Morgen, Dienstag 2. August Audiotest via Noratus/Gavar.

BELARUS Belarus will be without a wired radio on October 1.

As reported by the Ministry of Communication and Information, October 1,
2016 Belarus will cease completely wired radio broadcasting. The process
of optimization of radio broadcasting is held in Belarus for the first
year.

The optimization process of broadcasting, including trip wire radio, is
nearing completion. According to the plan, from August 1, wire
broadcasting will cease in Gomel, Vitebsk, Brest and Grodno. As for Minsk
and Mogilev, there broadcasting will end on 1 October.

As explained in the Ministry of Communications, trip wire broadcasting due
to the expiration of the service life of equipment and networks. In
addition, the wireless radio is far more economical than wired since to
pay the monthly fee will not be necessary. In this case, the Ministry of
Communication explains that despite the abolition of the wire
broadcasting, the program will remain on the air. The only change the
transmission format signal. {belnovosti.by} OnAir.ru

CUBA 17730 on July 25 at 1424 UT, RHC music is overmodulated and
distorted. Same situation on very strong // 15370 and 11760 kHz, all
splattering at least plus/minus 10. Always much weaker // 15230 kHz also
distorted.

CUBA 4765 - nothing heard, R Progreso MISSED at 0210 UT on July 26.

5025 Radio Rebelde Bauta at same Detroit MI remote post S=9 or -73dBm.

5040 RHC Bauta Spanish, less strong, only S=7-8 -87dBm ???

6000 RHC Titan Quiviacan strong carrier S=9+25dB or -48dBm, BUT LESS LOW
AUDIO LEVEL, 2 x 12 kHz wideband signal, and additional also some strange
signal strings visible, 2.8, 5.4, and 7.9 kHz distance apart strings
either side.

6060 RHC Spanish, S=9, TOTALLY OVERMODULATED SIGNAL, S=9+10dB DISTORTED,
very bad quality.

6165 RHC LOW MODULATED POOR SIGNAL, English program, rather poor S=7

CUBA 6165 kHz, July 28 at 0544 UT, RHC English is just barely modulated
during 'Chariots of Fire' theme, while 6100 kHZ is OFF, 6060 kHz is OK,
and 6000 kHz is very undermodulated but more so than 6165 kHz. Most RHC
transmitters are now either over- or under-modulated. Can't they even them
out?

13740 kHz, July 28 at 2102 UT I happen to hit this RHC frequency as the
tarde frequency announcement is starting, with 17730 kHz !

Then 13740, 11760 y 11840, 9535 y 9710, 5040 kHz, in typical Soviet-style
disorder. But the clueless canned-ID announcer missed a big'un, 15370 kHz
confirmed also on, instead of 17730 kHz, which may have been on an early
never-implemented version of the A-16 schedule, or just a mistake. They
also never mention 11830 & 11850 kHz, the perpetual weak spurs attached to
11840 kHz, and which I just reconfirmed by actual monitoring.

11759.998 CUB RHC Spanish, S=9 in peaks at 0028 UT, 2 x 9.7 kHz wideband

11840even CUB RHC in Spanish, that's very bad quality, scratchy
distorted audio signal at 0047 UT on July 30. 8.4 kHz carrier

6060even CUB RHC Spanish, S=9+25dB or -58dBm, strong, but audio at
DISTORTED bad quality. 2 x 8.5 kHz wideband signal.

5040even CUB RHC French service observed here to Carribean target,
fluttery S=8-9 at 0056 UT July 30 in Detroit Michigan.

5025even CUB Radio Rebelde in Spanish, stronger signal strength and

4765.003 ... x.005 CUB Unstable frequency signal from Radio Progreso,

GERMANY Elektronische Kampffuehrung.

langjaehrige Chef der EloKa, Oberst a.D. Rudolf Grabau, DJ3FO, interviewt,

INDONESIA 3344.84 *RRI Ternate* (presumed). Have often been checking
here for possible reactivation, but until today had heard nothing. Aug 1,
found positive open carrier at 0949 UT; random subsequent monitoring still
had clear open carrier till final check at 1234 UT; never any trace of any
audio. Atsunori Ishida concurred RRI Ternate active today! First time I
have had a definite carrier here this year. Now if we can just get some
audio out of them!

