few signals audible on 19m, and good modulation level now, but somewhat
distorted. Talking about Uruguay, re futbol, not a game at the moment,
while asserting it's "la pasion nacional". 0026 UT plug some other R.
Nacional program at 19 horas; 0027 UT timecheck for 9:27 hrs. So much for
expanding RAE to weekends on 11710.6v kHz instead.

Viel Spass beim schauen.

Google Earth in Wavre zeigt beim Hineinzoomen auch noch eine Anzahl long-
range Rhombic Antennen, die quasi an die Rolle des Kolonialherren im
Kongo, aber auch die Seemann- und Missionar-Radioversorgung von RTB und
BRT erinnern.

Neben den hohen Vorhangtuermen sieht man auch noch ein
Steilstrahlantennen-Gebilde, dass fuer die Europaversorgung
auf 6160 RTB oder 6010 BRT genutzt wurde.

Genannt sind fuer beide Dienste 2 x 250 kW, 2 x 100, und ein 50 kW Sender.

Je zwei Sender
fuer  RTB von 0500 bis 2230 GMT,
sowie BRT von 0430 bis 0045 GMT im Einsatz.

Fuer Suedamerika gab es sogar eine Sendung 'Habla Belgica' in spanischer
Sprache. Oder eine Far East Sendung fuer Seemaenner und Missionare auf
21475 im 13 mb. Eine Dienstevielfalt also, die man heute nur mit
Verwunderung vernimmt.

BHUTAN   6035  BBS, Sangaygang, on May 23, Yunnan PBS went off at 1200*
UT, leaving BBS in the clear and still on the air at 1307 UT.

May 28 had no BBS signal at 1144-1200+ UT. Assume only Yunnan PBS with
non-stop music till suddenly off at 1200* UT, leaving the frequency
completely free, but no BBS carrier or anything.

BOLIVIA   6035.95  on June 6 at 0056 UT, very poor carrier in splash from
6030 kHz jamming and Marti. I often detect this and can't hear any audio,
but think it must be Red Patria Nueva, as others have reported it off-
frequency-low, e.g. 6024.96 kHz by Dave Valko in March, in the morning.
Wolfgang Bueschel had an unID on 6024.981 kHz on May 28, despite Pedro F
Arrunategui reporting it on 6025.00 kHz, presumably unjustified precision
by default.

CHINA   6035.0  Yunnan PBS, Kunming (presumed), at 1235-1308* UT on June
04. It will be recalled that recently they changed their sign off time
from 1500+ to 1200* UT. I have been monitoring their going off the air
about 1200 UT (either just after or just before their ID in both English
and Chinese), at that time they have been turning off the transmitter
(often leaving BBS/Bhutan to be heard in the clear).

Today PBS had a very different format: strong open carrier for a minute
before start of classical western orchestra music, non-stop classical
instrumental music, except for occasional one minute breaks of dead air
between selections; no anns of any kind, much stronger signal than usual
from PBS. No BBS/Bhutan noted today.

It will also be recalled that in the past when Yunnan PBS ended their
regular programming at 1500 UT, they normally played classical western
orchestra music till closing down about 1505 or so. Today then would seem
to be an extension of their former format. This extended sign off, if it
continues, will be bad news for BBS/Bhutan, which is also on 6035 UT. In
the past I often heard them after PBS 1200* UT. Certainly this needs more
monitoring!

Auf dieser Frequenz sendet man schon mit ebenfalls 5 kW aus Ostrava-
Svinov.

Fuer Mitte Juli ist die Inbetriebnahme eines weiteren Senders von Radio
Dechovka geplant, und zwar auf 792 kHz mit 10 kW, vom Standort RVS Hradec
Kralove-Stezery.

Using the Twente receiver, recorded Radio Publique Africaine, Burundi,
between 1800 and 1900 UTC on Tuesday, 7 June, on 15480 kHz, presumably
from Issoudun. First half hour or so in a local language and the second
half hour in French. Mostly talk. Several IDs, website mentioned

and specifically announced the frequency of 15480 kHz. So, a specially
packaged shortwave broadcast and not just a relay of the local FM program?
Very good signal. Will archive the recording later.

