Tonight 2130 UT June 21, here in southern Germany

5875 S=9+40 -32dBm powerhouse from Woofferton England,
5985 S=9+5  -67dBm as usual rather bad signal here in Europe,
                   usual from Al Dhabbaya UAE sidelobe to Europe only.
7350 S=9+25 -50dBm well signal,
                   not bad more than fair signal from Ascension Isl.

7350  British Antarctic Survey special "Midwinter's Day" program via BBC
Ascension Isl, 2130-2200 UT on June 21, fairly decent signal but with
flutter, much better than on the fqy tests the previous day. Many recorded
messages, e-mails read, greetings from various people, brief bits of
music, ID 2143 UT as "This is the midwinter broadcast of the British
Antarctic Survey bases coming to you from the BBC World Service in
London."

They certainly packed a ton of messages into the half hour, including one
from "Major Tim" on the Intl. Space Station. Closed with "What A Wonderful
World." No sign of // fqys 5875 and 5985 kHz.

BBC winter solstice broadcast to British Antarctic

I don't have anything new to report about this so far. I sent the PR
fellow in the Survey a very detailed message around 10 days ago, e.g. with
samples of QSLs as attachments, and with plenty of email addresses for DX
clubs that could spread the word if he gave them a word to spread, but he
didn't reply. I thought that was rather odd.

I had the impression too when I talked to him that he wasn't fully tuned
in to what this was all about, and that it might take quite an effort to
tune him in. Well, let's hope for a last-minute miracle.

Last year they ran a test a week earlier on 5 frequencies. The broadcast
on June 21 was on 3 of those frequencies. I'm guessing they will do the
same this year: test a week before. I have an inquiry out to get the
schedule, but I suspect it's a bit early for them to have it worked out.

BBC Antarctic Mid-Winter broadcast 21 June 2014.

BBCWS have confirmed the annual mid-winter broadcast to British Antarctic
Survey bases in Antarctica is taking place on Saturday, but that shortwave
frequencies are yet to be confirmed according to this email received this
morning (18 June):

"Dear Mr Pennington
Thank you for your email with regrets for a slightly belated reply. The
BBC Mid Winter Antarctica broadcast will go ahead this year as previously.
The date of the broadcast is 21 June 2014 at 2130 UT.

However, we have still not determined the frequencies of the broadcast.
We'll let you know what they are as they are.
I regret not being in a position to give you 'complete' details...

BBCWS "Antarctic Midwinter Broadcast".

Am Samstag, den 21. Juni 2014, uebertraegt der BBC World Service von 2130
bis 2200 UT sein diesjaehriges "Antarctic Midwinter Broadcast" auf 5875
kHz (Woofferton, UK), 5985 kHz (Dhabayya, VAE), 7350 kHz (Ascension Isl.)
und/oder 9890 kHz (Woofferton, UK).

Das Programm, das nur einmal im Jahr zur Mittsommerwende am 21. Juni
ausgestrahlt wird, beinhaltet vor allem Grussbotschaften von Angehoerigen
an die Ueberwinterungsteams der britischen Forschungsstationen in der
Antarktis.

Im vergangenen Jahr hatte die Sendung offiziell ein 41-koepfiges
Zielpublikum, das sich auf die Forschungsstationen des British Antarctic
Survey (BAS) auf Suedgeorgien, Bird Island, der Antarktischen Halbinsel
sowie dem Brunt-Schelfeis verteilte.

Laut Dan Ferguson, K4VOA (Kurzwellenhoerer-Liste "DXplorer") werden von
den genannten Frequenzen nur die drei mit der im Zielgebiet besten
Empfangsqualitaet zum Einsatz kommen.

AUSTRALIA/ROMANIA   15399.973  HCJB Kununurra via Australia at 1057 UT
June 17. Heard with English and Chinese religious program (M speaking in
English repeated in Chinese by another M) over R. Romania Int. which was
on 15400 kHz. You could plainly hear the 27 Hz het created by the two.
Romania was ending their French program, went off the air, and came back
on weaker with apparent English program.

AZERBAIJAN  [Nagorno-Karabakh]  11760-11761  I received e-mail from
Mikhail Timofeyev: Ivo, I have one question: one unidentified ME/SoAS
station is on 11760 kHz with awful modulation/audio during the evenings at
1700-2000 UT at least, and at other time, maybe even 24 hours. Their
transmitter is faulty and their wide signal is between 11750 and 11770
kHz. Do you have any info about it?

