ALBANIA Hello dear Drita,
The same problem was also affecting the transmission in ALBANIAN today
[23rd June) at 0800 UT+ on 7390 kHz.

The signal level was fairly good, but there was hardly any modulation
of the broadcast. I could hear voices, but very weak, and in the
background only. There was some 'hum' but this was not the main
problem. I'm quite sure that the broadcast would have been totally
unintelligible to most listeners. I will try the evening transmissions
later today on 7465 kHz and let you know what I hear then.
Greetings from a warm and sunny Blackpool.
(Noel R. Green-UK, via dxld June 29)

7464.976 Radio Tirana Shijak, Italian service noted at 1658-1712 UT
on June 23. Transmitter FAULTY performance, no real audio heard, no
interval signal, no voice, no music parts on reliable signal level.

Listen to enclosed recording in ogg.format, and two screenshot taken
in Italy and Belgium remote SDR unit installations, audio signal
visible like a wide GARDEN FENCE single-each string signal.
73 wolfy df5sx (wb, ibid.)

Yes, and the same here with me. The signal strength was good, but
there was little or no recognisable audio - it was very difficult to
tell what the language was (even though I knew it was Italian)

There was also a loud him / buzz type noise accompanying the audio
which made things even worse. Something requires urgent attention,
Drita. Greetings from Blackpool-UK, (Noel R. Green, ibid.)

9854.95 June 24 at 0124 UT, R. Tirana is still suffering from extreme
dysfunxion: hum-roar making the IS barely audible underneath. 0130 UT
sign-on completely unreadable, and still the same at 0148 UT.

This Shijak signal is only S5, while over at Cerrik, the Chinese are
putting out S=9+30 clearly modulated, for the CRI English relay
on 9570 kHz.

9854.95, June 25 at 0127, R. Tirana at S5 with IS under the same
humroar it's been putting out for at least a week; 0130 I can tell the
canned sign-on is playing, but with extreme distortion. Still awful at
0151. How much longer will this go on? Wolfgang Bueschel and Noel Green
agree that the evening broadcasts to Europe on 7465 have the same
defect (and probably the morning on 7390 kHz).

9854.972 on June 28 at *0120 UT, R. Tirana comes on, still with big
humroar atop interval signal; 0140 UT check, program audio is so buried
it's unreadable. Radio Tirana desperately needs to do something about
this; there is no point in continuing to transmit until this defect be
repaired. I'm sure a few relays via e.g. German or US transmitters could
be arranged at not much cost for a national broadcaster.

ALBANIA 7464.975 Radio Tirana Shijak, German sce noted at 1930-1945 UT
on June 28. Transmitter FAULTY performance, VERY BAD audio heard,
all transmission is covered by a HEAVY BUZZ tone.

Listen to enclosed recording in mp3.format, audio signal visible
like a wide GARDEN FENCE single-each string signal.

Signal strength here in western Europe and in southern Germany
is S=9+30dB or -43dBm on SDR unit.

[later] Albania, listen to the enclosed mp3 format recording. Totally
distorted audio this June 29 morning, relay HS1 via SW 7390v kHz
outlet in 41 mb.

ARMENIA Radio Northern Ireland via Gavar Armenia relay.

The Shortwave Service have just posted details on their F_B page showing
that Radio Northern Ireland will again be making a special broadcast to
the east from the site at Gavar in Armenia again on Saturday:

On Saturday, 09. July from 23 UT we realize again a consignment

CHAD 6165 on July 4 at 0553 UT, I've almost dozed off during bandscan,
stopped here for some S7 vocal music. Sounds African, and quick check of
6000 kHz, 6060 kHz and 6100 kHz finds it not the same music RHC English is
playing, so it must be Ndjamena with RHC missing from 6165 kHz. But as I
start to measure the frequency, RHC 6165.00 kHz carrier is back on with ID
but barely modulated, yet enough to block Chad, which is just a few Hz
away.
(Glenn Hauser-OK-USA, hcdx and dxld July 4)

When checked 6165 kHz channel in 49mb as trace for N'djamena-TCD program
this night four times between 16 and 19 UT, never heard some central
Africa program today July 4.

