ALASKA HAARP Tests, 20 and 21 Februar: 2700, 3300 kHz, 0300-0340 UT.

Campaign time! Experiments begin in the mid morning 19 February Alaska
Standard Time (AKST) and continue intermittently through the
evening each day through 22 February.

Luxembourg Broadcast

The first radio modification of the ionosphere occurred in the early 1930s
and was an accidental consequence of the new and powerful Radio Luxembourg
transmitter. In certain situations, listeners of other weaker broadcast
radio stations found that they sometimes heard Radio Luxembourg
programming even though it was transmitted on a completely different
frequency. Scientists and engineers eventually concluded that signals from
powerful Radio Luxembourg and less powerful stations were being mixed in
space, that is, through ionosphere modification.

HAARP will transmit a sequence of tones and music using amplitude
modulation (AM) on two different radio frequencies (2.7 MHz and 3.3 MHz)
in a sort of reproduction of this so-called Luxembourg Effect. If
conditions are sufficient and you tune-in to one frequency or the other,
you will hear tones and music from both frequencies. The tones and music
have been specifically composed to take advantage of the Luxembourg

The Luxembourg broadcast will begin as early as 6 p.m. on 19 and
20 Febr Alaska Standard Time (AKST) and conclude by 6:40 p.m. In
Coordinate Universal Time (UTC), the broadcasts will begin as early as
03:00 on 20 and 21 February and conclude by 03:40. Tune in to 2.7 MHz
or 3.3 MHz (2700 KHz or 3300 KHz), or both! The program is approximately
10 mins in duration and will repeat until 6:40 p.m. AKST or 03:40 UT.

ALGERIA 891 kHz, test tone, noted at 1850 UT on Febr 14. (H. Meixner)

891 kHz RTA Algiers ONCE AGAIN testing by the engineers, this noon
on 15 Febr. at 11.10 UT, some S=9+40dB or -30dBm strength in Northern
Italy, Riviera, Marken etc. 1000 Hertz tone audio, very strong
TEST signal, full power 600 kW?

distance audio peaks visible, on either side.

ARGENTINA [and non] 6059.74, on Febr 5 at 2342, very poor signal, no
mod audible, probably SRDA Brasil, on its usual offset. Slightly stronger,
I think in Spanish, another carrier close to 6060.0 kHz, must be Radio
Nacional, rarely heard here, and nothing on its other possible frequencies
9690, 11710.6v, 15345v kHz.

11710.6v on Febr 7 at 0220 UT, NO signal from RAE; it's never strong but
usually detectable on weeknights; and ought to be, compared to Brazil
11780 kHz propagating at S=9+25dB, and the other much weaker 25m ZYs.
I also have not heard anything recently on 15345v kHz in the afternoons.
So is RAE off completely, Arnaldo?

Two weeks now, transfer the TWR Gavar MW 864 and 1350 kHz at 1605-1916 UT
taken with a distorted sound, the so-called "Hm," and since yesterday was
added, and the bird's voice. The interesting thing is that I put the radio
(with feritkoy) Grundig Yacht Boy 80 to a maximum of direction - there is
a very strong "Hmm," and on the floor the minimum is not available.
Another transmitter, or two of the transmitter antennas with two?

It turns on the TWR did not know that their transmission would not be
heard during this time - this includes of course, the program "The Way to
the truth" from Monday to Friday 1640-1710 UT at 864 kHz and the
"Voice of Salvation" on Fridays at 1840-1916 UT on 1350 kHz.

ARMENIA - Monitoring. January 19 from 1745 UT on 1395 kHz frequency
was taken bad, it seems to [be] Public Radio of Armenia (news program
was often mentioned the word "radiolur", by which the almighty Google
and brought to Armenia). SIO 454, the receiver Degen 1103.
At 1800 UT broadcast was interrupted, not taking identification.

