ALASKA   HAARP FACILITY TO REOPEN IN 2017 UNDER NEW OWNERSHIP

Let the conspiracy theories resume! Alaska's High-Frequency Active Auroral
Research Program (HAARP) facility will reopen in 2017. The sprawling
facility now is under the ownership of the University of Alaska Fairbanks
(UAF), and the UAF Geophysical Institute is preparing HAARP for a new
sponsored research campaign that's set to begin early next year, UAF
Researcher Chris Fallen, KL3WX, told ARRL.

"This involves, for example, reinstalling the vacuum tubes in each of the
10 kW amplifiers - eventually 360 in total - that were removed by the US
Air Force [the facility's former owner] for warm storage in the main
facility," Fallen said. He later clarified that's just one-half of the
720 tubes required to equip all of HAARP's transmitters. "For the first
campaign we will only be bringing half of the array online, as we will
only have half the tubes installed," he explained. "It's a long process
and we have limited resources."

He noted that the transmitter shelters have been unheated since the
previous campaign in the summer of 2014. "The five generators -
approximately 3 MW each - have recently been tested individually and are
verified operational."

Fallen said the HAARP ionosonde (DPS4D "Digisonde") will be brought back
online. "Some instruments on site need to be repaired or replaced," he
said. Those would include riometers and a UHF radar. "Optical instruments
will be brought back. The flux-gate magnetometer is operational again."

Fallen said other researchers are planning to install instruments at the
science pads. "We are still investigating models for increasing Amateur
Radio involvement with HAARP, which, in addition to announcing operating
schedules, can potentially include hosting one or more ham stations on or
near the science pads," he said.

UAF describes HAARP as "the world's most capable high-power, high-
frequency transmitter for study of the ionosphere." Built in three phases,
starting in the early 1990s and continuing through 2007, at a cost of some
$300 million, HAARP over the years has inspired a wide range of conspiracy
theories that became grist for late-night radio talk shows. Some have
claimed that HAARP's transmitters and 30-acre antenna farm - capable of
generating up to 5 GW ERP - have been used to control the weather, while
others have argued that HAARP has caused earthquakes.

The FCC recently granted two Part 5 Experimental Service licenses for
HAARP ionospheric research "across multiple bands." WI2XFX will cover
experiments in discrete parts of the HF spectrum, including 2650-2850;
3155-3400; 4438-4650; 4750-4995; 5005-5450; 5730-5950, and 7300-8100 kHz.
A second Experimental license, WI2XDV, covers ionospheric research between
1 and 40 MHz

UAF is hosting an open house at HAARP, located near Gakona, Alaska, on
Aug. 27. The event will feature facility tours, a mobile planetarium, a
permafrost exhibit, science demonstrations and talks, and barbecue. Fallen
will deliver a free science lecture on Friday, August 26, at the Wrangell-
St Elias National Park Visitor Center Auditorium, "Radio Modification of
the Ionosphere, and Who Uses This HAARP Thing Anyway?" in partnership with
the Wrangell Institute for Science and the Environment (WISE).

HAARP is aimed at studying the properties and behavior of the ionosphere.
Operation of the research facility was transferred from the US Air Force
to the University of Alaska Fairbanks last August, allowing HAARP to
continue exploring ionospheric phenomena via a land-use cooperative
research and development agreement.

ARGENTINA
RAE-RADIODIFUSION ARGENTINA AL EXTERIOR to RAE-ARGENTINA TO THE WORLD

A new stage begins in the history of RAE, that will transform from
RAE-RADIODIFUSION ARGENTINA AL EXTERIOR to RAE-ARGENTINA TO THE WORLD,
updating the identity of our international signal.

Among the news to share, there's the decision to maintain presence on the
shortwave frequencies of 15345 and 11710 kHz, which are broadcast from the
transmission plant located in General Pacheco. Currently, we're facing
some technical problems with regard to modulation, but we'll face the
challenge of fixing this and increase our presence on the shortwaves.

We'll keep on transmitting in eight languages, now with a homogenous
programming, that will be coherent with regard to contents, with the
specific contribution of each language considering particular
characteristics. RAE's new stage will feature programs Mondays through
Mondays.

Each language will have a daily 55-minute broadcast on the shortwaves,
with one daily re-run.

In addition, the daily show will be available on the new website of RAE,
where the program will be on streaming 24 hours a day.