(Ivo Ivanov-BUL, hcdx via wwdxc BC-DX TopNews June 23)

Dear amigo: In the our service areas there is no China vs Radio Habana
Cuba problem we receive excellent reports from our listeners that
live in the target areas where our signal to noise ratio is really
impressive with 100 kW and 17 dB antenna gain. I think that what you
are reporting is happening in your part of the world, to which we are
not broadcasting on those frequencies. Best regards
(Prof. Arnaldo Coro Antich CO2KK, Senior Consultant/ Advisor,
and Frequencies Manager, Radio Habana Cuba, ICRT,
via Ivo Ivanov-BUL, via dxld June 29)

Dear Prof. Coro, Just is needed coordination between Radio Habana Cuba
RHC and other shortwave broadcasters in HFCC, not only in ITU.
(Ivo Ivanov-BUL, ibid.)

Dear Senor Ivo, We will never coordinate with HFCC because of the
presence there of the ANTI CUBAN subversive broadcasts based in the
USA. That is why all our services are properly registered at the ITU
where interested administrations can check and if they so desire, as
often done, they can coordinate directly through bilateral contacts
with us in Cuba.

We check our services areas with highly qualified monitors, and the
Radio China International you mention is not present at all in our
service area on the frequencies that you in very distant Europe are
mentioning. For your information, the side lobes of curtain antennas
are NEVER contemplated as service to listeners.

ITU is the official international organization and for us it works
very well indeed, and we have all our stations registered properly and
legally. From sunny La Habana, Prof. Arnaldo Coro Antich CO2KK
(all via Ivo Ivanov-BUL, via dxld June 29)

That particular clash of 17580 vs 17580 kHz may be irrelevant for both
stations, but there are plenty of free channels on the under-used 16m
band, and even this could have been avoided by bilateral Communist
coordination.

Typical my opic me-first POV of some station frequency managers: while
some frequencies can be shared by applying propagational principles,
it so happens that SW is a worldwide medium, so why not AVOID
CONFLICTS where possible, so even listeners outside the respective
target areas can get a clear if weak signal???

IN the battle for hearts and minds in the Niger Delta, some Niger Delta
agitators in Diaspora have established Radio Niger Delta Voice Of Peace
in New York.

The radio which started transmission this( Friday) morning on 9515 kHz in
31 meter band from 6am-7am Nigerian local time was received with clear
signals in Lagos, Port Harcourt, Brass, Warri, Yenagoa, Sokoto, Niamey and
Abidjan.

It started with Rex Lawson's music with a male announcer calling the
station ID as Radio Niger Delta Voice Of Peace. The one hour programme
featured music, interview with Prince Collins Eselemo from Bayelsa.

The radio broadcast will include night transmission from 8pm-9pm Nigerian
local time on 11985 kHz in 25 meter band.

FRANCE [to NIGERIA] 9515 even fq, Station Radio Niger Delta,
Voice of Peace via TDF Issoudun

9515 even fq, Station Radio Niger Delta, Voice of Peace
via TDF Issoudun towards West Africa target. Scheduled 0500-0555 UT ?

Same equal signal strength in southern Europe
noted on various remote SDR posts,
like RTA Algeria Arabic service relay via TDF Issoudun
on next door 9535 kHz.

S=9+35dB or -40dBm strength, at 0515 UT on July 2. Phone-in program by
male presenter in English language, some hall-echoing sounded
transmission.

Talk with female on phone line about Oil country, economic corruption,
Boko Haram muslim sect.

At 0522 UT some short piece of West African mx played, presented by female
host VoPeace annmt mentioned, I guess 'from New York' ?

Re: 9515 even fq, Station Radio Niger Delta, Voice of Peace via TDF
Issoudun

Transmission ended at sudden TX off at 05.58:05 UT, midst on West African
music play. Broadband wide signal out of Issoudun like
2 x 4.5 kHz = 9 kHz wide in total, nice audio so far.

At 0550 UT female presenter gave two telephone numbers, and also an
e-mail address like
<Radio Niger Delta -at- yahoo.com>

Schedule in Nigerian local time 6-7 am on 9515 kHz
and 8-9 pm on 11985 kHz (UT +1hr)
(wb, wwdxc BC-DX TopNews July 2)

FRANCE [to NIGERIA] 11985, July 1 at 1900 UT on PL-880 portable, JBA
carrier; hoping for more at 1928 UT on the NRD-545 & ALA-330 but still a
JBA carrier.

Scheduled this hour is a new clandestine (or is it just targeter?), Radio
Niger Delta, Voice of Peace, which Ivo Ivanov says is probably via
Issoudun, FRANCE, starting today in English at 1900-1955 UT. We should
have a better shot at their morning broadcast 0500-0555 UT on 9515 kHz.

