HONDURAS [SWAN ISLANDS] 6000 / 1160 Following the success of the Cuban
Revolution, anti-Castro programmes were broadcast from the USA, e.g. by
WRUL on shortwave.

In 1960 the CIA set up clandestine Radio Swan in an attempt to undermine
Fidel Castro and in support of the (failed) 'Bay of Pigs' invasion of Cuba
in April 1961.

Radio Swan purported to be a commercial station transmitting on medium
wave (1160, later 1165 kHz) and shortwave (6000 kHz) from tiny Swan Island
off the coast of Honduras, 300 miles south west of Cuba. Radio Swan used
the "Gibraltar Steamship Company" based in New York as a cover, though it
did not own any ships. After the failed Bay of Pigs invasion, the station
changed name to Radio Americas and broadcasts continued until May 1968.

Mike bought along his QSL of Radio Americas (above) for reception on
1/7/67. We also heard extracts from the article on Radio Swan in Gerry
Dexter's 1984 book, "Clandestine Confidential".
(R Swan report on pages 8/9 in BrDXC March 2015 "Communication" magazine)

About mistakes related to Radio Swan report on March 6, 2015 !

Dear amigo Wolfie,
The news that I copied above is not only incomplete, but also has a big
mistake.

David Atlee Phillips the mastermind behind the creation of Radio Swan was
so powerful that he was able to make a 50 kiloWatts transmitter that was
in Germany packed into two railway box cars to travel across the Atlantic,
so that it could be installed at the isolated Swan Island that at that
time was a possesion of the United States of America, as the dispute about
ownership/sovereingty with Honduras was not settled.

A Washington based radio broadcasting engineering consultant firm designed
the directional antenna system, and selected the 1160 kiloHertz clear
channel that was used by KSL of Salt Lake City, Utah, USA, whose owners
protested to the FCC on this subduction seizure. Only to be told, to keep
their big mouth shut, as this station was something of a US national
interest...

AND, another mistake, the Gibraltar Steamship Company that did not owned
even a rowboat was based at a building in Miami, Florida, not in New York.

Radio Swan had a studio in Miami, and another little studio right next to
the 50 kiloWatts AM transmitter. At one time the Miami program was sent on
a short wave frequency to Swan Island for later rebroadcasting !!! By the
way the actual creation of the transmitting facility was carried on by a
Seabees US Navy construction detail !

The directional antenna pattern was aimed exactly at the center of the
island of Cuba, so that at the Escambray Mountains where the invading
forces where supposed to develop the stronghold will had the strongest
signal delivered...

When the invading forces were defeated in 69 hours of fierce combats Radio
Swan was used as part of the J2506 Brigade communications, giving
instructions over the air, and "forgetting about its regular anti-Cuban
programming".

A very funny thing about Radio Swan was, that it carried fake radio
commercials of many American made products, obtained from legal stations
recordings so that it would sound on the air as yet another commercial
station. The Radio Swan's AM broadcast band directional array went down
during one of the hurricanes that regularly sweep the Caribbean.

Swan Island still has an airport that was used for operating the DC3/C47
aircraft that flew from Miami to Swan to transport the technicians and
support personnel that rotated operating shifts at Swan Island.

Now Swan Island is part of the territory of the Republic of Honduras
in Central America.

OK amigo !
After the Bay of Pigs defeat, the Radio Swan station changed its cover
dressing and was renamed Radio America "La Voz de la Verdad para todo el
Continente"

Then Gibraltar Steamship Company, the original cover dressing changed its
name to Vanguard Services Corporation ... until the US Congress one good
day decided to cancel the budget to that aggresive station too.

The twenty one megaHertz transmissions that originated at an undisclosed
site near Miami, had the purpose of sending programs to Swan where a small
team recorded them for broadcasting later.

Regular flights from South Florida to Swan Island dirt and grass landing
strip continued to take personnel and audio tapes with programs that were
not the day's news ... They used the old C-47 and also a smaller twin
engine aircraft, possibly a Aero Commander.

