AUSTRALIA This year as our 50th birthday, be some planning announced
soon, Radio Australia have closed Brandon, and Shepparton is close to
being shut, so get onto your local federal member and if he is
Lib/Nationals let him have a gob full. If he is Labor, tell him to stop
the cuts. You watch, we have a crisis overseas especially in the Pacific,
there will be issues re communication/news.
(Johno Wright-NSW-AUS, Jan/Feb ADXNews via dxld Febr 4)

Radio Australia closed down Brandon the 10 kW transmitters and pulled the
schedule back at Shepparton, a stupid and dumb position. So if you have
the internet write to these two clowns. Here is a response:

"Dear John, Thank you for writing to me so candidly.

The Department of Foreign Affairs and Trade will terminate the Australia
Network contract with the ABC as part of measures announced in the 2014-15
Budget.

Terminating the Australia Network contract will deliver savings to the
Government of up to $76.6 million over four years, with further savings
over the duration of the contract.

The Department of Foreign Affairs and Trade has written to the ABC to
provide formal notice of termination and for the ABC to bring steps to
wind up the service within the provisions of the funding agreement.

My expectation is that the ABC will make more of its programming available
on the Internet, without a geoblock, so that it is available globally.
This is a much lower cost solution. As you're aware, ABC Classic FM is
discontinuing its program Sunday Live in 2015. This free one-hour public
concert was staged around Australia, mainly in ABC venues. There were
usually 8 Sunday Live concerts per year from the Eugene Goossens Hall.

This is not a cost-cutting measure. Instead, ABC Classic FM is redirecting
its resources to other concert timeslots, including the new 'Sunday
Recital' at 5 pm on Sundays. This timeslot will feature chamber music
concerts and recitals from leading and emerging ensembles and musicians
from around Australia.

There is a temptation for management to blame the Government for some of
these programme changes. That would be cowardly.

The Government cannot direct the ABC what to do with their funding, but as
ABC and SBS management know very well, following the completion of this
Efficiency Study, in which their finance executives assisted, there is
more than ample capacity for the national broadcasters to achieve
substantial savings without impacting on programming.

Suggestions that popular programmes or services are at risk because of
Budget savings are not credible.

If the ABC want to make programming decisions to adjust to viewing and
listening trends, respond to the changing media cycle, ensure it is not
(in its view) over-servicing its audience in a particular genre, or shift
its resources to target online and mobile content; that is its choice. But
they are decisions for the management and board of the ABC, not the
government.

I encourage you to read my speech on the future of public broadcasters
which can be found here:

<http://www.malcolmturnbull.com.au/media/the-future-ofour-public-broadcasters>

I get a lot of emails and letters about the ABC and so we have set out
some frequently asked questions (FAQs) and our answers to them:

<http://www.malcolmturnbull.com.au/media/faqs-on-the-abcand-sbs>
Yours sincerely, Malcolm Turnbull"

This Mark Scott running the ABC also is a clown; his response is in tune
with Turnbull. I am not wasting resources printing almost the same word
for word response. Try
<mark.scott -at- abc.net.au>
Disgraceful! Absolutely give it to these 2 clowns! Cheers

Asia is to lose another major shortwave broadcaster this Sunday as Radio
Australia ceases 75 years in the region, but the service to the Pacific
will continue. So is there still a place for shortwave broadcasting in a
world now dominated by television, FM and digital radio, the internet and
satellite transmission? Liam Fox asked Peter Marks whether he thinks this
20th century technology belongs in the modern media world.

AUSTRALIA Radio Australia FADING AWAY.

Another "once mighty" shortwave institution is now a shadow of its former
self. As many MEDXR readers are already aware, during the middle of this
month RA pulled the plug on its overseas relay sites of Dhabbaya,
Singapore and Palau, while Brandon QLD will be gone by the end of the
month.

The station will only be transmitting only in English, Tok Pisin and
French to the Pacific. The following schedule begins on Feb 1, all from
the Shepparton site:

0900-2100 UT - 9580, 12065 and 12085 kHz - to Pacific Islands and PNG.
 9580 0900-2100 56,60N,62 SHP 100kW 70deg
12065 0900-2100 45,51,64 SHP 100 355
12085 0900-2100 51E,55E,56,60 SHP 100 30

This will be all English except for Tok Pisin 0630-0700 (weekdays only)
and French 0800-0805 (weekdays only).

2100-0900 UT - 15240, 15415, and 17840 kHz - to Pacific Islands and PNG.

Feel like complaining about this situation? Hoping that by complaining
there will be some miraculous reinstatement of RA services like there was
with Spain? I think probably not. This current government is intent on
pulling apart the ABC at all levels. Of course, you could send your views
and concerns to the ABC. But I'd also recommend copying your letters and
emails to the Federal Government's Department of Foreign Affairs and the
Department of Communications. Good luck!!!