FRANCE  [to BURUNDI]  15480  June 8 at 1818 UT, attempting to hear Radio
Publique Africaine, new target broadcast which started a week ago, as
reported by Ivo Ivanov, but no signal at all in awful daytime propagation
from Europe. This appears in HFCC registrations as

"15480 1800-1900 53NW ISS 250 145 0 217 010616-291016  RunSwaFra
F  NEW  MGB  16675"

which means the site is Issoudun, France, but the MGB means the frequency
management organization for this entry is the Madagascar station the only
HFCC entry for it in such a role (so why don't they broadcast it
themselves? gh., -- its deep night in downunder Madagascar, and 15 MHz
will not work towards Rwanda properly, wb). In Kirundi, Swahili and
French.

GERMANY/USA   Radio Liberty "Munich Period" Russian Broadcasts Available

Those interested in the history of U.S. Cold War international broadcasts
aimed at the U.S.S.R. have a new resource.

The Russian Service of RFE/RL has published an online searchable database
of its programs from 1953 to 1995. Radio Svoboda worked with the Vera and
Donald Blinken Open Society Archives (OSA) at Central European University
and the Hoover Institution Library & Archives at Stanford.

Radio Liberty launched in Munich in 1953 and moved to Prague in 1995.
According to the OSA website, the original open-reel tapes containing the
live broadcasts of the "Munich period" were preserved, archived and
digitized by the Russian Service staff in Prague in the late 1990s. RFE/RL
donated the tapes and digitized copies to Hoover Institution Archives,
which last year authorized OSA to create metadata for the digitized audio,
process the collection and prepare it for publication online.

RFE/RL said the archive consists of some 26,000 audio clips aired to the
Soviet Union and Russian Federation. The content includes news and
political programs about the U.S.S.R. and a collection of clandestinely
published materials "about trials, imprisonments and forbidden expressions
of life behind the Iron Curtain."

In the announcement, RFE/RL Editor in Chief Nenad Pejic was quoted saying,
"Today, when Russians are again relying on RFE/RL and Radio Svoboda for
credible news, these archived programs take on a new meaning."

RFE/RL, formerly Radio Free Europe/Radio Liberty,
is funded by Congress through the Broadcasting Board of Governors.

INDIA/CHINA   5050  AIR Aizawl (presumed). It will be recalled that this
briefly reactivated back in April, but not heard again till today (June
4).

At 1143 UT could tell there where two stations here, the other being the
stronger Beibu Bay Radio (China); AIR very faint underneath BBR; 1220 UT
seemed to go into their usual segment in English. Very nice to have them
back. Hope they stay on the air longer than their last reactivation.

at 1506 UT today June 5th - no odd fq stn seen/heard so far.
S=9+20dB signal strength.

Thank you for the confirmation of AIR Aizawl reception. Nice recording,
with clear subcontinent music underneath somewhat stronger BBR.
AIR signal strength very respectable.

In past years, noted Beibu Bay Radio (China) with sign off at 1601* UT,
with AIR Aizawl then in the clear till their sign off at 1630* UT.

INDIA   Short wave frequencies from Delhi-Khampur being dropped.

At first sight, the reductions at the external service of All India Radio
seemed to suggest a transmitter failure at Delhi Khampur. However, taking
into account the reductions at the Home Service reported earlier and the
overlaps in broadcast times, this seems to be deliberate.

INDIA   Another obituary - AIR Lucknow.

According to information from the station, the SW transmissions from AIR
Lucknow was discontinued from 1 April 2016 due to non availability of
valves for replacement. The 50 kW transmitter which used the frequencies
of 4880 kHz during morning & night & 7440 kHz during day time stopped in
the evening of 31 March 2016.

So far 11 stations of AIR has been discontinued on SW in recent times.

beverage. Ocnl woman ancr hrd at 0816, 0828, and 0844 UT. Some music hrd
prior to 0800 but the signal was only Poor at this time. Tuned at 0747 UT
at barely audible lvl, best in AM mode. After 0755 UT signal improved to
Fair lvl in LSB mode and continued slow improvement until 0851* UT. In
this period the xmtr hum was clearly audible with slight audio distortion.

