BRAZIL 9645.3, Sept 30 at 0058 UT, no signal from R. Bandeirantes; nor
at 0138 when 9630v and 9665v kHz stations are confirmed. I logged it last
week, Sept 21 at 0545 UT with that quarter-hour timesignal, but Brazilians
on the radioescutas group have been concluding the station has quit SW for
good. We hope that's premature, as lots of stations break down for some
reason and come back; let's keep checking.

But this from Lenildo da Silva, No Mundo do Dexismo, via Daniel Wyllyans,
HCDX on Sept 26 [gh improved Google translation]:

"Apparently, Radio Bandeirantes of Sao Paulo (SP), ended its shortwave
transmissions, since it is no longer captured on 9645 and 6090 kHz;
transmission on 11925 kHz had been suppressed for several months.

Affected by a financial crisis, the Sao Paulo station began a wave of
layoffs in its workforce in August, not even sparing established names
from the sports department.

The obstructive cuts, which have reached other parts of the Bandeirantes
Group, seem to have come now to shortwave transmissions. We hope, however,
that the traditional broadcaster of journalism and sport, can overcome
this crisis and re-operate on shortwave soon"
(Glenn Hauser-OK-USA, dxld Sept 30)

BULGARIA According to the main SW entry for Bulgaria in WRTH 2015, there
are four 50 kW AM transmitters at Kostinbrod and two transmiitters used
for DRM run at 70 kW.

But elsewhere in the book, some transmissions from this location are
listed at 100 kW. What is the actual transmitter complement at Kostinbrod?
Perhaps Ivo Ivanov knows? Thanks.
(Richard Langley-CAN, dxld Sept 23)

Re: Question on Kostinbrod, Bulgaria, Transmitter Powers ?

2x100 kW (2x50 + 2x50 kW in parallel)

CHINA 4940 Voice of Strait with "Focus on China," at 1500-1530 UT on
Sept 26. After many years of my monitoring this show, today heard with a
new, more upbeat format. This Saturday only program in English still has
news items (many reports given by native speaker of English), but also
played four pop songs in English (in the past never played music).

Nice IDs between every news item - *"You are now listening to Focus on
China, Voice of Strait Broadcast
* Harvard Medical Journal finds eating chili peppers may prolong ones
  life; 1530 ID
* "This is the Voice of Taiwan
* trait News Radio."
* In another month this will have even better reception.

3990 kHz Gannan RGD um 2248 UT mit Instrumentalmusik, ID. O=2, hier

ausfuehrliche Stationsansage.

after missing about 5 months, and its sibling 6010.1 kHz La Voz de tu

GERMANY MW BR Munich Ismaning 801 kHz 100 kW ever final transmission on
Sept 30 at 1045 UTC.

Abschiedssendung fuer die Mittelwelle
Redaktion 21.09.15

Deutschlandfunk ueber sechs Mittelwellen verbreitet:

Braunschweig     756kHz    200kW
Heusweiler      1422kHz    400kW {and Antenne Saar 1179 kHz 10kW too}
Neumuenster     1269kHz    300kW
Nordkirchen      549kHz    100kW
Ravensburg       756kHz    100kW
Thurnau          549kHz    100kW

Adieu, Mittelwelle: Ein Stueck Radiokultur verschwindet.

as Radio brachte die Unterhaltung ins Auto.

JAPAN InterFM changed to FM 89.7 MHz.

Inter FM is the only multi-lingual radio station in Tokyo, broadcasting
mostly in English, with some French, Portuguese, Spanish, Indonesian,
Thai, Tagalog, Chinese and Korean. They have been broadcasting on 76.1 MHz
(10 kW), but it has been impossible for foreign tourists to tune with
their own radio receivers which cover 88-108 MHz.

With recent drastic increase of foreign visitors to Tokyo, the change of
the frequency to 89.7 MHz, within both in the Japanese FM band 76-90 MHz
and international 88-108 MHz, was planned. They started test broadcast on
89.7 MHz (10 kW) June 30 this year, the regular broadcast began
on October 1.

On October 1, they changed their station name to "InterFM 897". In October
they broadcast on 76.1 MHz and on 89.7 MHz simultaneously. From November
89.7 MHz only. The transmitter and antenna is located at "Tokyo Tower",
the former TV transmitting tower, in Minato-ku, Tokyo.

PARAGUAY COOL! Do you have any info as to the proposed coordinates of

I had the foresight as soon as I heard the rumour of the imminent move of
the Radio Nacional site to a new location to check it out with a reliable

Adan has once again come up with the goods brilliantly.