Specific applications for RAE will be developed for mobile devices and on
a second stage, podcasts and RAE content broadcast by local stations in
other countries. The most recent shows will also be available to download
on demand.

Another innovation are the six channels of Argentine music available on
RAE's website, organized by genre: Tango, Folk, Rock, Pop, Jazz and
Classical, that will play music 24 hours, with playlist in constant
expansion and a radio sound, that's to say, with a presentation of songs,
that will provide additional data about the tunes.

This way, listeners will be able to enjoy at any time of the day the best
works by artists such as Charly Garcia, Yupanqui, Piazzolla, Sandro,
Malosetti, La Camerata Bariloche, announced in various languages, with a
radio format. This is part of the new design of what we call DIGITAL RAE.

The daily programs of RAE cover various topics developed jointly by the
new production team of RAE as well as the language teams. After the news
bulletin, with the inclusion of music and bite-sized features about
various topics.

In addition, we'll now have a new interval ID signal.

The schedule for our station in all languages now will be:

TUESDAY:   Argentines Without Borders / La Folklorica
WEDNESDAY: The Conversation/Argentine Roads
THURSDAYS: Welcome/Science and Technology
FRIDAYS:   Multi-Sports Center/Histories in Common

On Saturdays, a SUMMARY OF THE WEEK will be broadcast, followed
by ACTUALIDAD DX.COM.AR, the new segment dedicated to DXing, radio,
media and information technology.

This program will be produced and presented in Spanish by ARNALDO SLAEN
and RAE'S director, LUIS MARIA BARASSI, featuring news about radio and
technologies applied to communication, plus audio files, interviews,
etcetera. The program will have an average duration of 25-30 minutes.

This format will be broadcast also on various languages and will not only
be available on RAE's website, but also in the spaces dedicated to
DX-related content on the web.

Finally, Sundays will be the day of program THE BRIDGE, a weekly space
focused on the contact with listeners, music and interviews. The show will
also pay homage to classics of international broadcasting such as the
STATION OF JOY and similar programs that left their mark in the history of
international radio.

The support of all DXing colleagues, radio ham enthusiasts and fans of the
Short Waves is paramount, in order to spread their messages, emphasize the
importance of the shortwaves as well as the need to increase the presence
on various bands, complementing digital content.

A new stage begins for RAE, ARGENTINA TO THE WORLD, with many ideas and
challenges ahead, a phase in which the participation of all sectors linked
to our field will be key for our growth and for the steps that will
follow.

It's important to underline that after many years of being practically
ignored by various administrations, the new stage of Radio Nacional, under
director Ana Gerschenson, and Deputy Director Pablo Ciarliero, includes a
project for RAE, with the participation of the excellent and historic
professionals of RAE, plus the arrival of experts in digital content and
with the incorporation of Adrian Korol, who, beyond his renown for his
work in Radio and TV, is a passionate DXer and Radio Ham fan.

Over the next few days, we'll release the definitive schedule, with
timetables, frequencies and targeted zones for all languages.

The launch of this new phase will be next October 5 at 7PM, at the
Auditorium of Radio Nacional Buenos Aires. We let you know, as well, that
next week a definitive timetable will be released. It's clear that all
ideas, proposals and specially the dissemination to this news will be
greatly appreciated.

Radio Mi Amigo Special broadcast for July the 21st broadcast via Armenia
site. Rec'ed a reply within an hour, saying they sent out all QSL's. The
verification was just a photo of the staff during the broadcast and the
details but not other verification data. It took 27 days to get a reply.

Trans World Radio plans to apply for a second licence for broadcasts from
its present site at Parakou, Benin.

The first transmitter on 1566 kHz went on the air in 2008. Years ago, the
Protestant missionary broadcaster also announced plans for a short wave
transmitter, but this idea was evidently dropped.

The 200 kW-transmitter will broadcast on a medium wave frequency.
Although the frequency is not yet announced.

Dear praying TWR friends, colleagues and partners,

Some time ago a plan was conceived to extend TWR Africa's broadcasts to
focus more fully on Nigeria in West Africa. Over time God watered the
seeds of this plan until it matured into a firm resolution to see more of
the 180 million people of Nigeria served with the Gospel of Jesus Christ.