It is apparently not just this armchair observer who suspects a black
clandestine operation from the Nigerian government:

<http://www.nairaland.com/3200915/radio-niger-delta-voice-peace>
(Kai Ludwig-D, dxld July 2)

"It appears that the evening broadcast might simply be a repeat of the
morning broadcast. At least that is what it seems to be on the first day
of broadcasts. The introductory message says "Good morning, Nigeria" and
the morning frequency of 9515 kHz is mentioned. Later in the broadcast,
they mention they will be on the air again in the evening on 11985 kHz.

The website address mentioned in the broadcast

<www.nigerdeltaradiovop.com>

is incorrect. The actual URL is <http://www.radionigerdeltavop.com>

The name of the station is written on the website as both "Radio Niger
Delta Voice of Peace" (more frequently) and "Radio Niger Delta - Voice of
Peace" (i.e., with a dash; just in the site banner).

The station is clearly pro-federalist
("Long live the Federal Republic of Nigeria").

GERMANY Germany Plans for Additional DAB+ Multiplex.

Germany's Commission for Licensing and Supervision (Kommission fuer
Zulassung und Aufsicht - ZAK) met last week to decide the specifics of the
first nationwide digital radio multiplex, reported Teltarif. Most notably
it allocated capacity on the national ensemble DR Deutschland to
Schlagerparadies GmbH and Media Broadcast.

During the meeting, ZAK also discussed the possibility of a second
national commercial DAB+ multiplex. The organization said that there is
already interest in a second multiplex, and providing the availability of
frequency resources, allocation for the new multiplex could be done in the
first half of 2017.

"Another nationwide multiplex offers not only expands diversity in the
digital audio broadcasting, it can also contribute to the future
development of digital terrestrial broadcasting market," said

Siegfried Schneider, ZAK
chairman, in the decision.

NEW ZEALAND RNZi moves to a one-transmitter operation from July 1

RNZI new schedule

RNZi has made the decision n o t to replace the old Thomson made
short-wave transmitter of 1989 / 1990 year.

I guess the Swiss-French made AM/DRM tx of Ampegon-Thales in Rangitaiki
is already few years in performance service, at least since 18 Nov 2006
year.

DRM mode RNZi sce via SW to the Pacific island started in 18 Nov. 2006
year.

And the other elder unit of Thomson is of approx. 1989 / 1990 year.

that's the future in radio,
to move service to web online access on the Pacific outer islands too.

and later:

genommen.

Transmission 1100-1300 UTC
From 1100 -1300 UTC our programme is directed to the North Western Pacific
and Asia.

NB: Every month on the first and third Wednesday it is Maintenance day at
our transmitter site from 2230-0600 UTC. (Thursdays 1030-1800 NZST)

During this period there may be interruptions to our programmes.

I guess it is all about money-or the lack of it!

Thomson TX from 1989 / 1990.
The reason why this transmitter was off the air several months ago was a
lack of money to buy a very expensive output valve.

The 27 years old tx has had quite a few problems over the years, including
being struck by lightning once.

It certainly is going to be a strange business, broadcasting at times in
DRM and at others in AM. Personally I don't see the point of using DRM,
given that RNZI is also available on satellite now, but I suppose RNZI has
invested quite a lot in DRM and has to justify its use. I don't know how
many Pacific stations use the DRM for news relays, having said that.

The current right-wing NZ Government does not like RNZ, saying RNZ has a
leftist bias and consequently has not increased funding for the last 8
years it has been in office.

I guess RNZI has had budgets frozen too and there is no point asking for
funds for a replacement transmitter. The DRM tx was bought when the
left Labour Government was still in power.

Web on line in the Pacific is expensive as it is delivered to most places
by satellite, not undersea cables.

Interesting times are ahead!

RUSSIA 7295 Radio Sakha with major change. Radio Sakha on June 28 noted
with clearly a major change in transmitter assignments. Ever since I first
heard Radio Sakha on May 7, the 7345 kHz signal had been many times
stronger than // 7295 kHz; that had been the case until today; certainly
now 7295 kHz is the stronger transmitter (250 kW?) and // 7345 kHz is the
much weaker one (100 kW?), with 7345 kHz mostly blocked by CNR1 after
1101 UT.

1117-1300* UT: seemed in Russian; played some pop songs, but also very
nice segment (1215-1300 UT) of traditional Russian music and songs;
1200 & 1300 UT brief IS of Jew's harp and time pips.
*New sign off time for weekdays?*

Would like to think my email to Radio Sakha on May 16, which alerted them
to the reactivation of CNR1 (China) on 7345 kHz, had something to do with
their decision now to switch transmitter assignments.