The six megahertz, YES, exactly 6.000.00 frequency was added later in the
short life span of the David Atlee Phillips operation ... They also
switched the American Army portable 50 kW transmitter to 1165 kiloHertz to
try to avoid the 1160 kiloHertz transmitter of the Cuban La Voz del INRA,
that was moved from 1150 to 1160 in the cat and mouse chase.

When the time came to choose a 49 meters band frequency... it was yours
truly in my capacity as Radio Habana Cuba chief technical
advisor/consultant who recommended that we go on the air on 6000.000, a
frequency that we keep using And no, I do not have the book mentioned by
Ben Dawson , but did read a book by Peter Wyden about the Bay of Pigs
history that mentions Radio Swan . It now seems that the more than half a
century story of clandestine, semiclandestine, pirate and broadcasts on
the AM medium wave band that violate the International Telecommunications
Agreements of which the USA is a signatory.

One really funny part of the story was that Coca Cola, Colgate toothpaste,
Palmolive beauty soap and Pan American World Airways were advertised by
Radio Swan something made possible by stealing the 16 inch aluminium audio
discs from several stations in order to make Swan sound like a "real
commercial station ". David Atlee Phillips who had lived in Cuba and was
part of the plot to overthrow President Arbenz in Guatemala ordered that
several well known and prestigious Cuban announcers that used to work at
CMQ Radio and TV received quite nice contracts to form part of the Radio
Swan staff to make possible that it sounded more near to Cuba...

MADAGASCAR/VATICAN STATE [to SUDAN] 15550, Feb 27 at 1523 UT, surprised
to hear no Radio Tamazuj, but the Sudanese tone jammer is already on,
messing with WJHR USB. No signal on 15400 kHz either, both of which had
been VATICAN STATE broadcasting Tamazuj without jamming at 1500-1530 UT;
another SMG transmitter is as usual on 15100 kHz with unreasonably big
signal relaying RVA in Filipino away from us, so it's hardly accidental or
a power problem that 15400 & 15550 kHz are missing. I hunt thru the entire
19m band and do not find them anywhere else.

13800, however, is still on at 1525 UT with R. Tamazuj, ID at 1529 UT
closing and 1530 UT into R. Dabanga, only fair signal. Then I go back to
15550 kHz and find that has now come on with Dabanga too vs WJHR and tone
jamming which got a head start. 13800 kHz is listed as MADAGASCAR at 1500-
1600 UT, but the second half of Dabanga at 1600-1630 UT scheduled to
switch back to Vatican State SMG, unchecked today. Latest HFCC of Feb 27
shows SMG still supposed to be on 15400 and 15550 kHz starting at 1500 UT
thru March 28.

15400 & 15550, March 1 at 1525, R. Tamazuj via VATICAN, no tone jamming
yet. 13800 via MADAGASCAR checked at 1527 is way out of synch with the
others and still so at 1554 during Dabanga; too weak to figure out how far
off, or which comes first. At 1554, there is a fast SAH open carrier
QRMing 13800, i.e. warmup for imminent site switch, then it's off. 1556:54
the MAD transmitter cuts off and there is nothing for about 5 seconds
until VAT comes up weaker, and now it's synchro with 15550. So the
changeover time of 1600 in Aoki, EiBi and HFCC are all incorrect instead
of 1557. There is tremendous pressure to round things off, which databases
need to confront and combat in the face of monitoring evidence, or even
standard operational procedures.

15400 & 15550 kHz, March 3 at 1459 UT, R. Tamazuj opening via VATICAN
STATE SMG site with VG signals, clear on 15400 kHz and vs WJHR on 15550
kHz, so SMG has successfully connected to programming today, unlike
yesterday, in this de-facto North American service. Let's hope some signal
is also getting into Sudan and South Sudan.

