As usual listen to enclosed recording of Radio Tirana morning Albanian
service on Dec 27. Taken around 0947 UT, slight BUZZY AUDIO heard as
always on shortwave channel,

12 x 100 Hertz peaks either side distance apart main power - B U Z Z -
PEAKS visible on SDR rx screen, + 50/150/250 Hertz apart too.

S=7 signal on Zakynthos Island in Greece, S=8 in Madrid Spain,
S=9+10dB in Rimini/Bologna Italy area.

1394.908 kHz  Radio Tirana, Fllake on mediumwave, S=9+10dB in
Rimini/Bologna Italy area, at 0952 UT on Dec 27.

Abend in Zentraleuropa zeigt ein deutlich zurueck genommenes Klangbild,
gegenueber den ersten Tests auf 6145 kHz von Christian Milling mit dem
Hollaenderprogramm damals vor 2-3 Monaten.

Nix mehr uebersteuert, eher zurueck genommen mit S=9+5dB oder -68dBm.
Und begrenzt auf exakt 10 kHz Bandweite.
Alles verstaendlich anzuhoeren,
mit R Caroline, R Super, R Mi Amigo Ansagen.

Ansonsten im 49mb deutlich staerkere Stationen zugange,
wie CRI Urumqi, CRI Cerrik Albanien, TRT Emirler, RRI aus Rumaenien.

Handytelefon, die Audio klippt und vernuschelt etwas bei schmaler
3.5 kHz Bandbreite Ausgabe,

der Interviewer hat dagegen eine voluminoes gutklingende Audio von 5.4 kHz
Weite. Also am Sender und der Aussteuerung wird die unterschiedliche
Wahrnehmung nicht liegen.

BULGARIA  According to posting on "Shortwave Airtime" F_B page yesterday

"Spaceline Ltd and Radio Nova News to start transmission to Antarctida
for campaign for access of information to the Bulgarian Antractic base.

Shortwave is the only media that can reach directly Antarctida at
distance of 13.000 kms. Transmissions will start on 1'st of January,
0100-0200 UT daily on frequecy 11600 kHz. For more information visit

CANADA   {NEWFOUNDLAND}  6159.97, on Dec 24 at 2222 UT, JBA signal here in
English, no doubt CKZN, which I had not been hearing for a few nights and
wondered if they were off like CKZU. Apparently just not propagating.

Philip Hiscock (in St. John's, Newfoundland, about 7 km in a straight line
from the transmitter), had replied,
"Glenn, I just tuned to CKZN 6160 kHz and it is on air right now. It is
just after 1400 UT on Sat 24 Dec 2016"

And Richard Langley replied Dec 24:
"Weak signal from CKZN here in New Brunswick with just the Tecsun PL-880's
whip antenna indoors at 1700 UT with the NRC time signal"

the usual External service, and often distorted or extremly low audio.

Well, at least the Arabic transmission between 1400-1500 UT sounded the
same as before. Maybe they are just unable to produce English and French
1600-1800 UT for some reason and play other programming instead?

ETH origin, tuned-in at 03.53 UT, interval signal start. Listen to pause
signal at 03.53 UT to 04.01 UT, when daily program start.

Tuned in at Doha Qatar around 0353 UT on 7233.074 kHz,
carrier only S=9+20dB noted in Doha Qatar,
start of UNID station pause signal with 3 ... 4 announcements
around 03.54 UT til 04.00 UT,
then reached 7233.156 kHz, played 04.03 - 04.09 UT HoA music,
at 04.10 UT reached 7233.252 kHz S=9+25dB,
some political comment on Afghanistan, Pakistan could be noted til 04.18.
at 04.15 UT reached 7233.354 kHz S=9+25dB,
always limited bandwidth.

At 04.18 HoA music started again, reached 7233.423 kHz frequency.

At 04.30 UT reached 7233.564 kHz S=9+25dB,

and - the EBC technician switched at Gedja to  !! WHITE NOISE !! audio
broadband jammer sound, started 7223 - 7243 kHz, hit as noise also 3 kHz
range of adjacent VoTurkey Emirler English program on 7240.004 kHz,
TRT "Question of the Month" program at 0436 UT,
latter reaches S=9+35dB strength, // TRT Emirler 6080.002 kHz S=9+5dB.

