April 23 - Finally, after frequently checking 15476 during the 1400 to
1500 UT time period (a time frame that in the past I have heard LRA36 when
they were on), had presumed success today. Tuned in at 1409 UT to hear a
definite open carrier, at a decent level, but no audio. Continued non-stop
listening till tune out at 1530 UT, but never reached a level of hearing
any audio, but was a positive open carrier on this unique frequency.
Thought they might have closed down shortly after 1500 UT, as they did in
past years, but not so. Now with extended schedule? 24 hr?

BOLIVIA   6025  Rádio Illimani (presumed) hrd via VE6JY Perseus (near
Edmonton Alberta-CAN) on April 28 from 0859 UT tune. Weak signal and
bothered by jamming from R. Marti on 6030 kHz. Had to use LSB to separate
the signal from Radio Marti splatter. Man announcer almost the entire
period I recorded from just after 0900 to tune out at 0954 UT. No
discernable ID's or music hrd. SINPO 23442.

offices where were located the "Apartados" (P. O. Box) and moves others;

CUBA   Cuba in 60mb on 5025 and 5040 kHz.

Both 5040 (RHC) and 5025 (R Rebelde) kHz were on air (in Spanish) when
checked around 0450 UT this morning (30 April). And the English hour on
RHC began as scheduled at 0500 UT on 5040 kHz, so presume the transmitter
problem has been fixed.

Radio Havana Cuba on 5040 kHz has been in Spanish, rather than scheduled
English the last two mornings at 0500 UT (28 and 29 April). Best
frequencies here for RHC English therefore 6060 kHz from 0500 UT (and 6000
before 0500 UT).

Also Radio Rebelde, Cuba, has been absent from 5025 kHz until 0600 UT.
Presume the two are connected, as when 5040 transmitter closed at 0600 UT,
a few seconds later Rebelde on 5025 kHz fired up.

RHC on 5040 kHz did have a transmitter problem a week ago when I checked
(21 April) with poor audio, so presume this transmitter is out of action,
and 5040 and 5025 kHz are sharing the one transmitter at present?

Arnie Coro announced on DXers Unlimited (28 April) that Radio Havana would
be on FM in the Cuban capital (102.5 MHz) for the first time from 1st May.
Programming would be in Spanish and foreign languages.

Since 2013 RHC has many breaks on 60 mb bcast outlets, suffers every 2nd
month now via Quivican Titan broadcasting site. When on air on 5025 and
5040 kHz you can hear also intermodulations on symmetrical 5010 and 5055
kHz, 15 kHz each distance away.

Dirección de Radio Comunicaciones del MICOM (Ministerio de Comunicaciones)
is difficult in need without further reserve transmitter in Quivican San
Felipe. Maybe tx and antenna installation have been damaged previously on
usual hurricane season gale winds and lightnings.

The 4th mast of a 60mb steep angle NVIS antenna lost/missed on G.E. image
since 2010 year.

When a break occurs again MICOM switches to a single transmitter in Bauta
tx site, the alternate single is then in usage at various time of the day
on 5025 kHz around 06-21 UT; and 5040 UT 21-06 UT in use. (summer).

FRANCE/CHINA   China Radio International hat seine Sendungen aus Issoudun
mit dem Beginn des Sommersendeplans 2014 eingestellt. Damit endete eines
der aeltesten Relaisabkommen des chinesischen Auslandsdienstes. Nach dem
Ende des albanischen Relais (1969-1978) hatte Radio Beijing fast ein
Jahrzehnt lang keine Relaisabkommen. 1986 brachte ein Kooperationsabkommen
mit Radio France Internationale den chinesischen Auslandsdienst zuerst auf
die RFI-Station in Frz.-Guyana. Zwar wurde das Abkommen voruebergehend
ausgesetzt, aber der Damm war gebrochen. Radio Beijing tauschte
schliesslich auch Sendezeit mit Schweizer Radio International (ab 1987),
Radio Exterior de Espana (ab 1988) und anderen Auslandssendern. Von der
blutigen Niederschlagung der Demokratiebewegung vom Platz des Himmlischen
Friedens im Sommer 1989 blieben die Relaissendungen allseits unberuehrt.
Dem ideologischen Wettbewerb der Systeme war im internationalen
Auslandsrundfunk mindestens ebenso viel pragmatisches Handeln zur Seite
getreten.

GERMANY   Neuer BR-Sendemast am Huehnerberg.

