March 24 at 0040 UT, from this apparent new 600 kW transmitter on this
frequency.

Political panel discussion with several mentions of Libya, Mubarak,
Mujahadein & Hezbollah. YL seems to be host. Killer signal continuing past
0100 UT w/ music, news & more political talks. All in Arabic. This is
overpowering anything on 890 kHz.

891  It's Algiers Ouled-Fayet, Algeria, [replaced by new 600 kW TransRadio
Berlin {former Telefunken} unit and new earth net / feeder line / antenna
switching unit in TX house refurbishing too, wb.] which Ampegon and

2016 too.

BELARUS   Analogue AM Radio in Belarus final end at 01. April 2016,
i.e. on Thursday March 31, at 21.00 UTC, switch OFF FOR EVER.

Nachdem der Stand gestern seitens Radio Belarus noch so war, dass man
nicht wuesste, ob und wann die Analogausstrahlungen aus Minsk eingestellt
werden (Geruechte gab es ja lt. eines RadioEins Artikel von Kai Ludwig),
wurde heute seitens der Senderbetreibers BRTPC folgendes
(bedauernswerterweise) bekanntgegeben:

Nachdem die staatliche nationale Rundfunkgesellschaft Belarus die
Dienstleistungen des Sendebetreibers BRTPC abgelehnt hat,
werden per 01. April 2016 saemtliche verbleibenden AM Ausstrahlungen
eingestellt.

Das betrifft folgende Frequenzen und Programme:

Senderstandort Minsk-Kalodzicy:

Erstes Nationales Programm "Belarus" (Inlandsdienst) auf 7255 kHz mit 250
kW Sendeleistung.
Erstes Nationales Programm "Belarus" (Inlandsdienst) auf 6080 kHz mit 150
kW Sendeleistung.
Radio Belarus (Auslandsdienst) auf 11930 kHz mit 250 kW Sendeleistung.
Radio Belarus (Auslandsdienst) auf 11730 kHz mit 150 kW Sendeleistung.

Senderstandort Sasnovy Osipovichi:

Erstes Nationales Programm "Belarus" (Inlandsdienst) auf LW 279 kHz mit
500 kW Sendeleistung.

Damit ist also zu rechnen, dass die letzen Sendungen am
Donnerstag, 31. March 2016 um 24 Uhr Minsker Zeit
(UTC+3hrs, = 21.00 UTC) enden.

Es ist damit zu rechnen, nach eigenen Recherchen, das den Anlagen eine
Bisambergung bevorsteht.

Technisch soll einer der Sender ein Kuriosum sein, bei dem 15 einzelne
5 kW Ex-Jamming-Einheiten zu einer 75 kW Einheit zusammen gedengelt wurden

Schade auch, weil in den letzten Wochen die Ingenieure sich nochmal
richtig ins Zeug gelegt haben, die Spurious Ausstrahlungen erfolgreich in
den Griff zu bekommen, - und an der Modulation haette man sicherlich auch
noch optimieren koennen.

Persoenlich traurig fuer mich ist es, dass ich es in den 6 Jahren, die ich
Belarus nun bereise kein einziges mal die Chance hatte, einen
Besichtigungstermin auszumachen:

Beim naechsten Urlaub ist zu befuerchten, dass es zu spaet ist.

BELARUS   Belarus to stop SW, MW and LW broadcasts on 1st April.

Acc. to info from Vasily Gulyaev, R. Belarus and Belaruskaje R. 1st
channel relays will stop on all shortwave, medium wave and long wave on
1st April.

Termination of broadcasting in the LF, MF and HF bands.

In connection with the refusal of the National State TV and Radio of the
Republic of Belarus RUE "Concern RRT" services and the lack of other
customers with 01. April 2016, stops air broadcasting of sound programs
"First National Channel of the Belarusian Radio" and "Radio Belarus" in
the range of low, medium and high frequencies:

- Transmitting radio shop in the village Kolodishchi:
"First National Channel of the Belarusian Radio" transmitter power 
of 250 kW at a frequency of 7255 kHz;
"Radio Belarus" transmitter power of 250 kW at a frequency of 11930 kHz;
"Radio Belarus" transmitter power of 150 kW at a frequency of 11730 kHz;
"First National Channel of the Belarusian Radio" transmitter power 
of 150 kW at a frequency of 6080 kHz;

- Osipovichiskim transmitting radio shop (in the locality Pine)
"First National Channel of the Belarusian Radio" LW transmitter power 
of 500 kW at a frequency of 279 kHz;
"Radio Belarus" MW transmitter power of 800 kW at a frequency of 1170 kHz.