Signal heard always at remote SDR units at
Doha Qatar, Moscow Russia, various in Italy, Madrid Spain,
Grenoble France, Belgium, The Netherlands, Liverpool England, Ireland,
central Sweden.

When checked again at 04.45 UT - the Ethiopian signal had been dis-
appeared totally.

FRANCE   162 kHz [Lux effect 234 / 183 kHz]
The audio of France Inter was switched of right at midnight France local
time on Dec 31. From then on, I hear on 162 kHz very strong 234-RTL, and
183-Europe1 mixture.

Surprisingly Europe-1's audio signal is much weaker, despite their tx
sites are not very far apart from each other.

The 162 kHz Luxembourg effect can he heard in a wide area accross Europe
via remote rx.

in French language is a Luxembourg effect mixture signal of
- stronger - RTL 234 kHz,
- and lower EUR1 183 kHz signal strength.

FRANCE   End of the Long Waves 162 kHz, AM modulation. Transmitter
Allouis, Latitude 47.168798, longitude 2.204326. 2 towers of 350 meters
(each tower weighs 600 tons). Power output 2000 kW during the day and
reduced to 1000 kW at night.

France decided to stop its emissions in long wave AM at Dec 31, 2016 at
23H59 local time / 2259 UT.

The disappearance of amplitude modulation, scheduled for the end of 2016,
should enable Radio France to 13 million Euros in savings. She signs the
end of an era.

However, the transmitter should be saved. Indeed, there is an atomic
clock, giving hundreds of thousands of receiver as French legal time.
Allouis, will retain a vocation scientific and legal.

Since 1977 the Allouis transmitter is also used for the transmission of
signals from an atomic clock installed in the main building.

It takes less than one second error in a million years.

Time signals are issued in phase modulation.
Their transmission format is similar to that of the DCF77 time signal.

Time signals allow access to French legal time and synchronize clocks.
Reception modules are marketed for this purpose.

The financing and maintenance of the system are provided since 2004 by the
French Chamber of watchmaking and Microtechnology (MFHC).

These signals are widely used in key sectors of industry requiring
synchronization reliability: production and distribution of electricity,
air transport, rail and road as well as for the management of public
lighting, the synchronization of traffic lights crossroads, etc.

It's official, France Inter lost the licence to broadcast on LW from
Allouis 162 kHz. Here is the text published this morning in the Journal

mau waren, habe ich mich mal bei OM Bernd-Andreas Moeller in Chemnitz
erkundigt. Dieser OM beschaeftigt sich schon seit Jahrzehnten mit der
Rundfunkgeschichte, speziell mit der Zeit des 2.Weltkriegs. Von ihm stammt
uebrigens ein Buch zum Einsatz der mobilen deutschen Sendeanlagen im
Krieg.

Zum Sender Allouis schrieb er mir nun folgendes:

Die Aussagen in dem Bericht zu Allouis sind, was die Zeit bis 1945
betrifft, im wesentlichen korrekt. Einen "Hoher Nachrichtenfuehrer" gab es
natuerlich nicht, gemeint ist der Hoehere Nachrichtenfuehrer beim
Militaerbefehlshaber Frankreich, der fuer die Anlage verantwortlich war,
aber das ist nicht so wichtig.

Einer der beiden Sender-Halbzuege wurde, nachdem die BBC ihre Sendungen
Ende 1941 auf 200 kHz wieder aufgenommen hat, dort als Jammer eingesetzt.
Nach Beschaedigung der Anlage nahm man als erstes diesen Sender wieder
provisorisch in Betrieb, dagegen den fuer Rundfunksendungen genutzten erst
etwa ein halbes Jahr spaeter.

So wichtig war das Stoeren!

Anfangs (1940) liefen auf 182 kHz deutsche Sendungen fuer die
Besatzungstruppen, dann Radio Paris (fuer die Franzosen im besetzten
Frankreich), spaeter bis zur Zerstoerung der Deutsche Europasender West.

Das habe ich dem Gedaechtnis aufgeschrieben, wenn Du Details und genaue
Daten benoetigst, muesste ich sie aus den einschlaegigen Akten
zusammensuchen.

weather on 162 kHz was on 25th December:  (translated from French)

France Inter ends long wave and says fare well to its marine weather

From 1 January, the station will stop broadcasting on long wave, marking
the end of the famous marine weather.