In the following days, I was tuned to the same frequency within plus
or minus the same time, but it should be a translation is no longer
heard. I rummaged in the distribution archive and stumbled on your
message as of 25 Febr 2015 when a 1803 to 1830 UT took a non-stop
broadcast of The Beatles songs without ads. If I remember correctly,
since Transmitter for regular broadcasts are not used? I think that
periodic broadcasts its attempt to maintain.

Northwest NSW Australia, on as soon as possibl, can be listened to

Some testing will be available on 3210 kHz Friday night 17th February
1159PM through Saturday morning till 6am or so AEDT. This will determine
if the low power service will continue and whether support is there to go
high power through a US shortwave broadcast relay.

AUSTRALIA 3210 - Unique Radio Tests logged.

The Unique Radio website has been updated once again to announce there
will be another test tonight 11.59pm to approx 4am local (1259-1700 UT
Sunday) using an end fed antenna on 3210 kHz.
Tests may be starting earlier at 9pm local (1000 UT).

I haven't been able to hear them as I missed last night's test and
Friday's tests were cancelled due to power outages at Gunnedah. Conditions
in Sydney last night would not have been the best anyway as we've had some
large lightning storms pass through these past couple of evenings.

[later Febr 19] Unique Radio heard on 3210 kHz in Sydney, 1020-1026 UT
Sunday 19th with music (Identified clips included "She's Got The Look" by
Roxette at approx. 1020 UT, "We are Australia" at approx. 1023 UT, "Man
from Snowy River" at 1031 UT), interspersed with ID's, other short music
clips and snippets of comedy audio skits. Signal would be pretty good here
in Sydney if it wasn't for local storm crashes ruining the bands tonight.
SINPO 35132 at S5-S7 levels with music cutting through the lightning
crashes a lot better than the spoken word.

Unique Radio 3210 kHz monitored on Febr 19 LT from Perseus site in
Brisbane - all I could see was a semi-imaginary carrier presence from
1730 to 1800 UT and 1825 to 1900 UT and certainly no audio of any type.

If the signal was getting out on 3210 kHz, Brisbane would hear it via
ground wave if nothing else. The frequency was also very quiet at the
Brisbane site. I agree with Ron - little chance this will ever make it
to WeCe NA at the current (unknown) power level.

COLOMBIA At 0130 UT on Febr 17, I got this from my new contact in
Colombia, Luis Hernando Cardozo, HK2MIZ:

"DXreport from Bogota, Alcaravan Radio loud and clear at 0120 UT today
February 17th on 5910 kHz. No signal at the same time from La Voz de tu
Conciencia (6010 kHz). SINPO 55555. Typical Colombian music and some
religious messages".

As I told him, until 0300 UT it's blocked by Romania here, but there he
reports no interference at all. So I make a point of checking during my
next session: Febr 17 at 0206 UT there is a low het between them, adding
up to S=9+10dB, RRI in Romanian, and Alcaravan in Spanish talk is up about
5910.06 kHz.

By 0252 UT, RRI is weaker and/or HJDH is stronger so they are closer to
equal levels; and with USB tuning I can also notch out the carrier/het
from RRI if not its modulation. "Running water" ute interrupts briefly as
often happens on this frequency. I'm busy after 0300 UT, but quick check
at 0345 UT finds the carrier from 5910.06 kHz still evident. Maybe it will
stay on late into this night? Only remaining obstacle on 5910 kHz is NHK
in Russian via Lithuania at 0430-0500 UT.

Alcaravan Radio had been missing for weeks, at least from my hearance. As
for sibling station Conciencia, at 0254 UT on Febr 17 I find a JBA carrier
on about 6010.04 kHz, which could be that, or since Luis is not hearing
it, Radio Inconfidencia, Brasil.

EGYPT WTWW Plus Noise audio on 9475 kHz, around 2000 UT - 2258 UT.

There is a mess this afternoon centred on 9475 kHz with weak audio but
noise of some sort stretching from about 9455 kHz to 9495 kHz. Can be seen
clearly on the University Enschede Twente Netherlands SDR waterfall.
Does the noise originate from the WTWW transmitter or somewhere else?