Fuer den Ausbau des Digitalradios errichtet der Bayerische Rundfunk am
Huehnerberg einen neuen 174 Meter hohen Sendemast. Von diesem Standort im
Landkreis Donau-Ries werden das gesamte noerdliche Schwaben und Teile
Mittelfrankens mit den Hoerfunk- und Fernsehprogrammen versorgt.

Die Station, die am 30. Mai 1952 mit dem zweiten Hoerfunkprogramms ihren
Betrieb aufnahm, gehoert zum fruehen UKW-Netz des Bayerischen Rundfunks.
Ein 49 m hoher, freistehender Stahlgittermast trug die erste UKW-Antenne.

Mit Beginn des Fernsehzeitalters im Jahr 1965 wurde ein insgesamt 212 m
hoher Stahlrohrmast errichtet, ein leistungsstarker Fernsehsender
aufgebaut und die Station Huehnerberg zum zehnten Grundnetzsender
ausgebaut.

Dieser Mast konnte aus statischen Gruenden die weiteren Digitalradio-
Antennen nicht zusaetzlich tragen und wurde deshalb am 1. April ohne
Zwischenfaelle umgelegt. Nacheinander wurden die zwoelf mehrere hundert
Meter langen Halteseile gesprengt, und der Mast fiel dann wie geplant in
Richtung Sueden.

Bis zur Fertigstellung des neuen Stahlgittermasten im September wird
provisorisch ueber einen 85 Meter hohen Kran gesendet, an dem die
Sendeantennen montiert sind. Die Sendeleistung ist unveraendert, nur die
um rund 15 Meter geringere Hoehe der UKW-Sendeantenne auf dem Kran kann
sich in der Reichweite auswirken. Am aeussersten Versorgungsrand des
Senders kann es beim UKW-Empfang zu leichten Einschraenkungen kommen.

Dank des Provisioriums kann der BR Digitalradio (DAB/DAB+) zusaetzlich zu
UKW schon jetzt anbieten. Das Angebot auf Kanal 11 D umfasst die Programme
Bayern 1 (inklusive fuenf Regionalvarianten) Bayern 2, Bayern 2 plus,
Bayern 3, BR-Klassik, B5 aktuell, B5 plus und BR-Verkehr. Ab 2015 sollen
auch Bayern plus und PULS empfangbar sein.

GREECE   Logs, etc., for week the ending May 4, 2014 from Rich D'Angelo
while vacationing in Greece (Mykonos and Santorini), with Sangean ATS-
909X.

9750 log see also under Kuwait. The logs were taken while on vacation in
Greece using a Sangean ATS-909X portable. We had a great 12 day vacation
in Greece enjoying Athens, Mykonos and Santorini. No visit was made to the
new national Greek broadcaster.

The bands seemed to have plenty of stations on them during the late
afternoon into the evening hours. It seemed like a lot more activity than
back home. That's it from Greece!

John, No, I did not look for any medium wave Greek pirates. I figured if
the national broadcaster is running a pirate operations, how unique could
pirate stations really be?

I did spin the medium wave dial briefly one evening and it was a busy
place. I really did not have much "free time" to spin the dial so I
concentrated exclusively on shortwave.

INDIA   India's broadcast chief calls for "mindless" DRM plan to be
dropped in favour of FM.

You will soon be able to catch your favourite regional radio programmes on
FM radio with maximising of the existing technology and junking of the
"mindless" and "silly" plan of introducing digital radio, says Prasar
Bharati chief Jawhar Sircar.

Sircar, the CEO of India's public broadcaster that runs All India Radio
and Doordarshan, said plans are afoot to place FM towers // to MW towers
to achieve "simulcast" or simultaneously broadcast programmes which are
run on Medium Wave on the Frequency Modulation towers.

"Simulcast is the new technology. If I put in an FM tower // to an MW
tower, we can have simultaneously casting," Sircar said in an interview.
"With this, you will be able to hear programmes from primary channels, say
Kolkata 'A' or 'B' on FM," said the top bureaucrat, known to have had run-
ins with the information and broadcasting ministry over the running of the
autonomous public service broadcaster. Funds for this venture will come
from leasing out the 50-odd centres where SW or Short Wave receiving
transmitters stand, and also "closing down DRM" or digital radio mondiale
and "putting the money in FM", he said.

SW has no takers any more and the 50 transmitters or receiving centres are
standing on prime land located in 50 major towns across India, which could
be leased out to government departments. It will earn "enough money to
fund the entire exercise", the top official said.

