Thanks to Glenn Hauser for pointing out that the correct frequency for the
Radio Tirana English broadcast Mon-Sat via WRMI Okeechobee Florida relay
from 2300-2330 is 5850 kHz (not 5950).

So to summarise the schedule for Radio Tirana relays in English is as

AUSTRALIA   ABC opposes bill to restore Pacific shortwave service.

The Australian Broadcasting Corporation has made a Senate submission
opposing a bill which would force it to restore its shortwave services for
the Northern Territory and the Pacific.

The bill was introduced by South Australian Senator Nick Xenophon after
the ABC switched off its shortwave transmitters in late January.

The ABC is opposed to the bill and said in its submission that its passing
would impinge on its independence by directing the ABC to use broadcast
technologies for diminishing audiences and at significant maintenance
costs.

The ABC also said that in the bill there were factual errors and
misconceptions, including the figures for the actual cost of the services.

The bill said that the cost of the services was $US1.4 million but the ABC
said if the Bill was enacted, the total transmission cost would be closer
to $US3 million per annum, with costs of $US 880,000 for the domestic
services and $US2 million for the international services.

It also said while it had received numerous submissions from pressure
groups, politicians and members of the public since switching off its
shortwave service, it had only got complaints from 20 listeners.

The ABC said it believed that the limited response from individual
audience members in affected regions bears out the weight of evidence it
used in making its decision to cease these services.

For sale, one large semi-rural 229ha block. Key features include large-
scale grazing potential, two irrigation channels and a shortwave antenna
that can broadcast to all over the globe.

The former shortwave broadcasting station that for decades sent the Radio
Australia broadcast around the world was quietly put on the market a
couple of weeks ago.

The site, at 490 Verney Rd in Shepparton's north, had a significant role
in Australia's wartime history, when it broadcast impartial news across
the pacific during World War II to counter propaganda from Axis powers.

For decades the site sent the Radio Australia broadcast of the ABC via
shortwave to listeners in the Pacific and across the globe, until the ABC
cut funding and the service went offline earlier this year.

A spokesman for BAI Communications, which owns the site, confirmed it
intended to sell the unique property.

"The company has initiated a broad expression of interest process to
assess potential market interest in the site," the spokesman said. "The
future land use is undetermined and will be subject to council approvals."

Commercial real estate company CBRE is handling the potential sale, and an
online listing has described the property as a "significant land banking
opportunity" in a growth area of Shepparton.

Comment was sought from CBRE on the sale, but The News was told the
company could not comment at the request of BAI Communications.

The sale could throw into jeopardy any move to restart shortwave
broadcasting, as it is one of the largest facilities of its kind in the
country.

South Australian NXT senator Nick Xenophon visited the site earlier in the
year, and later introduced a bill to the senate to restart shortwave
broadcasting.

The bill was sent to a senate inquiry and was due to report by August.
Former radio engineer at the site Gary Baker has been campaigning for the
resumption of shortwave, and was not happy the site was on the market.
"If the ABC has to start broadcasting internationally again this could
cost taxpayers millions of dollars, which would be stupid," Mr Baker said.

A sign in front of the property indicates that the closing date for
expressions of interest in the property is in June 2017.

Radio's only Chinese broadcast. Poor, poor, PR China, so afraid of letting
its people hear what their neighbor has to say to them.

Strangely, Aoki misses flagging this one as *jammed, just the // 11845 and
17705 kHz.

Also Tibetan of course, but also most of AIR GOS ENGLISH frequencies,
according to Aoki are *jammed, as far too many Chinese now understand
English!

7270, 9445, 9690, 9705, 9910, 11580, 11620, 11670, 11710, 11935, 13605,
13695, 13720, 15030, 15410, 15770, 17670 kHz. Bully!

Meanwhile, China blasts India with clear SW broadcasts in five languages
(Bengali, Chinese, English, Hindi, Tamil) at multiple times on multiple
frequencies, also on MW; and makes unnecessary co-channel interference to
AIR domestic broadcasts. Bully!!

transmitted by Voice of Korea, which stop at 20 minutes past the hour.
Of course home sce SW and Pyongyang BS SW have no breaks, because they

Nothing seen / visible on 4819v nor 5130v kHz at this hour.

But at 1527 UT on May 9 heard 'Radio Sedaye Zindagi' religious program in
Pashto in progress on 5129.976 kHz.

Yes, only China heard on 4820 kHz. I checked my file from the end of March
and also then KGZ was there only in the morning, so maybe reduced
schedule? And what is noteworthy, it was NOT // with Birinchi Radio
on 4010 kHz.