5910+, on Feb 9 at 0414 UT, HJDH on with music, poor signal, slightly on
the hi side. Didn't stay for ID, whether Conciencia and/or Alcaravan this
time. It's missing a lot, or when on, at the 'wrong' hours making a LAH
with major stations, such as at 0432 UT, when NHK in Russian eastward via
Sitkunai LITHUANIA at 0430-0500 UT is nevertheless more than a match for
HJDH; much worse is ROMANIA at 01-03 UT in Romanian to North America. Also
0641-0659 UT Mon-Fri, TWR Polish via AUSTRIA. Otherwise clear all night
except for VOA Radiogram Saturdays at 0930-1000 UT from Greenville. But
you never know when the Puerto Lleras transmitters will be on or off.

6010, on Feb 9 at 0414 UT, the other HJDH which IDs only as La Voz de tu
Conciencia, with non // music and Spanish preaching, similar signal level,
and at 0432 UT continuing with no CCI, not even a het tho this one is also
slightly on the hi side. Both listed as 5 kW in WRTH 2015.

BBC news release this morning.
BBC - BBC World Service English to end medium wave radio services to
Eastern Mediterranean on 1323 kHz in April - Media centre
<http://www.bbc.co.uk/mediacentre/statements/mw-eastern-med>

The BBC announced today that the English language radio service in the
Eastern Mediterranean - including Israel, much of Lebanon, Cyprus and
southern Turkey - will end on 25 April 2015.
(Mike Barraclough-UK, BrDXC-UK ng Febr 3)

The BBC announced today that the English language radio service in the
Eastern Mediterranean - including Israel, much of Lebanon, Cyprus and
southern Turkey - will end on 25 April 2015. Director of BBC World
Service, Fran Unsworth, says:

"Our English language service will still be available via satellite and on
the internet - which is increasingly how our audiences tune in. However,
we cannot identify a financially viable method by which to continue the
medium wave radio service. It is for this reason that we have decided to
end these transmissions."

Audiences in the region will be able to listen to BBC World Service
English 24 hours day through the direct-to-home satellite service on
Eutelsat 13 (13deg East, 11,117 MHz Vertical) or through the internet at
BBCWorldservice.com PR.

[Cf CYRPUS, BBC closing MW 1323 kHz] I'd like to comment on this news.
Well, I don't know why they withdraw from AM broadcasting. I can speculate
about the real reasons. I think - especially with the BBC - a concept is
emerged which says that public broadcasting is expensive and they need
cost-reduction and killing the old-fashioned, outdated things. They
thought that they can refresh the content with new management arriving
from the private sector.

For example, in Hungary they implanted high-paid employees (always bosses)
from the national oil company called MOL. But, the new management
understood nothing about the nature of public sector/service, they wanted
to compete with someone. They didn't understand that competition is not
the key but another principle:

Every client has to get the same level of service despite the client's
financial abilities or how much a client is willing to pay. I hope I don't
need to mention that if a client pays more for the same amount of public
service than another, that' is corruption in the public sector.

As a former legal worker I couldn't make these shit people understand this
simple thing. These leaders earn more than anyone else in the public
sector employees. And, when they bankrupt the organisation they will get a
very-very high remuneration for banktrupting that public sector
organisation. That's taking place here in Hungary and I see that's
happening with the BBC too.

But, the level of freedom of expression is bigger in the U.K.; that's why
these bosses cannot rule the organisation completely while they can do it
in Hungary. The problem is that those new bosses bring in their former
employee while pushing out old, "outdated" people. They don't understand
how they destroy the service itself.

I think this is the same with AM. Most bosses have never heard of longwave
or mediumwave; they cannot say what their role is in the field of
communication. That's why everything is outdated according to them. They
claim they will build not only the 21st but 22nd century communication
system.

You will see the real destruction after they leave the organisation. In my
opinion western powers will lose the battle in the Middle East because
they are unwilling to maintain their presence. I don't know any better-
known British brand than the BBC itself.

These "managers" even have no idea that nobody listens to radio over
satellite. On satellite DX forums I hardly can read anyone who is hearing
radio over satellite. Everyone sees television. Most people don't even
know if radio is available on satellites. Ordinary people will not listen
BBC radio on satellite. 73s and good dx to you,
(Tibor Gaal-HNG, dxld Febr 4)

Re Myanmar Radio. After my Feb 4 reception of their new frequency on
7200.00 kHz, was unable to hear them on either 7200.00, 7185.76 nor
7200.09 kHz for 3 to 4 days.

Feb 9 with *1401 UT, on 7200.00 kHz, but checked at 1415 UT to find they
switched to the old transmitter on 7200.09 kHz, which had muffled audio
and weaker signal.

Clearly the older off frequency transmitter is not as good as the newer
exact frequency one!

Feb 10, on 7200.09 kHz at 1500* UT. Seems they cannot make up their mind
as to which frequency to use or which transmitter.