Belarus LW, MW, SW, goes OFF FOR EVER.

Location data? Well, just like the Voice of Russia. A few days so in the
new broadcast season for prophesy. So I wrote earlier, according to one of
the Polish Forum. And today called and found out in something like the
department of BTRC, there have confirmed {the closure}.

Then the protest against the strong SPURIOUS interference in the range

demonstrated effectiveness. The German FCC - FNA Bundesnetzagentur -
Federal Network Agency Berlin - protested to BRTPC Belarusian Broadcasting
Centre RUE / SDT State Supervisory Department for Telecomm, Belarus,
personnel in Minsk Belarus recently in January.

CONGO   6115.000 accurate even frequency. Radio Congo, Brazzaville, at
1720-1736 UT on March 27, French language program, but switch midst in
program into local domestic language, and back to French language.

Two symmetrical 50 Hertz distance signal peaks visible on screen either
side.

March 25, tuned in to 6115 at 0514 to find very weak open carrier; later
heard distinctive pop song clearly // NHK 9760 kHz (strong reception); so
only "RN2" (Japan) here till 0533 UT.

Tuned away to check 5005 kHz (RNGE) for possible sign on from 0534 to 0540
UT, but nothing heard there. Re-tuned 6115 kHz at 0540 UT to find that
Radio Congo had signed on between 0534 and 0540 UT; many times stronger
than "RN2"; series of announcers clearly in French (no African music
heard); "RN2" extremely weak underneath; by 0555 UT had Japan getting
stronger and Congo getting weaker. As usual "RN2" was playing non-stop EZL
pop songs.

INDIA  [former Portuguese GOA colony harbour]   11741.0 on March 27 at
0116 UT, JBA carrier against a slightly stronger one on 11740.0 kHz, but
shortly both of them are gone!

This fits just right for AIR Sinhala service scheduled to end at 0115 UT.
Since it's via Panaji site, more likely to have been accompanied by own
spur out of defective 250 kW transmitter at 120 degrees, than to have
been jammed. Other languages precede from 2245 UT including Tamil until
0045 UT.

Checked these usually odd frequency older Marconi beast at Goa Panaji tx
center on March 29 around 2345 UTC-wise. Measured carefully on remote
units in SoEaAsia eastern Thailand site, as well as at Brisbane Queensland
Australia unit.

11739.984 kHz was the accurate 'center' frequency, but the unit at Panaji
wandered continously between 11739.981 on lower side, and 11739.986 on
upper side.

Apparently broadcasting history is right now repeating at Teheran. Just
with the difference that this time the focus is not on satellite radio, as
it was the case in 2003/2004, but of course on their new website now.

The mailbag show of the German service next Sunday, when they will have
received all the "I don't hear anything?!" mails, could be really
interesting. Pehaps by then the editors have finally been told what's
going on...

Some comment on new selected A-16 frequency of NHK in Oceania and Pacific:

Radio Japan's transmission to Oceania at 1930-2100 UTC on the new
frequency of 9645 kHz is a disaster here in NZ. CRI is co-channel in
French to West Africa until 2027 UT causing severe interference;
then Vatican Radio opens on this frequency at 2038 UT and
totally dominates it.

I think Japan is going to have to move.  (NZ_lander, March 27)

Excellent signal from the new Madagascar World Voice here this evening,
the English broadcast to Africa heard on 17640 kHz from tune-in at 1840 UT
until close at 1857 UT, SIO 344. Lively music until 1845 UT then various
excerpts from Christian preachers.

The ID seemed to be "African Pathways Radio" with web site address URL
<http://www.africanpathways.org>
The address was announced as

This long-delayed station, set up by World Christian Broadcasting, which
also operates KNLS Alaska, started transmissions today, on the first day

peninsula and south western Europe is VERY STRANGE.

MADAGASCAR   9480  / 17640   re African Shortwave Radio / Madagascar World
Voice, via Mahajanga (presumed), Madagascar 9480 kHz.