Attached 0100 ID, which I can't match with any network name given in the
WRTH. Sounds like "Karast Radyosu" or similar?
Anyone more familiar with Turkic languages here?

Hopefully someone can now confirm, that 4820 kHz is still on even on

Re  KGZ  4010v  4819v  5130 kHz  Bishkek.

Checked tonight all 3 channels:

On May 10, at 23.44 UT noted empty carrier on 4010.191 kHz  S=9+15dB
signal on remote SDR unit at Delhi India.

Empty carrier. But at 23.53 UT the station technician started 1000 Hertz
test tone procedure.

On May 11 at 00.02 to 00.11 UT the tx wandered from 4010.191 upwards to
4010.206 kHz.

Nothing heard from KGZ on air on 4819v kHz.
Only Lhasa CNR Tibet China program on air 4820.0005 kHz.

Nothing heard on my monitoring in past 5-6 weeks from Bishkek 4819 kHz.
Transmission are very irregularly in past months.

Last notings:
March 24 at 0110 UT 4819.886 kHz, single day of operation.
Jan 7    on 4819.903 kHz,
and Rumen Pankov in Sofia Bulgaria reported on Febr 4.

being busy, plus we're not getting notified by the members of the

RUSSIA    PROBLEM. MAIL OF RUSSIA AND WRITTEN CORRESPONDENCE.

According to many DX-listeners, in Russia the delivery of letters and
QSL-cards from foreign radio stations has sharply decreased this year.
In addition, it is impossible to make a claim. Mail in Russia is not
responsible for simple correspondence. Only registered letters can be
tracked.

Now every letter or QSL card is a holiday. If this trend continues, then
the number of radio amateurs in Russia, which, listen to foreign stations
will be reduced. But, as they say, hope dies last.

As it became known to Kommersant, FSUE Russian Post from January 1, 2017
takes extraordinary measures to regulate the flow of simple small packages
- these are often used to deliver purchases from foreign online stores ...

The Post of Russia informed postal administrations of the member countries
of the Universal Postal Union that from January 1, 2017 incoming written
correspondence should be delivered to the International Postal Exchange
(MMPO) in Mirny. This is due to the "optimization of the logistics
network," said in a letter dated December 5 from Deputy Director General
of FSUE Russian Post Sergey Malyshev (a copy is from Kommersant). Under
the definition of incoming mail correspondence, which is mentioned in the
letter, all letters and postcards from abroad, as well as customized and
simple small packages weighing up to 2 kg, were explained to "Kommersant"
by an interlocutor familiar with the situation.

According to the press service of the Russian Post, "MMPO in Mirny serves
as an alternative entry point for unregistered mail from foreign postal
administrations that do not wish to act in accordance with the procedures
approved by the Post of Russia." The innovations will not affect EMS
express parcels, parcel post, and delivery between the countries of the
Eurasian Economic Community, specified in FSUE ... This, in particular,
will allow "to deal with opaque mail flows coming to Russia from Southeast
Asia not directly, But through a number of countries in Europe and the CIS
"...

What are the tariffs for unregistered small packages after processing in
Mirny, on the "Post of Russia" they do not say: it will be discussed with
foreign postal administrations ...

The postal administration of the sender has a duty to deliver to MMPO,
after that, Russian Post's planes will export international mail from

for "Telekom"; usual evening devotional and full ID ("closing down for
the day") and NA.

1200-1201 UT: open carrier (dead air), till start of extended broadcast
till 1246* UT, with pop songs.

As recently noted, today also had no frequent IDs for "Wantok FM," but
instead brief generic spots for "fun radio," "best radio," etc., without
any specific station ID. So is this still a Wantok FM relay?

report with a full data "Enjoying the Satoyama" card in 42 days. Included
in the package was a program schedule, a brochure on the English language

SOLOMON ISL   5019.999  Fair S=8 or -77dBm signal of SIBC Honiara newscast
at 1100-1108 UT on May 15, read by female in English language, heard on
remote SDR unit in Brisbane Queensland downunder. But suffered a little
bit by UNID unknown woodpecker UTE signal in 5016 to 5022 kHz frequency
range.

Next door S=5 equal signal on 5025 kHz R Rebelde CUB and co-channel
5025.025 kHz R Quillabamba from Peru too.

11507  VoT S=9+35dB powerhouse, heard in Delhi India remote SDR unit
at 1300-1330 UT slot, but tiny China jamming on 11505 kHz.

15528  VoTibet noted strange, not before 1330 UT, later from 1330- UT, but
adjacent China jamming 15525 kHz from 1300-1330 UT on air, latter left the
air when VoTibet began on adjacent 15528 kHz ... though.