SOMALIA [SOMALILAND] Hello Kouji, We have missed your reports since
this was the last one received, November 15, 2014. Hope you are well. It
seems the "other" Hargeisa disappeared about the same time. Your almost
daily logs of their 7120 kHz sign-off were valuable. What was the final
date you heard them? Best wishes,
(Glenn Hauser-Ok-USA to Kouji Hashimoto-JPN, via dxld Febr 4)

I'm absent from Logging report contribution. When it becomes spring,
contribution is resumed. A radio is heard every day. Last reception of my
7120 kHz R. Hargeisa is, 2014 Nov. 10 1850-1900* UT. After that I do not
know, no check.
(Kouji Hashimoto-JPN, dxld Jan 31)

7120 Radio Hargeisa (presumed), on Feb 10, finally heard again after many
months silent; 1536-1550 UT; sounded right to be in Somali, but no ID
heard, speeches and HOA music; poor-fair. Think I would have had better
reception if I had tuned in earlier. Very nice to hear this one again!

Feb 11, noted open carrier at 0326 UT on Febr 11; at 0330 UT start of the
Somaliland National Anthem
(studio quality audio at <https://www.youtube.com/watch?v=h-TpZfuxnng>
followed by reciting from the Qur'an; weak signal.
(Ron Howard-CA-USA, dxld Febr 11)

7120, on Feb 11 at 0327 UT, R. Hargeisa reactivated!! Open carrier, fair
signal, 0330 UT music, 0331 UT Qur'an, 0333 UT announcement and talk in
presumed Somali. CW and SSB QRM, plus intermittent carrier jamming
presumably by ham. Good to hear it again.

I periodically have checked for Hargeisa around sign-on but not reported
negative results. Kouji Hashimoto in Japan used to log its slightly
variable closing time around 1900 UT every night, and says he last heard
it Nov 10.

Ron Howard first reported 7120 kHz back this morning, Feb 10 at 1536-1550
UT by long path to California; Wolfgang Bueschel reports the IARU
intruder-watchers in Europe have jumped right on it. Pity during its
hiatus, Radio Hargeisa did not redesign itself not to intrude, on some
other frequency. Now to see if I can detect a carrier by LP before its

My last log of N'Djamena:

Besser waer's einer von der ITU kommt dort vorbei, und erklaert ihnen die
Frequenzzuteilungen fuer Broadcast bands.
(Georg Lechner-AUT OE1GLW, A-DX Febr 10)

Ja in der 3. Welt funktionieren ITU Regeln nicht immer. Da gab es die
eigentlich vorgesehene Frequenz 7530 kHz fuer Hargeisa.

<http://www.itu.int/online/mm/scripts/mm.list?_search=1&_map=n&_search_countryid=215&_country=Somalia%20%28Federal%20Republic%20of%29&_itu>

Damit sind auch jegliche Abkommen im Radiocommuncationsbereich fuer dieses
Land eher nicht bindend.

Auch in diesem Dokument gibt es keinen Hinweis darauf, dass Somalia den
WRC03 wo AFAIK die AFU Band Erweiterung {fuer die IARU Region-1}
durchgewunken wurde:

Radio Exterior de Spain (REE) improve the quality of broadcast frequencies
shortwave, after complaints it has received from users. 06 Febr 2015

So it has transmitted to responsible managers of RNE Platform in Defense
of the shortwave, as reported by the Federation of Journalists (FAPE),
part of this entity. After studying the reports sent by ships at sea and
listeners around the world, the direction of RNE and REE have agreed to
split the frequencies on weekends, because information both land and sea
indicate that reception quality is not stable during the eight hours that
lasts the issue. In this way, he will use two frequencies so that you can
listen to eight hours.

Public radio reported that the change will be as fast as possible,
probably from this past weekend. Regarding emissions from Monday to Friday
it has agreed to adjust the frequencies, uploading them in most cases, to
ensure the stability of the reception throughout the four hours of
broadcasting. This change will take place on March 28, coinciding with the
change of scheme emissions from all international radios regulated by the
High Frequency cordination Corporation, the agency responsible for
coordinating international radio frequencies.

Platform representatives expressed their satisfaction that requests REE
listeners via shortwave to see made in the near future, considering that
is his only connection to Spain, and have expressed their intention to
continue working with RNE and REE, to ensure quality public service that
affects thousands of aid workers, sailors, sailors, soldiers, teachers and
Spanish which they operate outside the Spanish territory.

was going to "optimize" its frequency usage, but not until A-15. They
wanted REE back on 15, 17 and 21 MHz bands, and so do we.

TAJIKISTAN [to CAMBODIA] 17860 Voice of Khmer M'Chas Srok, Dushanbe,
17860 - received this in April 2014 so a bit dated but have put it in
because WRTH 2015 doesn't have its contact details. Report sent to
<khmer.mchas.srok -at- gmail.com>
but confirmation reply from v/s Hassan A. Kassem,
<kms.usa.representative -at- gmail.com>
in 23 days. Their address is 1050 Connecticut Avenue, NW, 10th Floor,
Washington DC 20026, USA, Tel: 202-772-3100.

Mr Kassem said 'the signal covers Cambodia, southern Vietnam, eastern
Thailand, southern Laos, south-east Burma and Malaysia. It's amazing what
today's technology can achieve.' Bit of a laugh when 'today's technology'
is being abandoned around the world. He had 'absolutely no idea where it
is broadcast from. 'We do this work with an American company and we
maintain our confidentiality with each other.'

UZBEKISTAN 7565 BBC Hindia sce from Tashkent Uzbekistan site,