This is the end of an era of just over a hundred years. From 1 January
2017, the public service will no longer transmit on long wave. France
Inter will stop broadcasting its programmes on the famous frequency
162 kHz, marking the end of a way of spreading the radio launched in the
early twentieth century. Also called low frequency, this technique
allowed to cover almost all the territory, especially the maritime zones.

For the initiated, the long waves are indissociable from the marine
weather. Since 2008, this weather report for seafarers, previously
broadcast to all listeners, is only issued on this frequency. And the
displeasure of many listeners who regretted in letters sent to Radio
France by the end of this universe apart in the radio landscape.

According to Radio France, the decision to put an end to the long wave
programmes allows the station to achieve almost ? 13 million in savings
per year. Management is responsible in particular that the public service
covers 97% of the population with its FM frequencies, and the remaining
3% can listen to the radio through the internet.

But some columnists of the station do not share this opinion. Backed by
the team of "If you come back I cancel everything," the comedian Charline
Vanhoenacker wrote an open letter to denounce the end of the broadcast of
France Inter on long wave.

"Inside the country, our programmes will no longer reach the countryside
where the FM is unreliable, and they will no longer enter the boats of
sailors who chose our voices for company, and inquired about the marine
weather".

The humorist regrets in passing that his chain did not take the turn of
the RNT (digital terrestrial radio) which would have prevented the
listeners on long wave being left behind. He concluded: "The public
service continues its socially useful work, but only for the connected
society."

The enigmatic language of sailors.

In an article published on the website of France Inter, the station seems
to assume that choice with its audience, explaining that many remedies are
possible to continue to listen to their radio station. Regarding the
judgment of the shipping forecast, another article says that this practice
had fallen into disuse, and that sailors do not need this programme to
know the conditions for navigation.

Nostalgics will have been able to listen to the latest marine weather on
Sunday, December 25, just after the news bulletin of 8 pm. For years
Marie-Pierre Planchon, Patricia Martin and Brigitte Forest gave a
meteorological bulletin on the international maritime zones called Circeo,
Cromarty, Fisher, Iroise, Pazenn and Palos.

Last year, France Culture devoted a documentary to marine weather and its
fans. It described this radio band as follows:

"The marine weather on France Inter is a small newsletter written in the
enigmatic language of the sailors, which is a mine of nothing, has entered
the imagination of a large number of people. (...) Parisians huddled in
their bed to the langoustier fishermen of Iroise and Yeu. "

The National Frequency Agency (ANFR) was commissioned by the
Government to maintain the broadcast of the hourly signal after the
stop of France Inter GO in late December. This service is
widely used in key sectors of French industry to synchronize
more than 200,000 clocks.

France Inter on Long Wave, broadcasted throughout the metropolitan
area on the frequency 162 kHz from the TDF site of Allouis (Cher),
will stop at the end of December 2016. Since 1977, the frequency of
France Inter transmits also a reference time signal elaborated from
atomic clocks. This signal is inaudible but, when it is picked up by
an appropriate apparatus, it provides French legal time.

Some public service undertakings, such as SNCF, Enedis or Aeroports de
Paris, but also local authorities, use this signal to synchronize
clocks in public places, information panels, Public lighting or the
synchronization of pay and display machines.

This radio-synchronization service on the 162 kHz frequency provides a
time reference of very high accuracy and reliability. It has the
advantage of being better received in indoor spaces than other time
bases, such as GPS or mobile phone networks.

The Government wished to maintain the broadcasting of these hourly
signals after the termination of France Inter's programs. In this
context, it has mandated ANFR to organize the maintenance of this
broadcast as of 1 January 2017. ANFR, in close association with TDF,
the CFHM (French Chamber of Watchmaking and Microtechniques).