Re: WTWW Plus Noise on 9475 kHz

Wow! -- That's a seriously messed up transmitter.
Thanks for the tip, Mauno. Can use FM mode on the University Enschede
Twente Netherlands SDR receiver to make out the English audio (at 21:40
UT), which seems to be // to the very weak audio on 9900 kHz. The "buzz"
centered on 9475 kHz is heard well here in New Brunswick Canada with
WTWW struggling to be heard above it.
(Richard Langley-CAN, dxld Febr 16)

re noise on 9475 kHz, I've no clear opinion, need a DF direction finding
unit measure ... scratchy metallic like audio sound heard when used AM
mode reception. Similar like China mainland WHITE NOISE scratch jamming
type in past 5 years, against VoA and BBC English sces, 20 kHz broadband.

First reported in Austrian newsgroup A-DX on Febr 13,
signal lasted til 2258 UT CUT OFF at this evening.
Covers the range 9467 to 9497 kHz broadband center FM mode range, but
splatter all over the 31 mb approx 9458 to 9497 kHz range.

Not heard in Japan, Thailand, India, nor Qatar remotes.

But heard well in western Europe, also in KY, MA, NJ / eastern US coast
remotes, and also at Alberta in western Canada.

Following the ABC's decision to cut shortwave radio transmission in the
Pacific, Radio New Zealand International has reassured listeners that it
is committed to its Pacific broadcasts.

"Radio New Zealand International (RNZI) continues to serve people across
the Pacific region, delivering essential day to day news and information
and providing a vital lifeline in times of natural disaster," it said in a
press release.

RNZ CEO, Paul Thompson, has confirmed that there will be no reduction in
Radio New Zealand's commitment to its Pacific broadcast partners. His
reassurance came as Radio Australia closed its international shortwave
transmission service to Papua New Guinea and the Pacific.

Mr Thompson emphasised the importance of RNZI's 25-year relationship with
New Zealand's Pacific neighbours.

"Remote parts of Papua New Guinea, Solomon Islands and Vanuatu who may be
feeling the loss of the ABC can rest assured RNZI will continue to provide
independent, timely and accurate news, information and weather warnings as
well as entertainment to its Pacific listeners," he said.

RNZI has been broadcasting since 1990 to the Pacific. It can be heard
across the region and has proven to be a vital lifeline during times of
disaster. In 2007 RNZI was named international Radio Station of the Year
by the Association for International Broadcasting (AIB).

"RNZI broadcasts timely cyclone and tsunami warnings via shortwave and can
continue to be heard should local broadcasters go off-air due to a cyclone
or other disaster," said the press release.

Mr Thompson said the essential nature of Radio New Zealand's role in the
Pacific has been regularly underlined by the positive feedback to RNZI
following cyclone and tsunami alerts.

"A Vanuatu villager has told our reporter Koroi Hawkins that he knew to
take shelter during Cyclone Pam just because of the warnings broadcast on
RNZI. At times like this we are the essential voice of the Pacific."

RUSSIA / UKRAINE   BROADCASTING   {automatic translation}
- In Russia, a powerful state radio (HF, MW, LW bands) completely stopped
working for a couple of years ago. In this regard, we read an interesting
document. The official representative of the Ministry of Communications
and Mass Communications of the Russian Federation in terms of their
competence, explains the situation and reported the following:

"In all developed countries, including in Russia, there is a gradual
abandonment of powerful broadcasting. This type of radio transmission is
extremely expensive, and the audience is constantly decreasing."

For comparison, we propose to consider the situation from a powerful
broadcasting in foreign countries (based on the annual directory of the
competent "World radio tv handbook (WRTH)" ).

From public sources, it follows that, in the United States on medium wave
transmitters operate about 2000 up to 50 kW, including about 200
transmitters 50 kW.

In Germany, the widely used DV range, the maximum transmitter power
up to 2000 kW. On the medium wave power is 1200 kW. Most transmitters
have a power of 10 - 100 kW.
{sic, since 2015 year not anymore MW and LW services nationwide, wb.}

In China, domestic medium wave broadcast in 808 transmitter output power
of 1 kW to 500 kW.