Saving RTE 252 Long Wave, Ireland's Long Distance Broadcast Service.

Just remembered that Irish in Britain were involved in this survey. There
is a link to the full report of the Middlesex University survey on their
website:

Since 2004 Ireland's national public service broadcaster, RTE, transmitted
its most popular radio station, RTE Radio 1 on Longwave 252kHz. This
service has significant reach into the island of Britain.

In September 2014, RTE announced the closure of its longwave service.
Following a public response from the Irish community in Britain, RTE
postponed plans to shut down the Longwave service. After further
consultation, a decision was taken by RTE in December 2014 to defer the
Longwave shutdown until 2017.

In the interim, the Minister for Foreign Affairs& Trade of Ireland and the
Minister for Diaspora Affairs identified that the Irish Government would
be funding research into the current level of listenership amongst the
Irish community in Britain:

"Since the initial announcement by RTE, it became clear that there is a
lack of data on who listens to RTE radio in Britain and how they access
it. I have agreed that my Department will work with RTE and fund research
to deliver a better picture of need to inform a solution acceptable to
all".

The Department of Foreign Affairs and Trade in Ireland requested Irish in
Britain to oversee this time limited research and, following an open
tendering process, the Social Policy Research Centre (SPRC) at Middlesex

value of RTE Radio 1 on Longwave among the Irish community in Britain and
the potential impact of closure on cohorts within the community.

This research was carried out by the Social Policy Research Centre at
Middlesex University in partnership with Irish in Britain. It was funded
by the Department of Foreign Affairs and Trade in Ireland.

The Tipaza transmitter has according to information online a 355 foot tall
guyed single mast so that should be omnidirectional rather than beamed in
any particular direction? Algeria is the tenth largest country in the
world with the majority of population in the coastal area with the rest of
the country being mainly desert with poor ground conductivity so needing
high power to cover it.

The Irish Times reported yesterday on the survey of longwave listeners,
can't find anything more detailed online on a quick search.

Tipaza was built by Tesla Czechoslovakia in 1971/1972, the two 2 x 750 kW
transmitter, and the 355-meter high mast, feeder switching network for two
combined transmitters interconnection dummy antenna for testing, antenna
switch and feeder line.

The plant is 44 years old, is located near the Mediterranean coastline,
so have the outdoor suffered by salt corrosion.

TDA / RTA Tipaza 252 kHz comment on TDA website:

This station broadcasting channel III underwent two operations, the
First thing the renewal and replacement of some units (preliminary stage
Tubes) by other more developed (1992), and the other led to the
Restoration of the tower radiant (355m height) has under gone significant
Damage due to its proximity to the sea and to the direct effects of the
1989 earthquake (2001).

some Sabrata history items:
LIBYA/FRANCE   11600  TDF / FRANCE was responsible for managing Libya's
frequencies during Qaddafi, and even registered relays via Issoudun, which
never happened except for some possible tests. Now I would expect French
involvement even more likely under the nouveau regime. In HFCC A-11,
search on LBJ for many wooden listings via Issoudun. Plus some Sabrata
including 11600 but only at 19-20 UT. In B-11 there are LBJ entries from
TDF but they are all for Sabrata.

signal of RTV Libye from Sabrata TX site, S=9+15dB at 1645 UT Dec 9. Very
different signal level, music portion are well modulated and loud, but

They indeed happened, between 2002 and 2006, on at times as much as four
frequencies simultaneously, using the Issoudun transmitter complex from
the early seventies that had before been abandoned by RFI Paris.

In 2005 TDF also engaged in jamming Sawt al-Amal, an opposition station
from London that on shortwave used Grigoriopol. At this time there has
also been massive satellite uplink jamming against the transponder used by
Sawt al-Amal, until the service provider solved that problem by throwing
them out.

In 2006 transmissions from Sabrata resumed with two new transmitters,
replacing the Issoudun relay. From the start these new transmitters have
been used without dynamics compression. Back then this was the initial,
immediate sign for Issoudun indeed no longer being in use.

The use of the old transmitters ceased in 2002. The last transmissions
still had some other programming, not the "Voice of Africa" that had been
launched from Issoudun.