Looks like as Radio Karabakh on 9677 kHz, or faulty Egyptian tx, etc.

my rx side today June 22:

Center frequency is approx. 11760-11761 kHz, but broadband scratch-spikes
on 11748 - 11772 kHz on the Perseus Screen visible, today June 22 at
1640 UT.

11761  Not bad FM mode audio tonight, here my receiving figures on Perseus
set.

Tuner set to 11758 kHz lower flank, (though center Ictimai Radio QRG is
still 11761 kHz) FM mode, mostly Turkish style music of female singer,
selected 50 kHz bandwidth, latter narrowed by mouse click to 26 kHz
bandwidth, on 11748 to 11764 kHz wide space portion, cut/deleted Zanzibar
Tanzania 11727-11743 kHz space, as well as 11765 kHz RTA Issoudun Arabic
too.

Gestern hatte Mikhail Timofeyew in St.P. schon nach dieser kratzigen
Audiomodesendung bei 11750 ... 11770 kHz gefragt.

Ist das diese unsaegliche Audio Station von 9677 kHz technisch aus
Nagorno-Karabakh. Ist die nicht eher Armenisch National und Nicht-Azeri
ausgerichtet?

Ja, aber das jetzt ist wohl der oeffentlich-rechtliche / staatliche / (?)
Sender aus Aserbaidschan, der vor einigen Monaten auch schon nahe der 9677
kHz gesichtet wurde, vielleicht die Antwort auf die Voice of Justice.

Geloggt in A-DX m.W. erstmals am 1.9.2013 von Patrick, spaeter im
September dann noch zweimal.

Offenbar gibts gerade leider keinen Livestream von diesem Sender.

Niel Wolfish passes along that Steve Canney (The CFRX QSL Guy) posted the
following on FaceBook recently:

"I made a visit to the CFRB site yesterday. Much to my surprise, one of
the engineers arrived to do his regular transmitter site maintenance
visit, so we had a chance to talk about things regarding the AM and SW
side, which is not easy to do when trying to communicate via texting or
making short phone calls. On the AM side, a new digital transmitter made
by Nautel will be ordered to replace the very old Continental Transmitter,
which has been there forever. There are no plans to venture into HD Radio
at all.

The CFRX transmitter still lies on its side, waiting for surgery, but not
sure what's going on there. Its repair hasn't been on anyone's radar with
the recent move to their studios on Queen St. in Toronto. Seeing it'll be
the engineers who will be the people behind any movement to repair it, not
management, I've suggested to anyone wanting to send letters of support,
to send them at the technical people.

"The chief engineer is a long time amateur and would love to get more
involved with the repairs but time to focus on this specific problem isn't
there. The plan is to send the CFRX transmitter to the Canadian
distributor in Peterborough to have them repair it, but that hasn't
happened yet. Bell Media could easily buy a whole new transmitter but they
don't show any interest in the sw side at all so its up to 'creative
engineers' to do it on the side when time permits."

Is there ANYTHING in Canada that is not owned by either Bell Media or
Rogers? I think the media consolidation is even worse there than in the
States as bad as it is here! kvz

CZECH REPUBLIC   MW Test on 981 kHz.
A test broadcast is now (June 27, 1100 UT) on the air on MW 981 kHz from
Libeznice (north edge of Prague, CZE) using Radio Impuls-FM modulation. A
new station Radio Impuls-AM is planned for this frequency. The signal is
aired from the same antenna as Radio Dechovka on 1233 kHz.

GERMANY   7310  Radio 700 Kall, Germany.
Who are the guys running the German station on 7310 kHz? They have been
covered on the lower sideband today by what sounds like a digital STANAG
transmission. They are *only* audible using the USB - and still with some
digital noise. Can you hear the noise at your location ???

re 7310 , yes there is a digital UNKNOWN signal. Signal comes somewhere
from Scandinavia ...

I'll contact the Radio 700 manager immediately. But, those hands are tied
and they are not free in their decisions. German Telecomm FNA Federal
Network Agency and ITU need new frequency registration regulation, in
order to change immediate frequency channel. Hopefully to be changed to
another channel in 41 mb next week.

DXing by sea side in Alexandria, northern Egypt, I noticed Radio Free Iraq
on 17690 kHz around 0630 UT with reports about the current situation in
Iraq from their reporters in Amman, Jordan and Sweden followed by ID and
an Iraqi song, then giving FM frequencies in Iraq.

Europe. They put the wrong feed circuit at Lampertheim.