There is activation of broadcasting in the Russian Federation of Muslim
countries radio stations (17 hours a day for 36 frequencies) and religious
direction of radio stations (24 hours a day using 90 frequencies).

In most countries, the transmitting equipment is regularly updated. Over
the past 10 years the total number of active transmitters put into
operation the new over 20%, suggesting that there is a stable demand in
this market segment. new technical means in the Arab East, especially
actively introduced, the Asia - Pacific region, a number of African

Even in Ukraine is not the richest, according to Ukrainian media, the
"National Council of Ukraine on Television and Radio Broadcasting on
12 January 2017, granted permission to broadcast on the territory of the

of the National Radio Company of Ukraine ", - the press service of the
National Council.

"Thus, the residents of "controlled and occupied territories" will be able
to listen to news programs, "Ukrainian Radio", as well as transmission,
developed in partnership with the "Voice of Donbass", "Radio Liberty",
which are adapted for the residents of "occupied regions of Donetsk and
Lugansk regions".

On the Ukrainian site of the National Radio Company of Ukraine (NRCU) read
"10 December 2016. NRKU and its creative association World Service
Broadcasting in Ukraine began broadcasting on a frequency of 1278 kHz and
1431 kHz in Russian. Within four hours, you can listen to a selection of
topical news, socio-political, cultural and educational programs.
Broadcasting is carried out with the radio center "Ray" Nikolaev Luch.
Transmitter power of 500 kW.

In addition, I would like to remind you, that the majority of the
territory of the Russian Federation located in the northern latitudes and
in the Asian part. A substantial part of the territory is located in
permafrost regions, occupying more than 11 million sq., Which is about
65% of the country. It is necessary to the development of vast areas,
including polar and polar regions, where currently there is no terrestrial
telecommunications infrastructure.

"Presidential Decree of June 24, 2009 ? 715" On mandatory nationwide
public television and radio channels "(hereinafter - the Decree) approved
the list of mandatory nationwide public radio "Vesti FM", "Mayak", "Radio
Russia". These radio stations are required to spread throughout the
territory of the Russian Federation, and free for consumers."

But the Ministry of Communications continues: "Most of the major Russian
radio stations to broadcast on their websites. The introduction of digital
broadcasting creates conditions for the development of the entire
territory of the Russian Federation with the possibility of multi
broadcast receiving free air (using individual antennas) mandatory
nationwide public television and radio channels which are broadcast as
part of the first multiplex of digital terrestrial broadcasting."

Vast areas in the Russian Arctic (and not only) are not covered by
terrestrial broadcasting signal and because of their size are not covered
by them for the foreseeable future (see for example the documentary
"Journey to the wilds of Siberia", starting with 53 minutes to finish).
Thus, in fact, the full conditions for the implementation of the Decree of
the President is not created.

Those, for the reception of radio stations, according to the Ministry of
Communications, you must carry a TV (if you still have a television
signal), or access the Internet (both almost none in the Russian Arctic)
powerful broadcasting tools could solve this problem.

And further: "This decision is a consequence of the reduction of the
federal budget." Even in Ukraine the money found, and we're reducing the

TONGA Funds to repair Tonga AM transmitter.

Radio New Zealand International, 2 Febr 2017

The head of the Tonga Broadcasting Commission says a new injection of cash
will help the state broadcaster strengthen its signal to the outer islands
of the country. The broadcaster is to receive more than US$91,000 and
Nanise Fifita said it will bring great benefits to the people of Tonga.

She said Radio Tonga's AM service would be able to be heard reliably
throughout the kingdom which is necessary, particularly during cyclone
season, and Television Tonga will be able to purchase an analogue

"It will have a lot of impact positively, [on] the operation of both Radio
and Television Tonga. It was a request that we made to the government of
Tonga for some assistance because we have some equipment issues. We need
to replace some and also source spare parts."