Soon afterwards these broadcasts ceased. After a break of some months the
11600 kHz signal again appeared in September 2012 with programming in
Arabic, of a style that already made it obvious that the "Arab Spring" was
just a naive dream. Now you would have to go through log reports to find
the last mention of 11600, but I think it ceased for good before 2012 was
over.

Of the various map services Panoramio seems to have the oldest satellite
image.

It shows the new rigid antenna, obviously built together with the two new
transmitter, in a position quite unlikely for transmission. When the
current Google Maps and Bing imagery has been taken the antenna had again
been turned, as necessary to keep the mechanism intact. But when did the
last such maintenance take place?

:58. TC at 1400 UT & news from RTM Kuching studios (or that's what the
announcement sounded like) until :05 & Wai FM programming started with a
nice long, singing jingle.

MALAYSIA   Additional information on the last two remaining short wave
frequencies of Radio Television Malaysia. The migration of Sarawak FM and
Wai FM from Kuching (Sarawak) to Kajang (Malaya) took place in 2011.

There was a six month phase of // broadcasting:

- Sarawak FM: from late December 2010 to June 2011 Kuching 5030 kHz
  // Kajang 9835 kHz.

- Wai FM: from early January 2011 to June 2011 Kuching 7270 kHz
  // Kajang 11665 kHz.

An official closing ceremony at the Kuching-Stapok transmitter site took
place on 30 June 2011.

The external service Voice of Malaysia from Kajang closed down at the end
of October 2011.

of the St. Petersburg State University of Telecommunications. prof. M.A.
Bonch-Bruevich "Radio Bonch". Temporary permission to use frequencies
granted Chief Radio Frequency Center (this is NOT a broadcasting license).

The station broadcasts its own programs daily at 1300-1500 LT {10-12 UT}
at the frequency of 1593 kHz. Transmitter power - 60 watts. During the
time when there is no transmission, the carrier is always present, our
transmitter. Information about its presence, such as at night, we are also
very important. Reports of reception sent to the address

17855  June 10 at 2056 UT, REE is still AWOL from 17855 kHz {CeAM,
Atlantic}, its North American frequency, while a poor S9 on 17715 kHz
{SoAM}; and S=9+10dB on // 15500 kHz {NE, EaAF} both aimed elsewhere. So
is one of their transmitters kaput, or possibly a QSY as yet unfound?

SRI LANKA/CEYLON   IBB Iranawila relay site CLOSED.

As of today the IBA VoA/RFA/RL/RFE  SRI LANKA Iranawila station is no
more. The station is too expensive to maintain and something like a
quarter million bolts on the antennas need to be replaced because of
corrosion. They are closing two a year now, so one of the German stations
is next.

To state the obvious, this site was ideal for covering much of Asia, and
part of Africa. Perhaps some of the scheduled IRA transmissions for the
time being will be shifted to other sites?

Yes, the last broadcast was on the June 7th, 2016, as far as I know. So
now an easy chance to QSL and hear CLN is gone. Still you have Trincomalee
with AWR relays and one or two FEBC and Athmik Yathra and of course a few
days a week 1630-1832 UT on 11750 kHz from SLBC to middle East workers
mainly in Sinhala with an occasional advert and announcement in English
and Tamil However, you can easily identify the station. Also 0110-0200
(weekends 0230) UT timings of close down depends on sponsored programmes.
and 1115-1215 UT on 9720 kHz. The last block needs to be confirmed.

SRI LANKA   Farewell IBB / VoA / RFA Iranawila - Just a 17 year
lifespan...

History -  The VOA Iranawila relay under construction here is to have four
500 kW txs and testing was expected to begin early in 1996. Regular
operations are expected later in the year.

Measurs taken by Sri Lankan government regulating the hours of main
electric power usage. Sri Lanka has limited main power electricity, so
cuts came into effect to VoA 300 kW Ekala tx site also.

A fire destroyed one of the five 500 kW txs to be installed for new VoA
relay
at Iranawila Ceylon-Sri Lanka on Nov 5th. Remaining txs are probably okay.
Not official taken possession from Marconi company. Construction of the
twisted antenna towers are corrected. Four of the fourteen antennas are
already in place. The completion is delayed by at least one year.