LAM and KWT on air on 17690 kHz,

17690  Always R Azadi (R Free AFG) program this June 24 morning.

At 05.00:12 UT TX Iranawila Sri Lanka switched off, but no real move to
Lampertheim Germany site, latter was not ready on air. Late 05.01:25 UT
LAM tx came on air, with empty carrier only. Bad switch over procedure
from Iranawila to Lampertheim site, as well as R Azadi in Dari audio came
real on air late at 05.02:49 UT.

So, at 0503 UT Radio Azadi Dari on both 17670KWT and 17690LAM channels on
scheduled service.

No Radio Free Iraq program heard so far this June 24 morning, an June 25
too:
June 25: 0555 UT RL R Azadi (R Free AFG) program in Pashto on both
17670 kHz Iranawila Sri Lanka and 17690 kHz Lampertheim Germany, same
at 0611 UT.

I reported 15550 as tentative since while some websites list this as
Talata others say Dhabbaya at 0400 & 0430 UT. I felt it was Talata since
it was strong when logged in April and still is strong at that time, which
is typical of Talata broadcasts to the Horn-of-Africa as well as some
other areas. On the other hand, Dhabbaya is in my dead (almost)
zone-probably because of my antenna orientation. Regardless of the beam I
rarely hear Dhabbaya, and when it is audible, signal strength is usually
very poor.

PNG   7324.96  Wantok R Light (tent) hrd June 22 from Perseus site in
Edmonton AB from 0906 UT tune with what sounded like news. High static
level and rapid fades made readability difficult, but a solid S3 signal,
not typical of a 1 KW xmtr. Did not seem like usual religious pgming, but
instead had inst music from 0913.5 to 0917 UT, man ann to 0918 UT, then
vocals to 0933 UT. Man ann 0933-34 and then another man ann at 0934 UT. At
0936 UT sounded like a passionate sermon by man in an ethnic language (or
at least not English) - this ran past 1000 UT. No sign of CRI on this freq
at nominal *1000 UT.

Checking with Perseus sites in Brisbane and Tokyo seemed to confirm Wantok
R Light, although signal was easily best from Edmonton. Pgming not unlike
typical PNG pgming from NBC stations. If this was WRL, have not hrd this
station for several months.

RUSSIA [Bashkortostan]  Former KGB station fit for digital television and
radio broadcasting.

FGUP "Russian Television and Radio Broadcasting Network" ("RTRS") begin to
deploy in Bashkiria digital broadcasting infrastructure. Thus, near
station "Altai" in the woods behind the Ufa State Circus, "RTRS" build
mini telecentre for the formation of so-called "multiplex" - digital
package set of radio and television stations.

By the end of summer in the forest park on the street will Zaorge building
hardware, pre-its construction is estimated at 8.6 million rubles. The
building will be built on the border RTPTS "Altai" - one of two former KGB
radio BASSR engaged "Jamming" the content of Western radio stations in the
Soviet era. In the 80s "Altai" used for network deployment of the first
Soviet mobile, now the station is busy broadcasting fm-commercial
stations. However, technical premises radio station still filled complexes
to create interference "VYAZ".

Deployment of digital broadcasting in Bashkortostan was divided into five
stages contingent. But the last four years, plans have been adjusted for
network components: network eventually dropped from 295 to 216
broadcasting stations.

For example, according to the original plans 150-meter antenna mast had to
build in Ufa, in the village and Belebey Starogusevo Bakalinski district.
But after adjustment, 150-meter tall structure were only Belebey and Ufa.
In other settlements Bashkiria height masts will not exceed 50-60 meters.
Most powerful transmitters 2 kW install in Ufa Starogusevo, Novonagaevo,
Naumovka and Buraeva.

Before starting full broadcast "RTRS", in June and October, the poll of
viewers and listeners about their knowledge in the digital broadcasting
standard and ready to move to the new signal as well as the saturation of
households digital set-top boxes "and their readiness to purchase."

Previous five years RTRS tried to negotiate with the "Bashinformsvyaz"
sharing communications infrastructure remaining from the Soviet times, but
did not find understanding enterprise.

During one of the turns of forensic legal war perished station RV-1
Comintern, Bashkir signalers demolished it, and the land under it later
began to explore the construction of housing and water park "Planet".

In January 2012 ode "RTRS" launched an advertising campaign of the federal
target program "Development of Broadcasting in Russia in 2009-2015."