And the main users of the signal, will carry out tests from early 2017 to

remain on 162 kHz from January 1st 2017. Note, that relay of France Inter,
will stop on December 26th. After the transmitter will broadcast a message

FRANCE   According to an article in today's Liberation, the last ever
broadcast of the French Shipping Forecast ("meteo marine") will be on
Sunday 1 January at 2004 (i.e. 1904 UT). From the article, it seems that
the meteo marine has as much a place in France's culture as the Shipping
Forecast does in Britain's.
It has been broadcast only on 162 longwave since 2008.

und an die Antenne angepasst werden kann, ohne grosse Umbaumassnahmen am
dortigen Standort vorzunehmen.

In Donebach und Mainflingen waren solche Aenderungsmassnahmen bei der
Langwelle immer eine aufw/ae/endige Sache.
Und in Oranienburg oder Burg in der DDR genau gleichermassen.

FRANCE   Last night the plug was pulled on speech being carried by the 2MW
Allouis 162 kHz array. I have changed the studio address details so that
they now point to the BIPM building. I will keep a close eye on whether
any DXers notice a reduction in signal strength carrying the time signal.
Stations like DCF77 and MSF operate with less than 100 kW. Obviously the
situation re 162 kHz is fluid at present.

Technische Spezifikationen: Phasenmodulation des Traegers von +1 und -1 rd
in 0,1s jede Sekunde bis auf die 59. Sekunde jeder Minute. Diese
Modulation ist doppelt zu indizieren, durch Binaer 1.

Die Nummern die Minute, Stunde, Monatstag, Wochentag, Monat und Jahr
werden jede Minute von der 21. zur 58. Sekunde gesendet, in
Uebereinstimmung mit der gueltigen franzoesischen Zeitskala.

Zusaetzlich zeigt ein Binaer 1 in der 17. Sekunde an, dass die Ortszeit
2 Stunden vor der UTC ist (MESZ), ein Binaer in der 18. Sekunde zeigt an,
dass die Ortszeit 1 Stunde vor der UTC ist (MEZ), ein Binaer 1 in der 14.
Sekunde zeigt an dass der laufende Tag ein Feiertag ist. Ein Binaer 1 in
der 13. Sekunde die Zeit an, dass der laufende Tag ein Tag vor einem
Feiertag ist.

La modulation de phase est de +/- 1 radian, avec une pente de +/- 40 rd/s,
soit +/- 6.36 Hz. A chaque seconde, on transmet un bit 0 avec un aller
retour simple, et un bit 1 avec un aller retour double en phase. Les deux
premieres tranches sont pour les info horaires, les 7 suivantes pour des
donnees numeriques (non utilisees), la derniere tranche de la seconde
n'est jamais modulee pour permettre la synchronisation.

Le tableau ci-joint detaille la composition du message

Dans les 2 systemes, la seconde 59 n'est jamais modulee pour permettre la
synchronisation. Cette pause dure au moins de 58.850 jusqu'a 59.950, soit
un silence de 1100 ms.

On dispose ainsi de 59 bits d'information, dont seulement 42 sont
utilises. Les bits des secondes 0 a 15 inclus sont utilise pour des
informations internes sans rapports avec l'heure ou la date.

Les champs principaux sont proteges par une parite paire, c'est a dire que
la somme de tous les bits du champs y compris la parite doit etre paire.

Le message code indique l'heure valide a la seconde suivante, par exemple
si un message transmet 22:00, il sera 22h00 a la minute suivante.

GERMANY   [and non]  11650 & 9790, Dec 24 at 1907 UT, JBA carriers on two
of the publicized frequencies for NDR's annual Xmas eve broadcast for
mariners, 'Gruss an Bord'.

I knew it would be rather pointless to try to hear it in deep landlocked
North America; nothing audible on other listed frequencies 9810, 9740
(which turned out to be on 9470 by mistake), 6145, 6125 kHz.

Second bihour is on a mostly different set of frequencies; checked amid at
2204 UT: JBA carriers on 9590 kHz, 9765 kHz; 9830 kHz JBA but fighting a
local birdie; 9650 kHz weak signal barely modulated but later in French,
likely Guinea; nothing on 5935 kHz or 6145 kHz, the latter reported to
have been turned off by Armenia before the second segment.

5 Jahre Haft. Das war die potentielle Hoechststrafe fuer illegales Senden
in der BRD. Jan van de Loo wurde 1980 in Muenchen verurteilt: zur
Abschreckung. Im Gerichtsurteil wurde als Begruendung herangezogen, dass
in der Bundesrepublik die Zahl der Piratensender ueberhand nehme.