Our bold plan sees the installation of a second 200 kW AM transmitter at
the present TWR West Africa Transmitter Station (WATS) along with a
suitable antenna system to cover Nigeria. The granting of a second
broadcast license is therefore critical as it will enable us to broadcast
for more hours to Nigeria and surrounding countries. Imagine the impact
that these broadcasts would have on the people of West Africa but more
specifically on those in northern Nigeria, hotbed of religious radicalism
and also one of the least reached regions on the African continent.

With this prayer appeal we ask that you, our fellow workers in the Gospel,
stand with us for 15 weekdays of earnest and committed prayer for God's
will to be done related to getting a license, building up the transmitter

This is listed in WRTH 2016 as Voice of the Broad Masses of Eritrea,
program 2, 100 kW, irregular (and program 1 on 7200 kHz). 7175 kHz was
first reported reactivated in the local evening of Sept 14. Wolfgang
Bueschel then found the jamming too, presumably by ETHIOPIA. Hey,
Ruxandra, shouldn't your DRM Consortium be promoting this additional
valuable application of DRM noise-producers? BTW, I also had checked after
0400 UT on Sept 15 and did not hear any of these intruders into the
exclusive worldwide 40 hamband; already off?

back but I don't think I have ever seen a response this way.

GERMANY   Deutschlandradio brand to disappear.

Deutschlandradio will in next year abandon this name as a media brand.
What is now Deutschlandradio Kultur will then become "Deutschlandfunk
Kultur" while DRadio Wissen, the digital-only station with a whopping
market share of at present 0.03 percent (16,000 listeners per day in the
whole of Germany), will be called "Deutschlandfunk Nova".

Goal of this move is to use only a single brand, the most widely known one
they have. They consider it as essential for being clearly recognized in
the digital world (i.e. outside the broadcasting zoo) where they already
see a great rise in the use of their offerings.

This move is a bit sensitive because Deutschlandfunk at Cologne had
considered itself the only legitimate national broadcaster until the
federal states decided to have a Berlin branch as well, created by merging
RIAS and Deutschlandsender. This merge did not go well at all (thus
history is not history in this case), as described in this newspaper
report from 2014 which, I'm told, does not make up the situation.

Of course it is not true that the last mediumwave transmitter in Germany
has been switched off on New Year's Day, with Vilseck 1107 kHz still being
on air. That's just the narrative successfully established by
Deutschlandradio PR.

And "covering Central Europe": You can check out for yourself now, the
transmitter has been turned on a few days ago with a special test loop
(not the audio on the web stream that goes out on FM, too) of a voice
announcement and morse code. At night I found this morse code poking
through the jumble of Italy and Spain in the Netherlands and likewise,
except that 1575 is mostly Italy here, also 100 km east of Halle.
But that's about all.

The mediumwave transmitter was supposed to achieve 0.5...0.6 kW, to be
installed at the same ham radio facility as the temporary FM transmitter
(on a frequency used already on earlier occassions).

HUNGARY   540 kHz new NAUTEL unit in Solt Hungary. Die Mittelwelle 540 kHz
strahlt in 7 Nachbarstaaten und nach West Europa ab. Ueber die Sendezeit
nach dem Umbau / Renovierung / Antennenschaltmimik muss man sich mal
kundig machen.

Jedenfalls war die Sendezeit seit dem 1 August 1995 nicht mehr 24hrs,
und die Leistung auch reduziert von 2000 auf 1000 kW;

sondern beschraenkt:
0326 Mon-Fri / 0356 Sat-Sun - 2004 UT.
oder bei Sommerzeit 0355 - 2135 UT.

HUNGARY   540 kHz Solt, Hungary retimed. Last Sunday (12 Febr, 2012) and
yesterday (16 Febr) I've monitored 540 kHz Solt (read SHOLT), and I can
confirm they had retimed Kossuth Radio as follows:

The Hungarian Radio
Radio MR1-Kossuth is continuing transmission on Medium Wave 540 kHz,
every day. Weekdays they begin at 0355 UT. They close down at 2135 UT.

Language: Only Hungarian. This transmission is important for the State,
spreading information about Hungary to the surrounding Hungarian speaking
population, living in Romania, Slovakia, Ukraine, Serbia, Slovenia, and
Croatia.