11513  VoTibet observed at 1200 UT on May 13 in remote unit in Brisbane
Queensland Australia, S=4 or -101dBm, Tibetan male voice, and much weak
jamming on 11510 kHz downunder, latter from mainland China started later,
- around 1206 UT. And moved hopped 6 kHz down to 11507 kHz at 1215 UT on
May 13. Jamming 11510 kHz noted only on remote unit in India, but not in
Brisbane Australia.

15527  VoTibet observed at 1231 UT on May 13, S=9+10dB in Delhi India
remote unit. No jamming signal visible at 1242 UT.

on 15533 kHz sign on, CNR1 jamming at 1233 UT on 15535 kHz.

of Tibet via Dushanbe TAJIKISTAN, and confirmed by Aoki listing as of
May 4 showing this at 1235-1305 UT in Tibetan, then another semihour
on 15528 kHz, both of which are subject to frequent changes. Would be
jammed by CNR1 on 15525 kHz [yes May10/11/12, wb.], but not detected now.

Cutoff in mid-huxter at 2059:40 UT for full ID; ToH into new religihuxter
program from Grantsville PA. Huxter said he was going to talk about
"Christian mind-control"; said "The world is not going to end." He didn't
mention any source for this pronouncement; then went into a political
tirade. SIO=3+53 with muted audio during first program and ID, then crisp
after ToH.

9265V, May 8 at 0251 UT, WINB in music, with big wobble on frequency as
occasionally happens to it, like ex-13570 kHz did too. Also marred by the
Cuban-style 4-pulse-per-minute jamming circa 9267 kHz (and which I am also

is underway, following open carrier as early as 0132 UT from Greenville B.
So this SW service has not yet been canceled, altho it was AWOL last time

Digital Radio Mondiale General Assembly
Concluded Successfully in Switzerland

The DRM General Assembly ended by announcing that All India Radio, the
Indian public broadcaster, has now joined the Consortium and its leading
bodies.

This year's General Assembly reviewed the many and successful developments
of the past year and set the directions for 2017-2018 with emphasis on
receivers and key markets in Asia and Africa.

Under the banner "Digital Radio Mondiale Delivers", the 2017 General
Assembly of the DRM Consortium took place on Wednesday 10th and Thursday
11th of May in Baden, near Zurich, Switzerland, being hosted by the
industrial company and key Consortium member Ampegon.

The exclusive General Assembly meeting for members only on Wednesday, May
10th in the morning reviewed the major developments in DRM, updates on
technical developments, receivers, cooperation with international
organisations and specific developments as reported by some of the key
members like Fraunhofer IIS, NXP, Radio France International, BBC, Nautel,
Ampegon, RFmondial etc. The open DRM sessions had special addresses from
the representatives of Radio Republik Indonesia (RRI) and BBC. The open
session had two major headings: key DRM countries.

This was illustrated with reports from local representatives in India,
Pakistan, Germany, Southern Africa and Brazil. The other major topic was
the development of several types of DRM receivers. The news on several car
models launched this year in India and carrying standard DRM receivers was
greeted with interest. Equally impressive was the presentation of the
software defined multi-standard receiver, Titus II, and the latest
developments of receivers like Avion and Gospell, as well as the plans of
companies in South Korea and the UK.

The available receivers were put to good use on both days when Babcock
facilitated a live BBC transmission from the UK. On Thursday participants
were linked to the Babcock engineers at the Woofferton transmission site
in south-west England while the signals were on air.

For the coming year, the DRM Consortium will consolidate its work in
markets like India, Indonesia, other Asian countries and Southern Africa.
In//it will vigorously pursue receiver developments, preferably as multi-
standard offers, and will pay particular attention to the automobile
segment.

For Ruxandra Obreja, DRM Chairman, the General Assembly was more than a
moment to take stock. "It was a celebration of success in countries like
India. It was also a moment to review the excellent DRM progress in other
key countries like Pakistan, Indonesia, South Africa, and acknowledge the
interest shown for DRM in some African countries, Russia and other Asian
countries. The fact that there are already ingenious standalone and car
receivers featuring DRM gives confidence in DRM and the ultimate success
of digital radio all over the world."

After the General Assembly, some of the DRM members and experts made their
way to Indonesia where together with RRI they will carry out a DRM for
local coverage demo and will present an update on the full benefits of DRM
for both wide and local coverage.

?? Surprised India is just now joining, since it's the major country
endorsing and implementing DRM on MW.

Successful?

Still negligible acceptance worldwide, especially on SW. Calling it
a "General Assembly" is rather grandiose.

There will be a session about DRM Wed May 17 at 2-5 pm PDT [21-24 UT]
at NASB in Simi Valley - but don't expect to hear it on KVOH!