DCF77  hat noch zusaetzlich Antennen-info (normal / backup)

Das gibt's bei DCF77 nicht mehr:

Frueher wurde die suedoestlich 1,2 km entfernte Antenne als Reserveantenne
verwendet und beim Umschalten gab es je nach Ausbreitungsrichtung einen
deutlichen Sprung der Phase.

Seit die ehemalige Reserveantenne an EFR (Rundsteuertechnik) vermietet
ist, wird eine 350 m entfernte Antenne als Reserve verwendet und seitdem
wird die Verwendung der Reserveantenne nicht mehr signalisiert.
Mittlerweile signalisiert die Sekundenmarke 15, dass jemand zur
Sendeanlage kommen soll.

(Die Ringe sind die Abstandshalter der Draehte der eigentlichen
Sendeantenne.

Die Antenne haengt an den sechs, zwischen den Masten horizontal
gespannten, Seilen, die gleichzeitig als Dachkapazitaet dienen. Die
Speisung erfolgt wie ueblich von unten durch den Dachisolator auf dem
Abstimmhaus. -> "T-Antenne".

Alle noch vorhandenen LW-Antennen in Mainflingen sind prinzipiell gleich
aufgebaut, die Masten sind nur die Halter fuer die Seile.)

GERMANY   Grosser Feldberg / Taunus Hessen, 98.7 MHz an den DLF Cologne.

Der Deutschlandfunk steigert seine technische Reichweite in Hessen und
Rheinland-Pfalz, Bayern und Baden-Wuerttemberg.

Nach mehr als zehn Jahre waehrenden Verhandlungen wird Deutschlandradio
am 18. Januar 2017 die Frequenz Grosser Feldberg/Taunus 98.7 MHz vom
amerikanischen Militaersender AFN (American Forces Network) uebernehmen.

Mit einer Sendeleistung von 60 kW wird dieser Sender den Empfang des
Deutschlandfunks in Hessen und angrenzenden Bundeslaendern deutlich
verbessern. Mit der Uebernahme am Grossen Feldberg/Taunus erreicht der
Deutschlandfunk in Hessen ca. 5 Millionen Einwohner zwischen Marburg,
Aschaffenburg, Bad Kreuznach und Mannheim. 15 derzeit genutzte
Kleinleistungssender werden ersetzt und abgeschaltet. Der Deutschlandfunk
ist dann durchgehend auf UKW zu empfangen.

Ueber die Frequenz 98.7 MHz wurde bislang das Programm des amerikanischen
Soldatensenders AFN ausgestrahlt, das sich an die im Empfangsgebiet
stationierten Truppen richtete. Die Reduzierung der amerikanischen
Streitkraefte in Deutschland auf deutlich weniger Standorte ermoeglichte
jetzt einen Frequenztausch: Deutschlandradio erhielt die reichweitenstarke
Frequenz Grosser Feldberg/Taunus. Im Gegenzug wurde aus Teilen der
bisherigen Frequenzinseln des Deutschlandfunks ein auf den Bedarf der
amerikanischen Streitkraefte zugeschnittenes Sendernetz geschaffen.

Der Intendant des Deutschlandradios, Dr. Willi Steul, wuerdigte in Koeln
die hohe Kooperationsbereitschaft der beteiligten Institutionen: "Die
zusaetzliche Frequenz ist ein starkes Signal fuer den nationalen Hoerfunk.
Moeglich wurde dieser Frequenztausch durch das grosszuegige Entgegenkommen
der amerikanischen Regierung. Umgesetzt wurde der Tausch durch ein
grossartiges Zusammenwirken der Landesregierungen, der
Landesmedienanstalten sowie der Bundesnetzagentur. Die Aktion ist ein
wirklich schoener Erfolg fuer alle Mitwirkenden."

RWANDA [non]  15419.97, Saturday Dec 24 at 1812 UT, S=9+10dB in African
language, lo fi with hum, reminds me of R. Munansi for Uganda which has
been and apparently still is on very weak 15240 kHz WWRB at same time.
Still going at 1830 and at 1848 UT I can tell it's not // 15240 kHz.

