects 172 and
184 degree azimuths for many of their transmissions to Cuba. Marti also
uses rhombics at 183 and 205 degrees.

Since the end of the Cold War, broadcasts to Europe from Greenville have
been eliminated except for a few Radiogram transmissions using a 45 degree
curtain. Radiogram is also broadcast to North America using the bi-
directional folded dipole. In addition, there are several broadcasts to
Africa using a curtain at 91 degrees and a couple of rhombics at

observed at Nara-JPN remote SDR unit at S=9+15dB or -60dBm. Jammed by
North Korean govt white noise scratchy jamming signal, broadband covered
15613 to 15648 kHz wide.