The VOA Iranawila site has been having great misfortune. The many
political obstacles delayed the project by more than 3 years at least. The
latest was when a tx got completely burnt out throwing ash and associated
debris all over the tx hall. It wont be at least until the end of the
year[1997] before any operations can get through.

The antennas are more or less in an operational position. If only VOA
could put some portable type 50 kW even from a container, signals ought to
boom in, this strategic area.

New VOA Sri Lanka tx testing. A tx at the new VOA [Voice of America] relay
site in Iranawila, Sri Lanka, is now testing. So far it's only a test
tone. The test schedule is 0300-1100 and 1200-1400 UTC.

Eventually this new VOA site will have at least four 500-kW txs. This will
be an important relay facility because there are no major VOA SW relays
between Thailand and Greece. A much better signal for VOA Hindi, Urdu and
CeAsian language sces can be expected when the Iranawila site becomes
fully operational.

So far I've not been able to determine if the Iranawila relay could also
be used for Radio Liberty or Radio Free Asia, or if the Sri Lankan govt
has been approached about allowing these stns to use this facility.

stn which has had more than its share of problems is expected to be

Here are the actual A-99 REGISTRATIONS for the new IBB Iranawila relay on
Sri Lanka Island. The project is much belated. The original test plan
dates for November 1997 (!). The list given below shows up to four txs in
use in parallel. The station didn't carry tests with the regular progr,
except of some rare tone tests.

At present a lot of the listed transmissions are coming from different IBB
sites in periode A-99, like from Ekala-CLN, Biblis-D, Briech-MRC, Kavalla-
GRC, Lampertheim-D, Pals-E, Poro-PHL, Tinang-PHL, Udorn Thani-THA, or
Woofferton-G.

performance) test - on the 17th and finishing on the 24th July. This will
be the first scheduled bcs from the stn. IBB is interested in reception
reports. After the tests are over, the stn will revert to nighttime
(local) operation for a few months. Txions will be plain AM (no enhanced
carrier modes) from [Marconi]

I have just put in place a system for generating verification cards, and
my secretary has started the process of checking RRs. We will send cards
out via the Sri Lanka Post (so you will get some Sri Lankan stamps too!).

UGANDA   4749.95  Dunamis SW at Mukono (tent.) carrier only from Perseus
site in Brisbane from 1855 UT tune. S-meter at S-5/6. Checked several
sites in WeEurope but Australia has the strongest carrier indication. No
audio heard so can't verify ID but typically Dunamis has been the only
occupant of 4750 kHz in the 1900 UT time frame. Can usually be heard after
CNR is off after 1735 UT. Carrier still on past 1930 UT - nominal 1920*
UT. This bears watching in the days ahead as Dunamis has been silent for
some time.

instead of not until 0100 UT on this frequency, pushing his Pentecost
promotion get-together. This one is way out of synch with 7520 WWCR and
7570 WRMI kHz; I axually have to pay attention for a sesquiminute to
measure the delay at 87 seconds! WBCQ 7490 kHz sked shows BS at 01-03 UT
daily except 00-03 on UT Mondays; also 22-23 UT daily.

USA   [to UGANDA East Africa]   15240, on Sunday June 5 at 1824 UT check,
Radio Munansi is still running on WWRB, presumably in Luganda; speaker,
once mentioning Obama, leaves *very* long pauses between
thoughts/sentences, so could save a bundle in airtime costs by editing
them out to one sesquihour or maybe even one hour instead of two, but
maybe not worth the trouble. Good signal here but probably not in East
Africa. This has been appearing Sat & Sun only, at 17-19 UT. I did not
check on June 4 but others heard it.

There was also an annoying whistle tone on the channel, at 7261.733 kHz
like a NDB ID tone, but could be NOTCHED OUT by the Perseus software on
upper flank.

ZAMBIA  [not, see comment]  9680  Unid, Voice of Hope, suspected, at 0150
UT, a weak but steady carrier and occasional traces of a threshold level
signal were about all I could get here, but given the absence of any
competition for the freq I do suspect it is the Zambian. If I had gotten
here about 50 minutes sooner it may have been much better, but this was a
little late for that far east in Africa. May 24, 2016.