On central TV channels spinning rollers, where the famous TV presenters
explain the benefits of digital TV and radio. However, in the final frame,
the map of the country, representing the territory of the federal program
of action, instead of Bashkiria was whitened outline. Those advertisements
and posted on Youtube, also decorated with a map on which the republic
against the background of the entire country, highlighted by a white spot.
Many people pay attention to it and wondered whether the republic is not
disabled from digital television programs and radio. Later RTRS explained
white spot on the site of the republic "brain pre-installation version of
the roller."

Unfortunate news from the Voice of America: Congress has approved major
cuts to US international broadcasting over shortwave. Thanks to Dan
Robinson for sharing this significant news. Dan writes:

This news emerging from VOA late Friday:
VOA to end shortwave broadcasts in English and several language services
Monday.

Received this late Friday afternoon: "FAREWELL TO SHORTWAVE.

We were informed late Friday that BBG's proposed shortwave cuts for FY2014
have been approved by Congress. As of the end of the day on Monday, June
30th, all shortwave frequencies for English News programs to Asia will be
eliminated. We will no longer be heard via shortwave in the morning (12-16
UT), and the evening (22-02 UT) ... mostly in Asia.

Shortwave frequencies for the following services will also be eliminated:

Azerbaijani, Bangla, English (Learning), Khmer, Kurdish, Lao and Uzbek.

Shortwave being used by services at RFE/RL and RFA are also being cut.
Because shortwave has been a cheap and effective way to receive
communications in countries with poor infrastructure or repressive
regimes, it was a good way to deliver information. But broadcasting via
shortwave is expensive, and its use by listeners has been on the decline
for years. At the BBG, the cost vs. impact equation no longer favors
broadcasts via this medium to most of the world.

Important for us is that we will continue to be heard on shortwave
frequencies during those hours we broadcast to Africa. Also, we know
through our listener surveys that about half of our audience in Asia and
the rest of the world listens to us via the web and podcast - so all is
not lost.

Let's break the news about this change to our audiences starting Sunday
night. I doubt specific frequencies are critical to announce. The
important point to make for our listeners is that we encourage their
continued listening through local affiliates, and on the web at

Bureaucrats gave listeners little time to learn about shortwave cuts by
VOA, RFA, and RFE/RL.

BBG Watch Commentary

Executives in charge of the International Broadcasting Bureau (IBB), which
operates radio transmissions for the Broadcasting Board of Governors
(BBG), have once again shown their contempt for loyal radio listeners of
many years, as well as for Voice of America (VOA), Radio Free Asia (RFA),
and Radio Free Europe / Radio Liberty (RFE/RL) journalists and
broadcasters who prepare shortwave radio broadcasts, which IBB just
announced it wants to terminate at the end of the day on June 30, 2014 in
a massive and in most cases complete cut affecting many countries without
free media:

Belarus, Caucasus, Iran, Tajikistan, Turkmenistan, Uzbekistan, Azerbaijan,
Iraq (Kurdish), Cambodia, Laos, and Vietnam.

At the very least, BBG members should intervene and tell IBB executives
that they cannot give radio listeners only a day or two to adjust to such
a major change. They should also demand that IBB executives show a little
more respect for managers and journalists at VOA, RFA, and RFE/RL.

All shortwave frequencies will also be eliminated for Voice of America
English radio broadcasts to Asia, VOA English teaching programs, and VOA
programs to Bangladesh.

VOA, RFA, and RFE/RL shortwave radio listeners do not yet know about these
cuts, and neither did managers and broadcasters at these media outlets
until they received an email from IBB late Thursday night.

This is a new low in contempt being shown by IBB executives for these
media outlets and their managers and journalists. While these shortwave
cuts were being discussed earlier, the sudden announcement from IBB that
they will take effect in two days was a complete shock, sources told BBG
Watch.

But this sudden IBB internal announcement shows ultimate contempt for
loyal listeners of many years to shortwave radio broadcasts from VOA, RFA,
and RFE/RL.

Thanks to IBB executives who surprised everyone with their decision,
international audiences will now have at best only a day or two to learn
about these massive terminations of radio broadcasts.

IBB's senior bureaucrats have no respect for anyone: VOA, RFA, and RFE/RL
as institutions, their managers and their journalists, and least of all
for international radio audiences.

How can you tell someone with only two days notice that they will have to
find other ways of getting news or, in the case of broadcasters, adjust to
producing programs for new platforms?

These IBB actions, however, do confirm the boundless arrogance of IBB's
senior management.