On March 27 at a few minutes before 0400 UT I tuned to 9480 kHz hoping to
hear the new station when it came on but was disappointed to hear a
powerful unmodulated carrier on the frequency. No chance of hearing my
target, I thought. And when, at 0400 UT, I heard a very strong station
with music featuring what sounded like an alpenhorn, I was certain I was
going to be disappointed. But it turned out to be African Shortwave Radio.
I shouldn't have been surprised, as Talata often produces a very strong
signal at my location.

The announcer said it was their first broadcast, although I suspect their
actual first bc may have been their 0100 UT program in English. The
English broadcast consisted of short features like This Day in History and
included some beautiful African choral music.

Consistent SINFO 55555 until transmitter went off at 0457:50 UT.

Despite the gaps, MWV has already proven as we expected that it will be
easily heard off-target in North America, just like the numerous MGLOB
relays from the other Madagascar site. (And I continue to wonder why WCB
never had any interest in using MGLOB during the protracted delays in
getting its own station going?) With two exceptions (9665, 9535 kHz), the
chosen frequencies have proven to be free of interference. Further chex:

6150, March 28 at 0312 UT, MWV Spanish as "La Voz Alegre" is S=9+25.

9480, March 28 at 0400 UT, NO signal! I keep listening and finally cuts on
at *0403.5 UT, S=9+10 joining program in progress, a narrative about a
trip; 0409 UT, pro-Jesus propaganda, and the English hour is attributed to
African Pathways

with postal address in Franklin TN (just like KNLS Alaska); 0411 UT an
Afro-Caribbean song nostalgic to the DJ.

17640, March 28 at 1758 UT I'm standing by for another try for this
English broadcast. *1759:17 UT carrier on, 1800:03 UT fanfare and sign-on
ONLY as "African Pathways Radio", vuvuzela blast, co-hosts have African
and American accents; today's theme "Life's Journey". The Pathway being:
"to immortality" (? Evidence, please?). NO mention of Madagascar World
Voice, even tho their transmitter building is labeled MWV as are its HFCC
registrations. Anyhow, good signal if one cared to spend an hour with
this, some deep fading.

With Spanish IDing as "La Voz Alegre", evidently each language service has
a different name, so what are they calling themselves, exactly (and in
translation), in Arabic, Chinese and Russian? Yes, the world's newest
shortwave station, but we lament that some religious groups still have
virtually no presence on SW, e.g. animists of which there must be
millions.

NEPAL   Radio Nepal to go on air 24 hours from August 2016.

Radio Nepal, the oldest broadcasting agency, is set to provide 24-hour
service from August 17.

The state-run broadcasting agency has decided to follow a management
reforms implementation action plan in this regard.

It was also shared at a programme in Kathmandu that the government
broadcasting agency was also set to establish a media village in
Biratnagar in memory of Tarini Datta Koirala, the founder of Radio Nepal
Broadcasting Services Development Committee (RNBSDC).

Participants at the programme said that the broadcasting agency would keep
up with modern technical equipment and modernise its service by
establishing high-quality shortwave tower.

Radio Nepal is running its programmes through central and regional
transmissions through 21 frequency modulation relay centers across the
nation.

It also broadcasts through medium wave and online.

Meanwhile, speaking at the programme, Minister for Information and
Communications Sherdhan Rai suggested employees of Radio Nepal to perform
result-oriented works, while praising their contribution to bring the
broadcasting agency to this stage.

He also suggested keeping up its functioning as per the new Constitution.

The Minister also stressed the need to submit a report of works of the
government broadcaster every month, while pointing out the need to launch
its programmes up to local level to institutionalise the republic.

Likewise, the Communications Secretary Dinesh Kumar Thapaliya, also
Chairman of the RNBSDC, pledged doing everything possible to implement
reform programmes launched earlier to make Radio Nepal a good means of
communication.

On the occasion, Radio Nepal Executive Director Suresh Kumar Karki

Moscow, March 9. / TASS / Russian President Vladimir Putin signed a law on
the calculation of time, according to which in a number of regions of
Russia will change the time zone and time to translate them for an hour in
advance.

The clock will be set forward one hour in the Ulyanovsk region, in the
Altai Territory, in the Altai Republic and in the Sakhalin region in the
framework of the Federal Law "On Amendments to Article 5 of the Federal
Law On the Calculation of Time". It is reported by the press service of
the Russian president.

"Federal law provides for change of time zone of the Ulyanovsk region with
the 2nd (Moscow time, the UTC+3hrs) in the third (Moscow time plus 1:00,
the UTC+4hrs)."