History MW OFF in 2011 year:

MKR first appeared on 1341 kHz on 26 May 2004 and started its
official service four days later. First the old 135 kW transmitter at
Szolnok, until 1998 run on 1188 kHz, has been used. In spring 2005 a
synchronized transmitter has been added at Balatonszabadi near Siofok,
a site that had earlier been replaced by the new 500 kW facility
at Marcali and only kept as spare since.

Originally Balatonszabadi had such a 135 kW transmitter as well, but I
understand that it has not been reactivated and the 1341 kHz service from
this site started straight with a new TRAM 200 unit, as it has later been
installed at Szolnok, too. An echo that appeared immediately after the
activation of Balatonszabadi seems to support this assumption.

whole time; local Jakarta weather, then on to regional and international
weather; mostly playing pop songs; many V.O.I. IDs. Mostly fair, on a day
of unusually good propagation.

need to ask for your help again. Today (Sept 19) heard what I presume was
the open carrier of Radio Birinchi at 1350 UT, but unlike all my past
receptions (and all your past ones too), seemed to be close to exact
frequency 4010.0 kHz. (ex: 4009.8 kHz).

Perhaps I am wrong? Can you please confirm what their frequency is now?

BTW - Radio Rossii (5900 kHz), on Sept 20, had the same poor audio/strong

case at that time and usually gone within an hour, leaving Radio Rossii
in the clear.

Radio Sakha has not stopped broadcasting, but I certainly understand your
observations.

Sept 20, on *7345* kHz, at 0946 UT, heard Radio Sakha already on the air
before their normal sign on time of 1000 UT. At 1000 UT IS (Jew's harp)
and 4 + 1 time pips; into the news. Clearly this 7345 kHz signal was via
their much stronger transmitter.

7295 kHz on the other hand was well below threshold level audio at 0947 UT
and during subsequent checking till 1041 UT; found I was unable to even
confirm was // to 7345 kHz, as the signal was so weak.

So I can understand your not hearing 7295 kHz recently. In the past I have
noted that they occasionally like to change the transmitter assignments,
so in the future 7295 kHz again may prove to be much stronger than
7345 kHz, but not at this time. Of course after 1101 UT, the 7345 kHz
frequency has serious QRM from the sign on of CNR1, on the same frequency

TANZANIA   [Zanzibar]  11735 kHz.

I'd love to know that the beam / azimuth of Zanzibar Broadcasting's
11735 kHz signal is. It's listed as 50 kW non directional, but solely
based upon the signal I get from it everyday here in Alaska, there's no
way it's non directional [??? wb.].

BUT, a google map trip was taken and the ZBC site found, showing what is
clearly a directional antenna set up.

Hi Paul. I don't know the situation in Zanzibar nowadays but around 1999
the engineer at Sauti ya Tanzania Zanzibar informed that the 25 meterband
antenna is rhombic and transmissions were meant for Zanzibarians working
in Oman/Persian Gulf area.

Yes, that was the old installation maybe TZA Chumbuni 7.2 km away of Dole,

TX were always - in 80ties to 2003 year -
very odd fq from Dole like 6014.5 or 11734.1 kHz. These were object of
DXers scene discussion in Oct/Nov 2003, when the Zanzibar SW tx WERE OFF
totally.

But not the most modern BBEF Beijing Made in China TX and curtain antenna
seen on Google M/E, which outlet is very even x.000 kHz now.

The Chinese built the new BBEF  TX up in 2004 year:
New instllation appeared after 20 months again in July 2005.

6015 kHz even appeared on Dec 2004 first test,
and the even 11735 kHz outlet regular on air from July 2005 again.

History of 2005 year:
Maybe I'm stating the obvious, but have we considered that this may be a
relay from somewhere else? Tanzania was never on any other freq but just
below 11735 kHz. This is how I always ID'd the tx. With it being exactly
back on 11735.00 kHz even suggests to me a different tx, and with more
and more broadcasters relying on relays from fewer and fewer
organizations, the thought has crossed my mind. Any other omments?

Abdulrah'man M. Said (for the director of the Voice of Tanzania Zanzibar),
return postage 2 IRCs, nice stamps on their air mail envelope.

Some quotes: "The Management is very much happy with your report ... It is
very unfortunate that at the moment we do not have a QSL-CARD [Isn't that
the phrase from a lot of other stations, too?], but I hope this letter
will serve the pupose [It does!]."