You can listen to the full interview on the Dateline Pacific podcast:

Among others, the RNZI host underlines how the Radio Tonga AM boost is
particularly important now that ABC has stopped their shortwave service,
upon which Ms Fifita replies that they are grateful to have RNZI (she
pronounced it Renzee) as a fallback coverage should Radio Tonga's
transmitter go off air during a natural disaster.

USA National VOA Museum to celebrate 75th anniversary
of Voice of America

There's an important birthday celebration in West Chester this year:
the 75th anniversary of the Voice of America.

"We're planning a series of events and exhibits this year to celebrate the
VOA's commitment across America and the world to embrace best practices in
telling the truth in order to let the world decide," said Jack Dominic,
museum executive director.

The VOA was formed in 1942 as a way to counteract Nazi propaganda in
Germany and provide war news to American troops and Allies overseas.

"WLWO, a division of WLW, was transmitting news via shortwave radio
overseas long before 1942," said Dominic. "In fact, broadcasters from WLWO
provided the nucleus of the early VOA broadcasting team. Cincinnati's
shortwave technology and its broadcasters truly helped the U.S. win the

The reentrant rhombic antennas at the VOA-Bethany station in West Chester
were so powerful that they became quickly known as the "siege guns of
radio" for their capacity to reach the far corners of Nazi-occupied
countries with little audible distortion. A frustrated Adolph Hitler was
known to call the VOA "those Cincinnati liars."

The VOA-Bethany station transmitted VOA news to Europe during WW II and
South America during the Cold War through its innovative shortwave rhombic
antenna network developed by the Crosley Corporation. The Bethany station
was decommissioned by the federal government in 1994, after shortwave
radio technology was supplanted by television and satellite technology.

From left are Robert Bauer, head of the German language section of the
American Broadcasting Station in Europe (ABSIE);
celebrated American journalist Edward R. Murrow;
and William (Wild Bill) Donovan, head of the Office of Strategic Services,
at a London bar on the evening of June 6, 1944

"The men and women who made up the VOA broadcasting system were our
journalistic beacons of light during the 20th century," said Ken Rieser,
president of the VOA museum board.

"Elmer Davis, John Houseman, Edward R. Murrow and Robert Bauer all had
positions of leadership within the VOA.

"We hope that the VOA enjoys many more years of embracing the highest of
journalistic standards in its reporting so it inspires people in war-torn
and oppressed countries to hope, dream and work toward democracy."

The Voice of America, based in Washington, D.C., is the world's largest
international broadcaster, providing balanced and comprehensive news and
information in 47 languages to 236 million people each week, according to
the VOA website. It continues to reach people in countries lacking a fee
press today and its languages include: Russian, Ukrainian, Azerbaijani,
Serbian, Armenian, Thai, and Somali.

The National VOA Museum of Broadcasting is located in the art deco Bethany

VATICAN STATE Vatican Radio's English Africa Service would like to
inform listeners in Rome, Italy, that the English Africa Service programme
broadcast five times daily Rome's FM 103.8 MHz is moving to a digital
platform beginning Wednesday, 15 February 2017.

From this date onwards, the English Africa Programme can be heard only
through the Vatican Radio World Channel Digital Audio Broadcasting
standard known as DAB or its updated version DAB+, which will require the
purchase of a digital radio receiver. However, listeners can continue to
listen to the podcast of the daily programme throughout the day by logging
to our website, click on English and then go to the On-demand and Podcast
section the right hand side of the page; click English for Africa

In recent years, Vatican Radio has experimented with digital transmission
technologies, including DAB, which is said to be cheaper and has a better
sound quality, according to experts. In Africa, the main outlet for our
English Africa programmes will continue to be through the re-transmission
of the daily programme by several Catholic radio stations in Africa. Most
of these radio stations are owned by various African Catholic dioceses,
parishes, religious congregations and some by the Radio Maria network. The
times and frequencies of shortwave broadcasts to Africa and the rest of
the world remain the same:
