2nd slot, 2100-2300 UT, in Australia no reception anymore, that area is
now on full daylight zone. But real better reception - at least -
in 2nd part of these / four hour / single day / broadcast towards the

But here in Europe not bad reception anyhow now at central Italy, Sweden
and Finland target.

NDR Hamburg Christmas Eve broadcast, heard in Tennessee.
Poor reception on 9925 and 11650 kHz here during the first 1900-2100 UT
broadcast, and just as 11650 kHz was improving Radio Australia signed on

The second broadcast from 2100 UT much better, the two Nauen frequencies
best with 6040 kHz at S=7-9. NDR News till 2105 UT into Christmas church

Checking for the Gruss an Bord Xmas eve specials, Dec 24 at 1900 UT,
nothing audible on any of the 5 frequencies vs noise level here. Nor the
other set at 2116. By 2257, however, most of them have JBA carriers at
least, while 9765 has an open carrier, by 2259 just barely modulated, but
this is probably CRI Khmer service via Nanning as scheduled from 2300 UT.

BHUTAN [and non] Ralph Perry: Noticed your item and wanted to comment
that actually Yunnan has been dominating most all mornings checked lately
and BBS usually not there. Not sure about specifically the morning of
7 Dec tho, so can't comment specifically on that, but a good tip to
achieve 100% ID next time is to try to get a // with the BBS webstream,
here:
<http://www.bbs.bt/news/>

Another way to deal with this is to try to get a // with PBS Yunnan 7210
kHz, which is sometimes there, too, which helps determine what you are
listening to. But the best way is confirm/disallow BBS ID is to just go
get the lagging // with the BBS webstream.

Also do check the precision frequency. During this season's appearances,
BBS has been fairly consistently running a bit low, at 6034.95-.96 kHz
whereas PBS Yunnan has been almost dead-on 6035.00 kHz, sometimes a tad
higher at 6035.01-.02 kHz.

Of course, the music for Bhutan is also a dead giveaway (the twangy ethnic
stringed instrument) that comes after the OM with Dzongka newscast right
after 1200 UT. The traditional music varies in when it starts, but never
much before 1215 UT or so.

PBS Yunnan is in Vietnamese at this time, which is totally different-
sounding, too, so that is another piece of important info.

[Basis for our "tentative" log was mentions of "Thimpu", heard by 3 of is
at the DXpedition.]

Thank you very much to Victor for your hint!
I tried the frequency in the middle of our night of Dec 12 and heard it at
0133-0215 UT (beginning to fade out here). The frequency was empty 0100-
0120+ UT; beautiful Bhutanese folksongs and ann in Dzongkha by man and
woman, 0200 UT talk by woman (probably reading news), 35333.

The transmission from the Bhutan Broadcasting Service has a special
importance for me, because I visited Bhutan in April 2010. There I visited
the Sangaygang Hill with the transmitter and a wonderful view down over
the capital Thimphu.

Later I tried to visit the BBS Broadcasting House downtown, but it was
closed due to a local holiday.

RUSSIA RTR save on international broadcasting.

RTRS February 1, 2015 will disable 30 of 40 transmitters on medium wave.

Russian state television and radio broadcasting operator RTRS February 1,
2015 will disable broadcasting on medium wave transmitters 30 of 40, told
RBC source close to the RTRS. Department of operation RTRS has sent a
letter to the regional radio centers. The representative confirmed RTR RBC
that the company will continue in 2015 to reduce the broadcasting of radio
programs on medium wave, but did not name the specific timing and extent
of the reduction of funding for this purpose.

After February 1, 2015 broadcast on medium wave transmitters will continue
10 RTR. All of them are low-power - from 1 to 15 kW - and enable radio
reception in a radius of 50 kilometers, the source says RBC. These
transmitters are planned to eventually convert to broadcast in FM-band
with the same short-range, told the correspondent of RBC deputy director
of RTR Sergey Arkhipov.

Broadcasting transmitters disconnected by, inter alia, the Ukraine, which
now distributes the signal to only one station RTR in Grigoriopol Maiac
(Transnistria) with a capacity of 500 kilowatts on 1413 kHz. It transmits
radio program "Vesti FM", its broadcast on medium wave will cease from 1
February. Transmitters RTRS Sovetsk Bolshakovo 1215 kHz (Kaliningrad
region) and in Tbilisskay Krasnodar on 1089 kHz stopped broadcasting in
Ukraine already the first of December, told RBC. This information was
confirmed by a representative of RBC RTRS.

11th December 2014 "Ukrainian Radio" began broadcasting in Russia in
Russian, according to the website of the State Committee of Ukraine on
Radio and Television. As follows from the findings of technical experts
RTRS (there are at the disposal of RBC), the first Ukrainian radio
steadily taken on medium wave in Moscow and St. Petersburg. Broadcasts are
in the range of 1431 kHz and 549 kHz from the radio center "Ray" National
Radio Company Ukraine [rather RTR government owned transmitter system
operator of Ukraine instead,
<www.rrt.ua> wb.] in Mykolaiv Luch.

In case of refusal by RTR radio broadcasts, technical support operation of
the transmitter will RTRS losses, the size of which in 2015 is estimated
at 2 billion rubles. This figure is close to the estimate of the amount of
damages RTRS stopped broadcasting government programs on the air of a
powerful radio, which was previously quoted the head of the Ministry of
Communications Nikolay Nikiforov in the materials on the proposals to
modernize the long-range radio prepared for the government (there is a
version of RBC). The minister predicted shortfall RTRS about 1.5 billion

The official representative of RTRS Igor Stepanov confirmed RBC, there is

subsequent transition to broadcasting funding from the state budget,
according to Bryksenkov.

RTRS few years consistently turns distant broadcasting in connection with

half - reduced its broadcasting other public radio company - "Voice of
Russia", - reducing service fees RTRS 330 million rubles a year. Then, in
2014, RTR put out medium- and long-wave program "Radio of Russia".

consistent refusal

RTRS few years consistently turns distant broadcasting in connection with
the termination of financing by RTR broadcasting public radio. First, in

in 2014, RTR put out medium- and long-wave program "Radio of Russia".

As a result, public radio stations broadcast programs now only shortwave
bands (VHF and FM), which makes them inaccessible to listeners outside the
major towns, says Bryksenkov.

Broadcasting transmitters disconnected by, inter alia, the Ukraine, which
now distributes the signal to only one station RTR in Grigoriopol Maiac
(Transnistria) 500 kW on 1413 kHz. It transmits radio program "Vesti FM",
its broadcast on medium wave will cease from 1 February. Transmitters RTRS
Sovetsk Bolshakovo (Kaliningrad region) and in Tbilisskaya Krasnodar
stopped broadcasting in Ukraine already the first of December, told RBC.
This information was confirmed by a representative of RBC RTRS.

December 11, 2014, "Ukrainian Radio" began broadcasting in Russia in
Russian, according to the website of the State Committee of Ukraine on
Radio and Television.

Western radio stations broadcasting the international fold: BBC Russian
Service stopped radio broadcasts in Russian and several other languages in
2011 due to the reduction of the grant program of the British Government.
"Voice of America" has left the Russian air forced in April 2014 she did
not renew the contract to broadcast in Moscow.

USA 7455 Dec 15 at 0023 UT, tune-in WRMI late to the Rhein-Main Radio
Club special, interviews recorded at EDXC Conference, Sept 2014 in Nice,
France. Anker Peterson of DSWCI is mentioning how they plan to close down
the club at the end of 2016 as most of the members are aging. At 0036 UT
it's Alex - from St Petersburg. At 0040 UT Dave Kenny of BrDXC-UK; 0049 UT
Christian Ghibaudo, organizer of the conference.

It seems they had 29 people attending from 9 countries, which is
considered a success. Music fill later, and surprised at 0057 UT to hear
QUA QUA QUA sent in Morse. What's that? Did they intend to send QRA?? No,
per Wikipedia, "QUA: Have you news of (call sign)? Here is news of (call
sign)" Then 'Chariots of Fire'; 0100 UT cut to R. Paradise (TruNews).
7455 kHz was by far best here, but also on 5850 kHz poor, and 5015 kHz

There's another repeat of the RMRC special scheduled for Monday Dec 15 at
2100 UT on WRMI 15770 kHz, but I don't get it tuned in until 2112 UT. Now
it's David Ricquish from NZ, then George Brown from Scotland, someone from
Arctic, and Anker again. I didn't think to check 7570 kHz which is
normally // 15770 kHz during the 21-22 UT breakaway from BS, but at
2158 UT I am hearing the same fill music there. Jeff White confirms
the RMRC hour was also on unpublicized 7570 kHz.

USA Re: Global 24 radio 9395? Just contacted WRMI. The reason for the
poor propagation to the north is that there is work being done on the
transmitter beaming in that direction that Global 24 has been using. For
approximately the next two weeks, WRMI on 9395 kHz will be beamed south on
another transmitter until work on their regular transmitter is completed.
So, for those of us to the far north of Miami, we'll have to hope for some
good "backsplatter" propagation to hear Global 24 with any degree of
comfort.

USA COLD WAR FCC RULES ENTER THE ELECTRONIC AGE.

On December 16, 2014, the FCC announced that interested parties may submit
applications for International HF Broadcast licenses electronically. Link:

<https://apps.fcc.gov/edocs_public/attachmatch/DA-14-1838A1.pdf>

Also allowed for electronic filing are applications to deliver programs to
foreign broadcast stations, if those stations can be received in the U.S.

Didn't know that FCC permission is required for such programs?
Here's the text of Title 47, U.S. Code 325(c): ---
(c) Broadcast to foreign countries for rebroadcast to United States;
permit.

No person shall be permitted to locate, use, or maintain a radio broadcast
studio or other place or apparatus from which or whereby sound waves are
converted into electrical energy, or mechanical or physical reproduction
of sound waves produced, and caused to be transmitted or delivered to a
radio station in a foreign country for the purpose of being broadcast from
any radio station there having a power output of sufficient intensity
and/or being so located geographically that its emissions may be received
consistently in the United States, without first obtaining a permit from
the Commission upon proper application therefor. - - - This law is
implemented in FCC Rule 73.3545, "Application for permit to deliver
programs to foreign stations."

In my humble opinion, Glenn, the programming rules for private
international HF stations which still prescribe detailed restrictions on
broadcast content and the requirement for government permission to deliver
programs to foreign stations are quaint relics of the Cold War. But who
has the gumption and wherewithal to challenge them?

Until someone petitions for their removal, carefully following the
Commission's formal procedures for such requests, these rules remain on
the books and enforceable.