"We have 178 personnel. We run a 15 hrs tx every day from 0600 oclock to
0900 oclock in the morning and later on from 1200 noon to 2400 oclock
midnight." "We have two txs, a 50 kW SW tx and a 50 kW MW tx located 5 km
apart." "Furthermore I would like to request yourself to do some printing
of the said QSL-CARD WHICH ARE OF GREAT DEMAND HERE. We will be using the
cards to answer back our listeners all over the world."

and German National Enzio Gehrig (lived in Spain) had visited the station
and engineers staff too in July 1999, and reported of the radio
organization:

RTZ employs more than 150 people, including 18 announcers and
10 technicians. The stn bcs 8 hrs a day on 11734 kHz using a 50kW Chinese
made txer and a rhombic antenna directed towards Oman, where a large
number of Zanzibar nationals reside. A // progr is bc during 18 hrs daily
on 585 MW, using a Harris txer, also 50 kW. All bcs are in Swahili
language, incl a rebc of a 30 min DWL nx progr which is txed by satellite
directly from Cologne to Zanzibar three times a day.

En bcs are planned for the future. Also, the stn has plans to bc in FM
stereo if they can get the funding from the Tanzanian govt. The bc house
is impressive, and was built in 1993 with financial and technical help
from CHN.

really heard with Qur'an - like a few minutes after broadcasts start.

Checked on Sept 17 TRT Ankara muslim outlets, but Uyghur language section
at 02-03 UT slot is the un-comfortablest time to monitor here in Europe.

Now at 1000 UT TRT noted both Tatar muslim and Georgian orthodox target
audience, came late on air around 2 minutes later than scheduled.

Both programs female presenter spoken, and after 15 minutes rather modern
smooth like mixed Turkish/Spanish songs, not Holy Quran muslim content.

Not as strong like 500 kW - maybe that 'full power' only for Turkish
services now ? - rather decreased to 250 / 125 kW?, noted Georgian
language section 9655.007 kHz  S=5-6 or -93dBm in remote SDR units on
Finland-Mauno's place, Germany, Austria, or Switzerland.

9855.022 kHz Tatar rather stronger modulation, but same power like above,
latter px TX end at 1025:05 UT, but 9655 kHz Georgian was still on air -
further.

13650.017 kHz exact measured, when tuned in 22 mb at 1027 UT on Sept 17,
1030-1100 UT EMR 500 kW 72 degr UZBEK to Asia, was on air.
Female presenter in Uzbek.

11825 kHz Turkmen at 1200 UT, TOTALLY MIXTURE of co-channel
VoA Chinese Tinang PHL, and CHN Jamming,
not usable monitoring of TRT signal possible.

13710.006 kHz in Urdu language, 1200 UT,
rather Turkish string music and modern jingles.

15410.024 (ex 11700) kHz Uighur language section,
modern Turkish mx and many modern orchestra TRT jingles
S=7-8 in Germany, no muslim program at 1231 to 1259 UT.

At 1245 UT Radio Cairo started powerhouse on 15400.072 kHz,
started technical test tone procedure of 1, 2, 3, and 4 kHz test tones.

to hear what J. P. Ferraro on 'Shortwave Saturday Night' has to say about
his new schedule. Converted to UT, it's 22-23 UT on 7490 kHz, 23-24 UT on
7490 & 3250 kHz, 00-01 UT on 3250 kHz only (at 0007 UT Sept 25 here,
3250 kHz is but a JBA carrier in storm noise level.) Makes way for:

7490.05, UT Sunday Sept 25 at 0007 UT, new WBCQ program 'Mike & Cathy' is
underway, talking about Tiger Woods, not of interest to me. Has lots of
embedded commercials. Recheck at 0041 UT, now with Freeway Auto Center ad
for a car meet coming up Saturday September 12 (?? This year, Sept 12 was
a Monday; leaping back to 2015, it was Sat). Other ads, then promotion for
originating station, KCAA 1050 AM, "Inland Empire", superlatives such as
"unique, interesting, quirky", "with FM sound quality on AM",
KCAAradio.com "The station that leaves no listener behind, Loma Linda".

Call-in phone is 888-909-1050. Next topic: the 40 pastors. They say this
is their very first show, so dug out of the archives, or just now starting
on KCAA too? This 00-01 UT Sunday show has bumped J. P. off his three-hour