Nothing but M&M conversation whenever I check, until 1859.4 UT cut to a
few seconds of African choral music, and off before 1900* UT.

Turns out what I have been hearing is Radio Itahuka's weekly broadcast,
1800-1900 UT, 250 kW, 320 degrees via MADAGASCAR, also good for North
America far beyond, explaining the good signal, better than most on 19m.
It replaced Radio Inyabutatu in November, and Kai Ludwig refers to their
website

which is mostly in Kinyarwanda, but one item in English, including a
certain disdain for Pres. Kagame: "President Kagame has threatened to kill
other nations' elected Presidents and in some cases, strong evidences and

opposition to Kagame.

really a carol. Modulation level surges up and down a bit.

the occcasional skit into a show always worth tuning in to".

presumed from WBCQ but he got no ID, so possibly a pirate/imposter. BTW, I
am now wondering if it was really 'Dead Frog Radio', a known WBCQ show
elsewhen, from the alleged prisoner.

scheduled now on 12025 kHz, only AIR Goa Panaji at 1600-1830 UT. I tune
past here almost every morning and this is heard for first time.

Earlier in decade the former USSR bcasts from Tashkent Uzbekistan

West Africa. CFRX don't get no respect, and don't get no protexion as the
Canadians fail to register it with HFCC; unlike the Germans who do
register their 6070 kHz for 24 hours, but Vatican ignores them too.

EDXC Conference 2017

Happy New DX Year to all SW folks!

The Finnish DX Association wishes you all good DX for 2017.

We also have the pleasure of inviting all DXers and shortwave listeners to
join the jubileum European DX Conference to be held in Tampere, Finland on
18-20 August 2017. It is time to celebrate, as this year is Finland's
centennial and The European DX Council will have its 50th anniversary.
The meeting will be organized by The Finnish DX Association
(soon to be 60 years) and Tampereen DX-Kuuntelijat (local DX club
celebrating its 50th anniversary).

We will follow our tradition of successful EDXC conferences held in
Finland in 1971, 1987, 1992, 2002 and 2008. So it will be three days of
lots of program, lots of events and lots of fun.

We plan to open the website of this conference during January. The website
will be set to be a part of the FDXA website

<www.sdxl.fi>

and when the conference site is open, a link "EDXC Conference 2017" will
be found on the main page.

The conference will start on Friday afternoon 18th of August and end on
Sunday afternoon 20th of August. This time of summer is not anymore high-
season in Finland, so if you like, you should be able to book extra nights
pretty easily and with reasonable prices.

Also a post-conference tour is planned. This would last a few days and the
target would be Finnish Lapland including visits to the well-known LEM and
AIH DX sites and also possibly including a visit to Nordkapp (the
northernmost point of the European continent). If you are interested in
joining this tour, please don't make any flight bookings yet.

The conference organizing committee has been set. The committee chairman
is Risto Vaehaekainu. You are welcome to address your special questions to
rv at sdxl dot org.

Hoping to see many many of you in Tampere next summer!

This is the last DSWCI Newsletter, as the Danish Shortwave Club
International (DSWCI) ceases to exist today, December 31, 2016.

The DSWCI homepage is planned to be online for at least another four
years. It will contain the electronic archives of the DSWCI, namely

- back issues of Shortwave News from 2003 to 2016
- almost all issues of DX Window from # 1 in 1996 to # 570 in 2016
- all issues of Domestic Broadcasting Survey from 1999 to 2016

Broadcasting in Russian Handbook 2017

21th edition of the "Broadcasting in Russian" Handbook, published by
St. Petersburg DX Club, has been recently released. The handbook is the
most comprehensive guide to broadcasts in Russian in AM bands (LW/MW/SW).

It features ALL radio stations transmitting Russian language broadcasts at
present, both from Russia and abroad, that could be received in Russia,
CIS and surrounding countries (totally 56 stations from 32 countries and
territories of the world).

Station listings include frequency and programme schedules, transmitter
location and power, target areas, postal addresses, phone/fax numbers,
Web sites, social network pages, e-mail addresses as well as QSL policy
info. The schedules are generally valid until 25 March 2017
(i.e. during B-16 broadcasting season).

The Handbook is in Russian and distributed as a hard copy only.