On digital radio, Sircar said the government has already spent a lot of
money on digital radio needlessly. "A lot of money has been pushed into
DRM, and we have around 100 DRM transmitters. But the DRM radio receivers
cost Rs5,000, so who will buy them? So, all the silly targets being made
within Prasar Bharati or even in the ministry would require a re-
examination before we push any target," he said.

"There are markets and there are issues in which you can't go in for long
term views. The long term view was (to go in for) DRM. I think it is
silly."

The decision to go in for digital radio was taken six-eight years ago.
"But nobody studied to see (the cost of receivers). Then it was Rs10,000
and now it is Rs5,000. No Indian can afford it," he said, adding that the
move for digital radio was akin to "mindlessly" aping World Space radio, a
premium satellite radio network that went defunct in 2009. "World Space
radio with less (cost of receivers) could not survive ... why put mindless
pressure?

"We will close down DRM, and put that money into FM," he said. The money,
around Rs20 crore for each DRM phase, could be used to purchase the
equipment for simulcasting of FM and MW at around Rs.80 lakh per tower.
"If I can save Rs20 crore, I can put 20 FM systems," the CEO said.

8568, sent a QSL certificate showing a picture of the transmitter site.
The QSL message was specific as to call, date, time, mode, freq, power,
and antenna. It was received in 18 days after sending a postal report for
an HF-FAX transmission.

KUWAIT   I received a nice calendar from Radio Kuwait earlier this week.
It was similar in style to prior calendars that they have sent before. A
little late perhaps but something that can be useful over the last eight
months of the calendar year. I am always curious as to how stations make
decisions of what promotional material to send out to listeners and when.

Clearly, a calendar is more useful if received before the year starts
rather than a 1/3 through the year. There was no note in the envelope so
the only way of knowing where it came from was to look at the envelope.

I saw this while I was the bus and using the newly installed bus wifi, I
checked the Twente receiver and found RFA Tibetan 18930 & CNR1 jammer the
old frequency 17495 kHz.

18980, on April 29 at 1353-1359* UT, Radio Free Asia conversation in
presumed Tibetan, poor fading to very poor, but no jamming audible. As in
Aoki, this neglected band is suddenly full of signals! Not really, only
one signal multiple frequencies depending which hour between 1100 and 1400
UT, and upon which day of week, in a very complex schedule to avoid
jamming (but if they stick to it, rather than jump around randomly, what's
the point? All SARFT has to do is follow the schedule too!). Well, what I
heard is already off-schedule, as Tuesdays at 13-14 UT it's "supposed" to
be 18940 kHz.

Aoki says this started April 25, 250 kW at 78 degrees from KUWAIT, using
every frequency in 10 kHz steps between 18930 and 19010 kHz at one time or
another (except 18970 kHz deferring to Sound of Hope/CNR1). 18980's day
for the 13-14 hour is allegedly Fridays, where it really was April 25, as
originally reported by Hiroshi and Sei-ichi Hasegawa.

Ivo Ivanov says the 18 MHz Kuwait frequencies replace 13795 kHz (only) at
12-14 UT, and 17495 kHz (only) at 11-12 UT.

HFCC continues to know *nothing* about anything the 18 MHz band.

PORTUGAL   Die Mittelwelle Muge 594 kHz, die zuletzt mit etwa 1 bis 2 kW
fuer Radio Sim, dem Programm von Radio Renascenca fuer aeltere
Generationen, in Betrieb war, ist seit dem 27. Maerz abgeschaltet,
wenngleich immer wieder einmal ein leerer Traeger zu empfangen war. Die
offizielle Begruendung lautet technische Probleme. Das Sendergebaeude der
1981 in Betrieb genommenen Grosssendeanlage beherbergt immer noch je einen
100 kW-Mittel- und Kurzwellensender und zwei 10 kW-Reservesender fuer die
Mittelwelle. Aus Kostengruenden wurde schon vor Zeiten der 100-kW-Sender
mit 80 bis 60 kW und nun schon geraume Zeit ein 10-kW-Sender mit weiter
heruntergefahrener Leistung eingesetzt.

Auf die Nachfrage von Carlos Goncalves, warum man nicht den anderen
Reservesender nehme, bekam der portugiesische Empfangsexperte vor Ort die
Antwort, dies sei eine gute Frage. Fuer Carlos Goncalves impliziert die
Antwort, dass man vor Ort koennte, aber in der Lissaboner Zentrale nicht