"Just verifying a few details as to the move of Radio Nacional del
Paraguay's Transmitter Site to Chaco'i, or to Villa Hayes.

The present site has been occupied for 70 years, and contains a World War
II vintage 5 kW Philips, a World War II U.S. Military BC-610, a newer RCA
10 kW, a 1970 Harris Gates 100 kW Medium Wave and another 1970 Harris
Gates 100 kW Short Wave, a Taiwan - Republic of China 10 kW Medium Wave
and a new Harris Digital 100 kW Medium Wave.

The move to the new cross-river site will cost 2 Million U.S. Dollars. New
facilities will be built, a new tower erected and a new STL established
with Asuncion.

Most probably, the new Harris Digital 100 kW transmitter will be taken by
truck to Chaco'i, while one of the older transmitters serves as a backup.
It has already been stated that there will be no break in transmission.

There are still problems to be solved and there is opposition to the move.
Some persons do not believe that the 100 kW Harris should leave the
strategically important Departamento Central, while others do not wish for
a 100 kW transmitter to be installed in their neighborhood. The present
plan calls for the new Transmitter Site to be operational, before the end
of the year.

One thing is for certain, the move most probably spells the end of the
Short Wave Service. RNP has a beautiful Rhombic Antenna, directed on
Miami, and a 100 kW Harris Gates, needing new Power Amplifier Valves. It
is improbable that the Short Wave will be reactivated, in Chaco'i. I will
advise as to any changes.
With best wishes. Adan.

9520 1400-1430 28SW Saftica 100 270 812 daily 2903-251015 Italian RRO ROU

So what apparently happened is that one of the three 300 kW transmitters
at Tiganesti-1 overseas transmitter site has a failure. (wb)

Aaah, their old practice to register Saftica as Tiganesti, too ...

This makes the Chinese at 1200 UT on 15130 kHz even more interesting:
Probably a failure occured in their internal audio routing and they right
now make do with patch cords or the like, thus can only put one and the
same program audio into all transmitters?

And the unid. transmission on 11700 kHz apparently went off shortly before
1330 UT. By then the signal had faded further, so I'm not entirely shure
about the closure in this moment.

a difference of opinion on the situation in Ukraine, foreign participants
was lower than in 2006: four were Finland, the same - the United Kingdom,

U.K. BBC Monitoring staff at Caversham Park in move proposals - BBC News

More than 200 BBC staff based in Reading are told they could move out of

BBC staff based in Reading have been told they could move out of their
office building as part of a review.

About 200 members of staff at BBC Monitoring, based at the Grade II-listed
Caversham Park, will be affected if the proposal goes ahead.

The BBC said the "large site" was currently "under occupied" and options
that "offer better value to the licence fee payer" were being considered.

BBC Monitoring axed 72 posts in 2011 following a -?3m cut in funding.

An assessment of financial options is currently under way to see if
staying or moving is more cost effective.

The site is also home to BBC Radio Berkshire which would look to move
elsewhere in the county if the plans went ahead.

BBC Monitoring was created in 1939 on the outset of World War Two to
gather and interpret international news.

It moved to Caversham Park, which is owned by the BBC, in 1942 and now
translates information from radio, television, press, news agencies and
the Internet from 150 countries in more than 70 languages.Image caption

Reporting produced by the service is used as open-source intelligence by
the BBC, the British government and commercial customers.

BBC Monitoring is funded by the licence fee and is part of the BBC World
Service group.

A BBC spokesman said: "Like any responsible organisation, the BBC
constantly reviews its property portfolio. Caversham Park is a large site
and is currently under occupied.

"We are assessing how we might best deliver the services we provide from
Caversham in a way that offers better value to the licence fee payer."

B15 Plenary Minutes, Sept 15, 2015. Some short selected report news ...

24th -28th August 2015

Introduction. An HFCC/ASBU coordination conference for the B15 broadcast
season was hosted by Reach Beyond Australia at the Hotel Jen in Brisbane,
Australia between 24th and 28th August 2015;

Some 72 delegates representing 45 organisations attended the conference.