RUSSIA/UKRAINE Yesterday (March 8) took over the "radio newspaper word"
on 828 kHz from St. Petersburg. Reception quality is satisfactory,
sometimes signal "swam", but when back - it was legible. At 23.58 Minsk
time - clearly heard ID "You listen to radio newspaper - Word" at a
frequency of 828 kHz, which corresponds to a wavelength of 362 meters.
"Later, it was still one ID - on transfer "Four-hour musical concert by
popular demand Listeners".

The concert consisted of vintage 1950s songs "we're no stokers and no
carpenters" "Katyusha" and many others.

As an antenna - attached to the rear. The radio RG58 cable length of 88
meters, dating back to the FM-antenna on the roof of my home. Initially
thought I heard "Lighthouse Odessa" by 765 kHz (with analog scale side by
side). Earlier frequency 828 kHz I've taken in Minsk few times and very
long time. 765 kHz taken more often, but now they does not have to trace,
probably does not work.

RUSSIA In the Russian regions massively disable notification system for
emergencies. _automatic translation_

Over the last six months only in the Moscow region were closed five radio
centers - branches of the Russian Television and Radio Broadcasting
Network (RTRS). Once disappeared from the airwaves "Mayak", "Vesti FM" and
other radio stations broadcasting on medium wave, residents of suburbs
have lost not only your favorite shows, but single channel alert citizens
about the threat of onset emergencies.

18 million - to the wind.

The fact that the radio center near Noginsk on its last legs,
"Parliamentary newspaper" reported by employees of the company. More
precisely, the former employees. Since January this year, they moved to
the state of housing and communal settlement Radio Centre-#9 - engineers
with higher technical education patch the roof, clean manholes, clean
snow. Them how to explain the authorities, more fortunate, many fired at
all. But not only the bleak prospect of losing their job to get employees
to contact the newspaper. "There is a barbaric destruction of the
broadcasting system - convinced Alex (last name he asked not to be
identified). - Companies are closed, land offered for sale, expensive
equipment is written off. " And suffer from this most residents of the
provinces. After VHF waveband, which is now broadcast stations included in
the holding RTR, restricted Internet in many villages still do not have.

Together with other former employees of the center we go to the territory
of the Noginsk branch RTRS. Looking at the peeling building built in 1931,
it is difficult to believe that once the radio center was the main
enterprise. Sensitive sites guarded by the military, in terms of
infrastructure the village where they lived the family of employees, far
ahead of neighboring Noginsk. Now here there is desolation: leaking roofs,
half-empty unheated workshop. One of them is the newest German transmitter
TRAM-100, its price is eighteen million rubles. It was established in late
2012. This powerful device could provide broadcasting the same
"Lighthouse" on all of California. One not taken into account in the RTRS
- to go to the digital broadcast radio, you need a digital receiver.

It costs about three thousand rubles, you see, not every rural grandmother
afford. Although if there was a government program to support digital
broadcasting, reason my interlocutors, could be sold to low-income
citizens receivers at a discount. And even better - to start production of
cheap domestic. It would be only a desire - because digital TV HD format
evolves, and quite successfully.

To digital broadcasting is not ready.

By the way, the German radio can provide digital and analog broadcasting
to the entire Noginsk district. But it's like to use expensive computer
like a typewriter. Even in India now mass migration to the digital
standard. But RTRS went their separate ways. Last fall, the radio center
staff received a plan to optimize the network of powerful broadcasting.
Eight sheets of paper listing what needs to be done every Russian branch.
Most often in this document are repeated words taken out of service, write
off or dispose of equipment, prepare to sell a plot of land. But why then
purchased expensive equipment, radio engineers puzzled. After all, a year
ago the leadership promised that by 2015 planned transition to a new
broadcast standard.

But in January of this year 2014, Deputy Minister of Communications and
Mass Media Alexei Volin explained what had caused such a hasty
"optimization". "When we all figured out - said the deputy minister - came
to the conclusion that the Russian market is not ready for the transition
to digital broadcasting."