Thanks to Mauno Ritola for posting the following to WRTH F_B. Appreciate
his feedback. Recently R. Sakha on 7295 kHz has had very strong signals
into California, whereas 7345 kHz is now mostly unusable.

"Yes, Ron, it must be as you say, that they have changed the stronger tx
to 7295 kHz. I checked both here in Finland and via Japan remote rxs
around 1000 UT today [July 5] and both had 7295 kHz stronger than
7345 kHz, so not a question about directionality."
(Ron Howard-CA-USA, dxld July 5)

There are also widely divergent azimuths for the two frequencies which
would also account for differences in strength. Originally according to
Ivo

7295 250 kW was 45 degrees,
7345 100 kW was 310 degrees.

Perhaps they had really been reversed as now Ron has 7295 kHz much
stronger on the beam toward North America as one would expect rather than
toward Europe. Is the reversal also evident there?

Of course, it's RWM Moskva (Taldom site). I always wonder about the

Fortunately they provide a speedier English version

but it's all about the multiple funxions of the agency. Guess what, if you

Tnx, Patrick. The PDF of a photocopy does not allow accurate copying
and pasting of the Cyrillic into Google translate. Nor does it seem to
accept Russian transliterated into Roman which I have done anyway and
make some educated guesses about what it means. It's not clear how W
in Roman B in Cyrillic (maybe Germanic influence), but note the
callsign of RWM becomes PBM (or vice versa)

(Glenn Hauser-OK-USA, dxld and hcdx June 29)

I don't speak or read Russian beyond Da and Nyet, but I have heard RWM
and the 'schedule' is pretty fixed so I think I can interpret SOME of
what it is SUPPOSED to be saying I would be curious how accurate
my read is from a Russian speaker!

The "Times" are minutes and seconds; so you're missing a colon that
would be used in English time nomenclature which would make things
strange looking to our eyes and the ITU codes for modulation are
'standard' but rather obscure to many DXers A1A is "normal" CW,
A3E is "normal" AM voice and F3C is "normal" HF fax for example.

I interpret what you sent earlier as follows:
xx00:00-xx07:55 & xx30:00-xx37:55 N0N signals
(N0N ITU code for no modulation / open carrier)
xx08:00-xx09:00 & xx38:00-xx39:00 transmitter is turned off

xx10:00-xx19:55 A1X "pips" of the seconds and minute
(A1X ITU code for AM, with one channel containing digital info,
        no other details)
xx40:00-xx49:55 Minute and second pips plus DUT1 correction
[in binary code - e.g. some seconds have doubled pips in a code
to tell you how far fast or slow the UTC signal sent by RWM
        is from DUT1]
xx20:00-xx29:55 & xx50:00-xx59:55 signaly DXXXW
(If that is an ITU code, it is not one I'm familiar with.
DXW would make some sense but it is a rather "unusual"
mode A combination of AM and FM or PM, either simultaneously or
in a pre-established sequence with no defined
style of modulation and intended for reception either by
human ears, a device or some combination of those things.

Form of the signal

RWM (1) Moscow Russia 56 44 N 37 38 E - 4996 9996 14996 kHz

The station operates simultaneously on the three frequencies. A1X type
second pulses of 0.1 s duration are transmitted between minutes 10 and
20, 40 and 50. The pulses at the beginning of the minute are prolonged
to 0.5 s. A1N type 0.1 s second pulses of 0.02 s duration are
transmitted between minutes 20 and 30. The pulses at the beginning of
the second are prolonged to 40 ms and of the minute to 0.5 ms.
DUT1+dUT1: by double pulse.

RWM is the radiostation emitting DUT1 information in accordance with
the ITU-R code and also giving an additional information, dUT1, which
specifies more precisely the difference UT1-UTC down to multiples of
0.02 s, the total value of the correction being DUT1+dUT1. Positive
values of dUT1 are transmitted by the marking of p second markers
within the range between the 21st and 24th second so that dUT1 +p X
0.02 s. Negative values of dUT1 are transmitted by the marking of q
second markers within the range between the 31st and 34th second, so
that dUT1 -q X 0.02 s

Full press release BBC - BBC outlines BBC Monitoring restructure plans -
Media Centre

<http://www.bbc.co.uk/mediacentre/latestnews/2016/bbc-outlines-bbc-monitoring-restructure-plans>

The proposals are designed to make BBC Monitoring fit for the future and
better for its clients, focusing on digital and social media as well as
traditional media.