Opening Plenary. [...] Dale acknowledged the sponsors of the B15
conference: Netia, Nautel, the National Association of Shortwave
Broadcasters, Continental Electronics and Ampegon. He said that Reach
Beyond Australia very much appreciated the generous sponsorship provided
by these organisations;

[...] Dale said it was a great pleasure to welcome Mark Loney, Executive
Manager of the Spectrum Operations and Services Branch of the Australian
Communications and Media Authority to the conference;

[...] Mark Loney, Executive Manager of the Spectrum Operations and
Services Branch of the Australian Communications and Media Authority said
it was a pleasure to be at the B15 HFCC / ASBU conference;

[...] Mark gave a presentation about the Australian Communications and
Media Authority and the way that broadcasting and communications is
regulated in Australia;

[...] Mark also gave information about a high frequency direction finding
network and the development of international broadcasting in Australia;

[...] Jeff White, Chairman of the HFCC, thanked Dale Stag and Mark Loney
for their opening remarks. Jeff gave his thanks to the management of Reach
Beyond, and particularly to Ken Lingwood for his help in organising the
conference in Brisbane.

[...] Jeff said that this was the first conference in which he was
welcoming everyone as HFCC chairman, and it was strange not to have
Oldrich Cip and Horst Scholz at the head table. Jeff hoped that Oldrich
and Horst would be with us at the next conference in Istanbul;

[...] During the week there would be a series of DRM demonstrations, and
Jeff gave his thanks to Trans World Radio for arranging these
transmissions and for their help in planning the conference;

24th Aug 2015. [...] Gary Stanley announced that Horst Scholz and Oldrich
Cip were unable to be present at the Brisbane conference. However, he said
that both Horst and Oldrich had sent their best regards to the conference

[...] Sergio Salvatori [...] gave an update on the IRDR project.
Frequencies in the 13, 15, 17 and 21 MHz bands had been reserved for
emergency use, 24 hours per day, for both summer and winter seasons.
Frequencies in the 7, 9 and 11 MHz bands had also been selected, but not
24 hours per day; Sergio thanked FMOs who had cooperated in helping to
clear the IRDR frequencies from potential interference. Sergio advised the
participants that the submission of a requirement on one of the IRDR
frequencies, or on their adjacent channels would generate a warning
message. This did not prevent the FMO proceeding with the submission.
However, it was hoped that all FMOs would cooperate by not submitting
requirements on the IRDR frequencies, so they may be reserved for
emergency broadcasts. A complete list of IRDR frequencies was available on
the intranet;

[...] George Ross (TWR) said there was a DRM listening station in the
foyer, with a number of receivers available in order to listen to the
special DRM broadcasts that were taking place during the week. The
broadcasts were being provided by Radio Vatican, Radio New Zealand and
Trans World Radio;

27th Aug 2015. [...] The deadline for the submission of final requirement
data for the B-15 operational schedule was agreed as Monday, 12th Oct

Future Conferences. [...] A-16 Conference. Gary announced that the A-16
Global conference would be held in Istanbul, Turkey, at the invitation of
the Turkish Radio and Television Corporation, and the Asia Pacific
Broadcasting Union (ABU). The date of this conference was confirmed as
25th-29th Jan 2016;

[...] B-16 Conference. Gary confirmed that the B-16 conference would take
place in Miami, USA, 22nd-26th August 2016, hosted by Broadcast Belgium;

[...] IRDR frequencies for the coming season were now available, thanks to
the work carried out by Arto Mujunen (IBB) and the cooperation of Members.
Guidelines for submitting emergency broadcast requirements had been
prepared and were available on the intranet. These guidelines would also
be available on the Humanitarian page of the HFCC web site and would be
discussed later in this meeting;

[...] Sergio said he needed to draw the attention of FMOs to the
reliability of requirements in the HFCC database. The practise of
submitting requirements that were not put into operation was still common.
The extremely negative impact that wrong schedule information had on our
activities was quite evident to everyone. Members were asked to remove
these, so called "wooden" requirements from their schedules;

[...] Another practise which had a negative impact on our activities was
the prolonged presence of alternative or reserve requirements in member's
schedules. Members were asked to remove such requirements from the
database, as soon as the frequency to be put into operation was defined;

[...] The first applicant for full {HFCC} membership was Red Telecom
(RED). Red Telecom would be represented by Daniel Robinson, who had
previously attended HFCC conferences as part of the WRN
{ex World Radio Network

} delegation.

As Daniel was well known to the HFCC, it was felt that there was no need
for his organisation to attend a conference as an Observer.
RED were seeking full membership of the HFCC.

[...] The second applicant was the Mongolian Radio and Television
Broadcasting Network (MRT). MRT had been a member of the ABU for many
years and were present at the conference. MRT were seeking full membership
of the HFCC.