Believe was Ternate, as NBC Northern, the Voice of Oro (PNG) was last
heard closer to 3345 kHz than RRI Ternate.
(Ron Howard-CA-USA, DXplorer via wwdxc BC-DX TopNews Aug 2)

3344.864 kHz exact, yes RRI Ternate on air, VERY TINY signal noted in
Brisbane Queensland unit at 1305 UT. In peaks at -98dBm tiny signal some
music fragments could be heard.

Also thunderstorm scratches 'on air', disturbes also Pyongyang BS on
adjacent 3319.996 kHz Korean channel, and
similar S=8 or -76dBm signal
on 3325even frequency of RRI Palangkaraya-INS, listen to the recording at
1312 UT, some thunderstorm noise also included.

And song played sung by female, seems rather of Turk muslim folk origin
family ?

LITHUANIA The transmitter "Storm" in Sitkunae technically divided into
two independent parts, the second until recently broadcast on 612 kHz, but
paused.

It could be connected to achieve a full 150 kW. I'll try to find out from

changed.

Still, if I remember correctly, in Sitkunae worth another 500 ready-

NEW ZEALAND Re: My July 31, "Mediawatch" posting,
"Out with the old, in with the new at RNZ," thanks very much to Bryan
Clark for the following input:

"I can also advise that Linden Clark, Radio NZ International's Manager
since 1994, has just been appointed People and Development Manager for
Radio New Zealand. With the recent reduction in RNZI's shortwave
transmission capability, it will be interesting to see what might happen
next in the way RNZI is managed.

Further to Ron's comments of July 31, I have been disappointed to see a
lot of longtime and respected RNZ staff leave in recent months coinciding
with the ending of some long-running programme features. Given that our
present government has not increased the annual funding grant to RNZ since
2008, it is not surprising that all costs continue to be pruned.

I am a member of the Coalition for Better Broadcasting which has been
lobbying for better funding of public broadcasting in NZ

UKRAINE President of Ukraine Petro Poroshenko has signed a law requiring
radio stations to broadcast on the air at least 35% of Ukrainian products.
It is reported by the press service of the President.

The relevant law Verkhovna Rada adopted on June 16, after a long debate,
and low performers votes.

It provides that radio companies are obliged to provide a share of songs
in the official language of not less than 35% of the total playing time
for songs in a day, and in time intervals from 7.00 to 14.00, from 15.00
to 22.00. The quota is introduced gradually: in the first year after the
law came into force quota should be 25%, the second year - 30%, from the
third year - 35%.

The right to a reduced quota of 25% of broadcasters have received, in
which at least 60% of songs licensed sounds on EU languages.

It is also envisaged that at least 60% of the daily volume of conducting
programs (news, morning program) must be carried out in the Ukrainian
language. This quota is also introduced gradually: 50% in the first year
of the law, 55% - in the second year, and from the third - 60%. The law
will come into force four months after publication.

Recall, according to the current law "On Television and Radio", protect
the interests of the national TV and radio, and the norm is guaranteed
that in the total broadcast each broadcasting at least 50 percent should
be the national audio-visual product or musical works of Ukrainian authors
or performers. This norm is now complemented by the introduction of 35%
quota for the songs in the Ukrainian language.

USA 5085 kHz, July 28 at 0542 UT, WTWW-2 is off again, no 'Midnight
[sic] in the Desert', despite having revived 24 hours earlier with rock
music, but apparently crashed again during the following 9930 kHz
afternoon broadcast.

12105 kHz, July 28 at 0554 UT, JBA carrier, only likely source of which is
WTWW-3, on way beyond schedule; while 5830 kHz WTWW-1 is abnormally weak
at S7-S9, due to propagation disturbance also attenuating Nashville
neighbors WWCR on 5935 and 5890 kHz. With its southern advantage, 5850 kHz
WRMI is unscathed.

12105 kHz, July 28 at 1800 UT, WTWW-3 is on with mumbo-jumbo in Biblical
English, about circumcision: hard to tell whether pro- or con, but since
Jewish "cockroaches" are for it, presumably WTWW is against it. At 2107 UT
check it's S=9+25dB Bibling in French.

9930, July 28 at 1801 UT and still 1838 UT recheck, WTWW-2 is still gone
again, while 9475 kHz WTWW-1 is nominal.