Francesca Unsworth, Director, BBC World Service Group.
Date: 05.07.2016 Category: World Service

The BBC has outlined plans for an extensive restructure of BBC Monitoring
to provide a more responsive service for users in a rapidly changing media
landscape, to increase commercial activity, and to meet savings targets.

BBC Monitoring provides news and information based on open-source media
around the world - TV, radio, newspapers, online, and social media - to
the BBC, the UK Government, and other commercial clients. From 2013 BBC
Monitoring has been funded by the BBC Licence Fee.

Alongside today's restructure, BBC Monitoring is also expected to move
from its current base in Caversham Park, Reading, to a location in London.
The timing of this move will be confirmed in due course.

BBC Monitoring will see an annual £4m reduction in funding from 2017.

Proposals for the changes include a more streamlined editorial structure,
focused on editorial quality and clarity of purpose; the prioritisation of
digital skills; an expanded geographic footprint with consolidated
locations; an alignment of roles and skills with the wider BBC News teams
and a clear career development path. BBC Monitoring's office in Mazar-i-
Sharif is set to close, with new bases opening in Istanbul and Jerusalem.

Today's proposals are expected to lead to the closure of around 100 posts.
The BBC will now begin consultation with staff and the joint unions, where
appropriate.

Francesca Unsworth, Director of the BBC World Service Group, says: "For
more than 75 years, BBC Monitoring has provided an invaluable service to
BBC News, as well as Government and commercial clients. Spotting
developing stories and trends in hundreds of languages and countries
across the world helps the BBC to offer a truly global news service.

"Like all media organisations, BBC Monitoring has to keep pace with the
new landscape of digital and social media. And, like the rest of the BBC,
BBC Monitoring needs to make savings.

"The proposals we've announced are designed to make BBC Monitoring fit for
the future and better for its clients, focusing on digital and social
media as well as traditional media, and ensuring the organisation can
respond to change more easily. Today's plans build on significant changes
we've already made in BBC Monitoring, including a new production system
for staff and a new delivery portal for clients."

Notes to EditorsBBC Monitoring supplies news, information and comment
translated and analysed from publicly available media sources around the
world. Material is available in 100 different languages covering 150
countries. Clients include government departments, academics, journalists
and international businesses.

The operating costs for BBC Monitoring in the FY 16/17 are £13.2m,
and there are currently 320 staff.

U.K. MSF - Notice of Interruption -
MSF 60 kHz Time and Standard Frequency Signal.

We have just been informed that the MSF 60 kHz time and frequency signal
broadcast from Anthorn Radio Station will be off-air for annual
maintenance work from:

Monday 4 July until Wednesday 20 July, 2016 (including weekends).

The signal will be off-air each day between 08:00 BST and 18:00 BST unless
the weather is too poor to allow maintenance work to be carried out.

We will aim to get the service back on air as soon as possible rather than
waiting to the end of the downtime scheduled. The interruption to the
transmission is required to allow essential maintenance work to be carried
out in safety.

USA 5049.99 UT Monday June 27 at 0108 UT, WWRB is on with very strong

then what? No idea who he is as I'm not listening to this nonsense any
further and WWRB does not provide a program schedule.

5050 on June 28 at 0105 UT, WWRB is on despite this being a Monday

15240 Sat July 2 at 1650 UT, WWRB is out of whack, African(?) music
modulation cutting off and on twice per second. Still at 1658 UT, and same
malady continues during formal opening of Radio Munansi, with anthem, and
choral themesong. So the preceding music hour is obviously coming over the
same feed. Isn't anyone paying attention? Mick Delmage, Alberta said some
good African music went haywire at 1610-1620+ UT. My recheck at 1727 UT
finds it now OK, the speaker in Luganda(?) with looong pauses so I first
thought it was dead air.

It remains doubtful that this broadcast is reaching Uganda.
Ivo Ivanov thinks the azimuth is 45 degrees which is aiming at Paris,
yet I could not get a readable signal via nearby UTwente, while Uganda
is really 70 degrees from WWRB. Try again Sunday.

USA 12105 July 3 at 0026 UT, WTWW-3 is reactivated, first time heard

Instead it's country gospel music in English, soon canned ID by Ted, and
again 0118 UT; only S7-S8 while 9475 kHz WTWW-1 is S=9+50. Neither WTWW-2
frequency is on. 12105 kHz is still on at 0253 UT, ex-0200* UT, more
country gospel music at S9-S7, and now 5085 kHz WTWW-2 is on with same
kind of music but not // , S=9+40dB, while WTWW-1 has switched to 5830 kHz
with PPP at S=9+30dB.