Federal law provides for changing time zones of the Altai Republic with
the 5th (Moscow time plus 3 hours, the UTC+6hrs) to the 6th time zone
(Moscow time plus 4 hours, the UTC+7hrs).

Federal law provides for change of time zone of the Altai Territory from
the 5th (Moscow time plus 3 hours, the UTC+6hrs) to the 6th time zone
(4 Moscow time plus 4 hours, the UTC+7hrs).

Federal law amends the Federal Law "On the Calculation of Time", according
to which the entire territory of the Sakhalin Oblast will be the 10th time

really wonder who had the brilliant idea to use such a frequency to
broadcast into Iran; must be someone who never heard of the comments made
back then on VOA German using 6030 kHz, the Stuttgart shortwave frequency:

Regarding last week and WOF the reason that 6135 kHz was off freq was,
that a Marconi B6124 was carrying the service as the normal RIZ sender was
being maintained. The Marconi B6124 sometime do lose their freq lock from
the 1 MHz standard. RIZ Zagreb senders are locked to GPS.

Transmitter power at Greenville, - Glenn, I'm not sure what the 62.5 kW
stuff is about on HFCC other than Radiogram. Radiogram is run at 62 kW or
thereabouts. Unless we have a problem during a regular sked where the
transmitter won't stay on at 250 kW, we only run "low power" to complete
the program till we can get the rig off and repair it. We do run 125 kW on
11930 in the morning to Obama's buddy. I guess that's enough to get
through the jamming but only speculation on my part.

ZAMBIA   9680  Voice of Hope, Zambia.

Good reception of Voice of Hope on Thursday March 24. Test transmission
on 9680 kHz heard well from tune-in at 0805 UT through to sign off at
1359* UT, following a brief 1 kHz sine wave. Throughout the day the signal
was generally around s5-s7, peaking quite often at about s7-s9. A second
or so after VoH went off at 1359* UT, I heard very faint time pips, then
silence. Presume the time signal was from CNR1 as just pointed out by
Glenn. But there was no CNR1 programming audible here prior to that.

ZAMBIA   VOH Zambia 4965 kHz. "Ray Robinson" <ray.robinson -at- email.com>

VOH-Africa plans to test 4965 kHz from 2000-2200 UT tonight and tomorrow
night (Thu & Fri).  We expect the station may be audible occasionally in
North America later in the year once we start using the NW beam to West
Africa, but the daytime frequencies on the omni antenna to Central and
Southern Africa stand little chance of making it over here.

Still, we are getting reports of good reception in the intended target
areas, which is what counts.  We did get one report last week of direct
reception of 6065 in the late afternoon in Germany, though, which was
encouraging!

re VOH-Africa plans to test 4965 kHz from 2000-2200 UT tonight and
tomorrow night (Thursday & Friday). And so it happens.
Carrier on at 2007 UT, modulation applied at 2008 UT, the already
known music with interspersed announcements.
Signal in Europe about 4dB weaker than IBB Botswana on 4930 kHz.
Until 2004 UT there was a very faint carrier (or other RF signal)
on 4960 kHz.

Re: Zambia 4965 kHz. Tuned-in late at 2150 UT today,
see monitoring on various European remote SDR units tonight:

ZAMBIA   4965.000  Voice of Hope, Lusaka Makeni ranch tx center site in
Zambia.

Accurate even frequency aligned. Music program and few English language
annmt of "Voive of Hope, 4965 kHz in 60 mb", - heard.

In Spain, Italy, Greece, southern Austria, France, Bavaria GER locations
as S=6-7 or -84dBm signal.

Weaker at -92dBm signal strength in Manchester England and Belgium
locations, as well in northern Europe.

To compare 60mb reception at 2145 to 2200 UT tonight:

4800 CHN  CNR1 Geermu S=9+10dB
4820 CHN  CNR  Lhasa Tibet Chinese S=9+10dB

2000 UT from Perseus site in Brisbane with praise songs - don't expect
this path to last very long as the gray line is just passing Brisbane ...

4965 VOH w/ ID as "This is the Voice of Hope, test broadcasting from
Zambia" by man at 2009 UT fol by "Bless the Lord, Oh My Soul" song
(Perseus remote SDR site Brisbane Australia) - signal lvl S3 with QSB...no
QRM. Hrd also on Perseus sites in Finland and Sweden but with annoying
electrical QRN at both sites.