From colleagues working in other enterprises Moscow Regional Center RTRS,
Noginsk radio center staff heard that the ministry will now bet solely on
the development of the Internet. "My mom is a retired every day turns old"
climber "in the hope of catching the" Lighthouse "or" Radio Moscow ", -
says Alexei. - So far, I can not forgive, that I, with his hands cut off
these stations. " And there are pensioners, which the World Wide Web will
never replace your favorite radios, we have tens of thousands. In
addition, it is for medium wave, which was broadcasted on radio "Russia",
local authorities must notify residents about emergencies.

The fact that the radio - it's not only one of the media, and reminded the
Federation Council Speaker Valentina Matviyenko at a recent meeting of the
upper house. In connection with the shutdown of public broadcasting, said
Valentina Matvienko, the inhabitants of many remote settlements are in an
information vacuum. At the same meeting, the Minister of Civil Defence,
Emergencies and Disaster Relief Vladimir Puchkov has promised to give the
necessary instructions to remedy the situation.
Optimization is going on?

... According to columnist "Parliamentary newspaper" in the Russian
television and radio network in the Moscow region continued optimization
of the branches of the RTRS. "It is not we disable the broadcasters, and
they go away from us, - said the press service of the RTRS. - If customers
arrive on the proposal to transfer the system alerts the public about
emergencies to another frequency, we accomplished." Who in this case is
the customer, the employee did not elaborate. Obviously, the MOE. Former
employees of the radio center waiting for the order of dismissal and hope
that next summer will present no surprises in the form of peat fires or
floods. Noginsk and neighboring Elecrtostal have a sound warning system,
but since many of these towns "mailboxes" on the siren residents do not
pay attention. And other alarms wait nowhere.

How is the national system of television and radio warning.

At the state level to inform and alert the public about emergencies
carried out with the assistance of federal mass media. Responsible for the
organization of public notification, including emergency alerting the
public rests with the executive authorities of the Russian Federation,
local authorities and organizations operating potentially dangerous
objects, regardless of their form of ownership.

The most effective means of alerting the public about emergencies is a
television and radio.

Television can provide warning to the population from the television
signal in the image which can be transmitted to a running line (as was
done in the accident at the Sayano-Shushenskaya HPP). However, this method
is not always effective, because it requires concentration to read on the
TV screen. Therefore, a more effective method of this situation is the
voice announcement. This method of alerting the public about emergencies
obtained relatively low because all the receiving side are personal
televisions and radios. The population must be instructed in advance that
in case of such emergencies must use TV or radio.

Signal strength of the Ministry of Emergency Situations of the transmitter
at the input of the TV or FM receiver should be greater than the signal
strength of the received station is approximately two times. Thus there is
a substitution of the signal received program signal, which is transmitted
a message of emergency. On the receiving side, there are televisions and
radios population. Viewers and listeners get the message Ministry of
Emergency Situations when watching or listening.

USA 7505.35 approx., Feb 27 at 0157 UT, WRNO is on before nominal *0200
UT, as a program from Crossline church.com is concluding. VG signal and VG
modulation too! Now if they can only keep that up, and we'll try to
overlook being so far off-frequency. After 0214 UT when I am measuring the
frequency, YL DJ claims twice to be on "7.505" kHz. Hey, wouldn't it be
neat if once, just once, some off-frequency SW station announced its real
exact frequency?!
DHYB; ignorance is bliss (and deniable).

USA 9975 KVOH Off. - Hi, Glenn. Yes, we were off air last night. That
was an unplanned outage, which unfortunately occurs sometimes when you
have aging equipment. The problem has now been resolved (an inductor in
the audio chain had to be replaced), and we will be back on 9975 kHz
tonight, 0100-0400 UT. The episode of Shore Up Soccer that should have
gone out last night will be aired next weekend instead.

Tomorrow starts a new schedule, weekdays
1400-1900 UT on 17775 kHz in Spanish,
0000-0700 UT on 9975 kHz in English.
Weekends will be 0100-0700 UT on 9975 kHz in English.

The new schedule is now posted at the link you gave below. We do not plan
to make DST shifts in the future.
